Konklusjonen er meget oppmuntrende: WWF er en effektiv leverandør av bistand og har kapasitet for videre vekst. WWF får også gode råd til videre utvikling av organisasjonen og sitt arbeid med miljøbistand. Konsulentgruppas tre medlemmer har jobbet i to måneder og organisasjonsgjennomgangen er basert på dokumentstudier, intervjuer med ulike deler av WWF-nettverket og WWFs partnere, og besøk til to av WWF-Norges prosjekter i Uganda og Kenya. WWF mener rapporten er et verdifullt dokument for vårt videre arbeid og den har vært sentral i utarbeidelsen av en ny bistandsstrategi for WWF-Norge for årene 2009-2011. Rapporten har klare analyser og løfter flere forbedringspunkter for WWF for WWF. Rapporten diskuterer også på en god og balansert måte mange av de ofte innebygde konfliktene lokalt og nasjonalt mellom kortsiktige interesser i å utnytte naturressurser og de langsiktige målene for å sørge for å ivareta miljøet på en bærekraftig måte for framtidige generasjoner. WWF ønsker den faglige bistandsdebatten om dette velkommen og setter spesielt pris på rapportens diskusjon rundt disse utfordringene med hensyn på internasjonal konsistens i utviklingsmål, lokalsamfunns rettigheter og sivilsamfunns rolle og deltagelse. Her er noen av konklusjonene i rapporten og WWF kommenterer til videre oppfølging: Relevans for norske og internasjonale miljø- og bistandsmål: WWF-Norway complies well with key priorities for Norwegian development cooperation. WWF-Norway s general mission and project objectives are highly relevant to Norwegian policies and priorities for international development cooperation in the field of environment. Most interventions supported by WWF-Norway are clearly of high relevance for the target groups as well as for communities dependent on natural resources for sustaining their livelihoods. Moreover, it has a proven ability to produce excellent results in its fields of work, and the team believes that it has the capacity to turn a further increase of funding into high-quality results. Det er viktig for WWF at det er sammenheng i bistanden og rapporten bekrefter at WWF både bidrar til å oppfylle norske bistandspolitiske mål og er gode til å treffe målgruppene sine. Dette underbygger vårt videre bistandspolitiske arbeid både i Norge og internasjonalt og er et verdifullt argument overfor våre viktigste partnere og donorer for å utvide samarbeide i årene som kommer. Rapportens klare konklusjon rundt WWF evne til å vokse ytterligere med fortsatt høy-kvalitets resultater har medført at strategien for 2009-2011 og WWF søknad til Norad for finansiering av denne planlegger en betydelig økonomisk vekst og er basert på en strategisk og progammatisk avtale med Norad. Kapasitet og kvalitet: WWF-Norway is characterised by a professional organisational structure, highly competent leadership and staff. It is part of an extensive and highly competent international network, from which the results of the organisation s work benefit substantially. In terms of capacity, the assessment finds that WWF-Norway, supported by WWF International, has very high capacity and within its area of work is probably the agency most capable of producing high-quality results as measured against widely held standards and expectations to development cooperation. Financial management is sound with few risks of fraud. The organisation has no formal policy on fraud and no explicit procedures for anti-corruption measures or handling of irregularities, neither in the WWF Network Standards nor in contracts (except the agreement between Norad and WWF-Norway). Several routines are nevertheless clearly motivated by anti-corruption. In one case reported, an attempt to mismanage Norad funds of relatively small amounts was quickly revealed through ordinary procedures before any damage had been done. The staff involved were removed. WWF-Norway and WWF International should seek to make its project implementation and management more efficient by continuing its on-going revision of the functions and mandates of different WWF offices in supporting projects. Rapporten er en uavhengig bekreftelse på at WWF-Norge og WWF-nettverket har høy kompetanse og jobber på en god måte. Dette er en viktig anerkjennelse som vil bli brukt for å argumentere ovenfor politikere, Norad samt næringsliv og private givere at WWF er en trygg, effektiv og kompetent partner som kan forvalte bistandspenger og prosjekter på en meget god måte. Antikorrupsjonsrutinene skal samles i en egen anti-korrupsjon policy. WWF har identifisert et behov for ytterligere å utvikle sitt system for monitorering, evaluering og erfaringsdokumentasjon i sine programmer. Spesielt overvåking og dokumentasjon av sosioøkonomiske effekter blir styrket, sammen med aspekter som kjønn og marginaliserte grupper. WWF ønsker å samarbeide med Norad og norske fagmiljøer om dette. WWF gir økt verdi til bistanden As a result, WWF-Norway supported by the WWF network ranks high among Norwegian NGOs involved in development cooperation in using its funds effectively towards achieving stated project objectives. The team also finds that WWF-Norway, supported by WWF International, also adds value to its government and civil society partners beyond the specific project results reported, in areas like implementing capacity, technical capacity and general institutional capacity. By introducing effective modalities of working with local communities WWF may also potentially support aspects of good governance in general. To some extent these results are likely to last beyond project periods.
