We asked for: 1. An account of the different economic instruments from national level aiming to promote physical activity, outdoor recreation and sport 2. Which groups in the population are reached through this economic support? 3. A more spesific analysis of the use of lottery money to sport facilities 4. The activity pattern in the population? A main conclusion: We have a great imbalance in use of money if this support is intended to: Significantly increase rates of health enhancing physical activity in the population. The activities with greatest potensial to increase activity levels are given lowest priority. We have to advocate a better balance in use of money by: Teaching and informing our politicians in any connection Give a special attention to the two parties supporting the Labour party in the Government Meeting with every department responsible for some of our premises to be physical active Be active related to the new Report to the Storting concerning the future Sport policy. Ask for a Report to the Storting comcerning unorganised health enhancing activity and outdoor recreation Be active in the preparation of the National intersectoral public health strategy in 2012 (a follow up from our new National Health Plan) 13.05.2011 34
If the Sport org. and the Labour party do succeed in allocating more to sport facilities: We have to introduce some premises for the supportive parties to accept this: - 10% of the new money to outdoor recreation - 10% to kindergarten- and school-activity - 10% to unorg. activity as part of a local policy for physical activity (based on a local plan for physical activity and not a local plan for sport facilities) This will be another and stronger reason to motivate municipalities to utilize these money to unorg. activity. 13.05.2011 35

A suggestion: Initiate and organise a national project where every municipality work out their own plan for walking paths, tracks and ski-tracks (without giving satisfaction to international requirements for cross country competitions) The lottery money is waiting for such plans! The public sector should not more just be waiting for new specialised facilities based on sport initiatives. 13.05.2011 37
