St.meld. nr. 14 (2008-2009) Internasjonalisering av utdanning Framtidens verdiskaping forutsetter global konkurransedyktighet. Til dette trengs relevant utdanning av høy kvalitet, og det trengs samfunnsborgere og arbeidstakere med internasjonal kunnskap og erfaring. [ ] Det betyr at internasjonalisering av utdanning ikke bare defineres som et mål i seg selv, men også som et virkemiddel til å fremme økt kvalitet og relevans i norsk utdanning. 3
St.meld.nr. 14 (2008-2009) 1.1 Forankring i kunnskapspolitiske behov og interesser Internasjonalisering av utdanning gir viktige bidrag til arbeidslivet og samfunnet i form av bedre språkferdigheter, internasjonal orientering og flerkulturell kompetanse. Økt samhandling og økte muligheter for sammenligninger på tvers av nasjonale grenser [ ] bedre forståelse for eget kunnskapsnivå og egne evner. 4
St.meld. nr. 14 (2008-2009) 1.3.1 Hovedinnretning De kunnskapspolitiske behovene og begrunnelsene for økt internasjonalisering av norsk utdanning har i liten grad vært gjenstand for debatt til tross for at utviklingen har vært ganske entydig det siste tiåret. Grunnopplæringen og fagskoleutdanningen har tidligere ikke vært drøftet med tanke på målsettingen om økt internasjonalisering av utdanning. Når disse nå inkluderes, er det fordi en mer målrettet og helhetlig internasjonalisering av utdanning skal omfatte alle utdanningsnivåer. 5
NATIONAL EDUCATION SYSTEMS AND THE COMMISSION I EU er organisering og struktur av utdanningssystemet medlemslandenes eget ansvarsområde. COUNCIL OF MINISTERS CONCLUSIONS ON PREPARING YOUNG PEOPLE FOR THE 21st CENTURY Til tross for utdanningspolitikkens nasjonale utgangspunkt er det likevel en økende tendens til at forhold utenfor Norge legger viktige føringer. (St.meld. nr. 14 2008-2009) The Council conclusions of 22 May 2008 on promoting creativity and innovation through education and training noted that there is a growing need for action at national level as well as cooperation at EU level to bring about the change necessary if schools are to prepare pupils to face the significant challenges and problems of a fast-changing world. 8

etwinning - www.etwinning.net etwinning promotes school collaboration through the use of ICT. It provides support, ideas and tools to make it easy for schools to set up partnerships and start collaborative projects in any subject area Central Support Service (CSS) / National Support Services (NSS). etwinning portal (CSS): helpdesk for teachers / pedagogical and information materials / European teachers' professional development workshops. The portal is a fully multilingual website offering collaboration tools and services through which teachers register, find partners and work together with them CSS & NSS / ensure shared practice and a coordinated approach to etwinning on a European level. 25