WWF-Norway may, however, make a difference by focusing its resources on areas in which WWF seems less resourced, adding value not only to the technical resource base available but also to policy development within the network and partners Rapporten gir ytterligere tyngde til WWF som en profesjonell internasjonal organisasjon. Dette viser at WWF er en potensielt større partner for norske myndigheter enn vi er i dag, blant annet kan WWF kan bidra til en effektiv og sikker bruk av regnskogmilliardene som Norge har satt av som klimatiltak.wwf-norge har vokst betydelig som bistandsaktør de siste årene og er i dag en viktig kanal for den økende norske miljøbistanden. Når rapporten konkluderer med at WWF er en effektiv leverandør av miljøbistand og har kapasitet for videre vekst, er dette er et tydelig signal til politikerne om at ting ligger til rette for å øke miljøbistandens andel av den totale bistanden ytterligere. Det var et av målene i Regjeringens handlingsplan om miljø i bistanden som ble lagt fram i 2006 som WWF jobber med å følge opp og bidrar til oppfyllingen av. WWF Norge har blant annet på basis av rapporten valgt et begrenset antall tematiske og faglige områder hvor vi mener vi kan ha spesielle fortrinn og gi tilleggsverdier til WWF-nettverket, våre partnere og målgrupper. Den tekniske støtten vil være i form av kapasitetsbygging av region- og feltkontorer og sivilsamfunnspartnere og gjennom støtte og rådgiving på program design og implementering. De utvalgte tematiske områdene hvor WWF fokuserer er fiskeri, petroleum og energi, lavkarbon samfunnsutvikling og skog og klima. Hovedstrategier for dette i programmene er lokalsamfunnsbasert naturressursforvaltning og systematisk sivilsamfunnsstyrking. Miljø og likestilling WWF International and WWF-Norway do not focus on gender in their policies and approaches, and very little guidance is provided to projects even on the most basic aspects of gender sensitivity With regards to gender mainstreaming there is little guidance and apparently limited knowledge and resources WWF-Norway may, however, make a difference by focusing its resources on areas in which WWF seems less resourced, adding value not only to the technical resource base available but also to policy development within the network and partners. Options here include... gender sensitivity WWF-Norway should increase its focus on gender issues and gender sensitivity, in line with the general principles of Norwegian development cooperation. WWF Norge har ikke systematisk eller strategisk jobbet med kjønn og miljø, så langt, så denne kritikken er betimelig. WWF har i enkeltprosjekter som for eksempel sivilsamfunnsprogrammet i Tanzania integrert disse problemstillingene. I WWF årlige møte med Norad i april 2008 ble det avtalt at kjønn skal løftes opp som et fokusområde i det videre arbeidet. Det er avtalt at Norad skal bidra med aktiv faglig støtte til dette arbeidet og det er integrert i WWFs eget kvalitetsprosjekt for strategiperioden 2009-2011.
WWF jobber godt med lokalsamfunn og sivilsamfunnsorganisasjoner The information gathered for this review shows that both WWF-Norway and its implementing partners in the WWF network possess considerable expertise and commitment in working with community groups WWF-Norway is to a little extent engaged in conservation work that involves excluding local communities access to natural resources. Most of its work supports measures that effectively reduce the negative impact on local communities from conservation and/or enable sustainable community-based natural resource management. - for activities explicitly targeting civil society development, the project design seems relevant and well informed and qualified personnel are allocated. Even if not explicitly targeting civil society development most or all programmes of WWF-Norway contribute to strengthening of institutional capacities in collaborating civil society organisations; selected as partners because they represent key stakeholders or for other reasons are seen as crucial to success of its programmes. The information gathered for this review shows that both WWF-Norway and its implementing partners in the WWF network possess considerable expertise and commitment in working with community groups WWF-Norway is to a little extent engaged in conservation work that involves excluding local communities access to natural resources. Most of its work supports measures that effectively reduce the negative impact on local communities from conservation and/or enable sustainable community-based natural resource management. Although WWF-Norway rarely supports interventions that may conflict with community interests and generally supports communities in better coping with and benefiting from conservation, there are nevertheless inherent dilemmas in some of WWF-Norway s work with regard to the conflict between conservation and community interests. The team believes there is a potential to further improve WWF-Norway s positive involvement in this sense. WWF-Norway should initiate reconsideration of WWF s role in civil society in African countries, aiming at finding the most effective ways to support WWF mission based on the knowledge and experience drawn from research as well as other actors in civil society and public discourse in Africa, while acknowledging the differences and comparative potentials of WWF as compared to many other environmental NGOs. Furthermore, WWF-Norway s particular (but not unique) emphasis on strengthening civil society has the potential to contribute to the general technical resources available and perhaps to policy priorities in the WWF network.this may be due to the relatively limited role and resources of WWF-Norway relative to the WWF network, or that some of the main areas of added value are not tangible and perhaps not visible to partners. WWF-Norway does provide technical resources of high standard (but perhaps relatively little in terms of manpower) directly to projects and to some extent to partners and the WWF network in general. In particular, WWF-Norway has contributed actively to the development of the Community-Based Natural Resource Management (CBNRM) approach in terms of technical resources and perhaps policy influence within the WWF network in addition to a range of implementing partners.
Rapporten drøfter naturvern og hensyn til lokalbefolkning og konkluderer at WWF-Norges bistandsprosjekter har høy betydning for målgruppene og for lokalsamfunnene som er avhengige av naturressurssene for å trygge livsgrunnlaget sitt. WWF legger stor vekt på i sine bistandsprosjekter at lokalbefolkningen skal tjene både på kort og lang sikt ved å forvalte naturressursene sine på en bærekraftig måte. WWF har identifisert et forbedringspotensial når det gjelder generelle interessekonflikter knyttet til lokalsamfunn og naturvern, med hensyn på bygge opp mer kompetanse på å håndtere denne typen politiske konflikter. Det innebærer både å bidra til debatt og informasjon om disse dilemmaene og et behov for å se utover våre egne prosjekter og engasjere seg generelt i problemstillingen. WWF-Norge mener at nettopp dette området er et fagområde hvor vi har kompetanse, prosjekter og erfaring som viser hvordan lokalbefolkningens rettigheter og levevilkår kan integreres i miljøbistand. WWF-Norge ønsker derfor å styrke sin rolle rundt dette i WWFs internasjonale arbeid.
