Jacques Brel, 1971 2

NATIONAL EDUCATION SYSTEMS AND THE COMMISSION I EU er organisering og struktur av utdanningssystemet medlemslandenes eget ansvarsområde. (St.meld. nr. 14 2008-2009) Member States are in charge of their own education systems Article 149 of the EC Treaty To contribute to the development of quality education by encouraging cooperation between Member States and, if necessary, by supporting and supplementing their action 6

OVER-ARCHING EU POLICY GOAL: THE LISBON STRATEGY The Union should become, by 2010 the most competitive and dynamic knowledge-based economy in the world capable of sustainable economic growth with more and better jobs and greater social cohesion Lisbon, March 2000 2005 re-launch: Partnerships for growth and jobs. Revised reporting guidelines: stronger role of education & training 7

COUNCIL OF MINISTERS CONCLUSIONS ON PREPARING YOUNG PEOPLE FOR THE 21st CENTURY Til tross for utdanningspolitikkens nasjonale utgangspunkt er det likevel en økende tendens til at forhold utenfor Norge legger viktige føringer. (St.meld. nr. 14 2008-2009) The Council conclusions of 22 May 2008 on promoting creativity and innovation through education and training noted that there is a growing need for action at national level as well as cooperation at EU level to bring about the change necessary if schools are to prepare pupils to face the significant challenges and problems of a fast-changing world. 8

(St.meld. nr. 14 2008-2009) Need for more effective education policies Help to critical reflexions on the education systems The participation is voluntary, but under peer pressure 1 Common objectives 2 Peer-learning 3 EU reference tools supporting national reforms 4 Monitoring of progress (indicators and benchmarks, biennale joint reports) The European Commission facilitates the process 9

(St.meld. nr. 14 2008-2009) KEY COMPETENCES (INDIVIDUALS) 1) Communication in the mother tongue 2) Communication in foreign languages 3) Mathematical competence and basic competences in science and technology 4) Digital competence 5) Learning to learn 6) Social and civic competences 7) Sense of initiative and entrepreneurship 8) Cultural awareness and expression 10
