Jan-Feb 2018 has been quite hecticc and enjoyable for your association. Annual picnic to Keshav-Srushti and Vipassana Pagoda was well appreciated by the members who participated. We also had a very satisfying societal activity of checking the eyesight of school going children and later on, distributing the glasses to them. In addition, your committee members also attended a one-day workshop organized by DP&PW. Homage to Dr. Baldev Raj (April 9, 1947 Jan 6, 2018): Dr. Baldev Raj, Director, National Institute of Advanced Studies (NIAS), Bengaluru and formerly Distinguished Scientist & Director, Indira Gandhi Centre of Atomic Research (IGCAR), passed away in Pune on 6 th January 2018.

2 AERWA News Letter Vol. 19(2) March - April 2018 Born on April 9, 1947 in Jammu and Kashmir, Dr. Baldev Raj joined DAE through the 13 th batch of BARC Training School, after obtaining his BE degree from Ravishankar University with Gold medal and obtained his Ph. D. degree from Indian Institute of Science. He served the Department of Atomic Energy for 42 years in various capacities and was the Director of IGCAR between 2004 and He made outstanding contributions to India s fast reactor programme. The spectrum of R&D programmes he presided over included science and technology of materials, manufacturing technologies and non-destructive evaluation (NDE). His group made outstanding contributions to the development of NDE techniques and Dr. Baldev Raj was an international leader in this domain. He provided NDE solutions to a variety of critical issues related to inspection of nuclear components, as well as problems in the strategic & security sectors and also helped in obtaining insights into many domains of culture and heritage such as evaluation of the health of old structures and monuments. As the Director of IGCAR, Dr. Baldev Raj steered a multidisciplinary programme of Science &Technology, and catapulted IGCAR into the international arena as an acknowledged leader in fast reactors and associated fuel cycle. His ability to build teams, spot talent and establish & nurture collaborations gave an impetus to the fast reactor programme. He was the natural choice for leading multidisciplinary teams across units of DAE, and also other educational and research institutions. His leadership qualities came to the fore during his handling of the rehabilitation programmes at Kalpakkam following the unprecedented natural calamity tsunami in After his retirement from DAE, Dr. Baldev Raj joined PSG institutions, Coimbatore, as President- Research. He took charge as Director of NIAS in 2014 and presided over the expansion of the institute in terms of faculty strength and research grants. He led the Institute to new heights in terms of multi-disciplinary pursuits. He worked closely with the NITI Aayog to develop science action plans, advised the Department of Science and Technology on clean energy, and was consultant for the extraction of rare-earth metals. In 2017, Dr. Baldev Raj was appointed chairperson of the board of governors of the Academy of Scientific and Innovative Research for a period of five years. Dr. Baldev Raj authored around 1,000 academic papers in peer-reviewed journals and over 70 books. He was conferred over 100 awards in more than 30 countries. He was the only Indian to be the president of the international committee on non-destructive testing and president of the International Institute of Welding. A recipient of the Padma Shri award, he was honoured with Homi Bhabha Gold Medal, H.K. Firodia Award, Om Prakash Bhasin Award, National Metallurgist Award, Lifetime Achievement Award of Indian Nuclear Society, Distinguished Material Scientist Award, Distinguished Alumni of Indian Institute of Science, and honorary fellowship of many scientific, engineering and professional bodies. He remained a source of inspiration to all who knew him, through his hard work, ability to build teams and commitment to excellence and perfection. His intensity of engagement and his readiness to subject himself to tight schedules were truly amazing. His passing away is a great loss to our country, and especially to the S & T community. P. R. AERWA Annual Picnic 2018: AERWA organised a one day picnic on Sunday, the 7 th Jan to Keshav Srushti, a private picnic spot of natural green land near Bhayander Railway Station, a western suburb of Mumbai. The Global Vipassana Pagoda in Uttan, Bhayander was an added attraction in the picnic. 51 members and their families participated in the event. The bus started at 6:45 A.M and reached the destination at 9:45 A.M. Breakfast was served at Keshav Srushti and Shri Surirnder Obhan, former CEO of Keshav Srushti briefed the members about the activities of the centre. (continued on page 11)

3 AERWA News Letter Vol. 19(2) March - April AERWA MC Members attend DP&PW workshop: A team of AERWA Managing Committee members, comprising Dr. Manchanda, Dr. Misra, Shri Balakrishnan, Shri Vaze, Dr(mrs) Sagar, Dr Chourasiya, Shri Gururaj, Shri Belhe, Shri RamSarup and Shri Kapoor attended the DPPW Workshop on PENSIONERS AWARENESS on PENSIONERS PORTAL at Textile Committee auditorium, Prabhadevi on 15th Jan., The Workshop was addressed by the authorities of DPPW viz. Shri Sanjiv Narain Mathur Jt Secy (Pension), Ms Seema Gupta Director (PW), Shri Harjit Singh (Director), representatives of banks and CGHS. Three associations (including AERWA) made presentations about their activities. There was also a presentation on the 7th CPC by Shri Harjit Singh. A special session on CPENGRAMS followed by an open session was also organized wherein a large number of queries regarding the issues related to the fixation of the pension, disbursement by banks as well as those related to CGHS were addressed. AERWA members raised issues related to delay in the revision of Pension under 7th CPC incorporating 2 increments and submitted a representation on this issue to the concerned officer. Some important points of information: a) It was pointed out by AERWA that few banks / branches are insisting for biometric certificate which is causing hardship to many pensioners whose thumb/finger impressions do not match. DPPW authorities clarified that it is not mandatory to submit ADHAR based biometric Life certificate to the banks. It is sufficient to fill up the form and attach ADHAR documents. Also, banks have been asked to procure IRIS biometric monitors where the probability of mismatch is very less; b) Grievances lodged on CPENGRAMS are addressed within 60 days. In special cases matters are resolved in Pension ADALAT Some additional information about various DOPPW circulars, as summarised from the Information brochure distributed in the workshop, is as follows: 1. A spouse holding Joint Account with pensioner can be paid Family Pension simply by submission of Death Certificate of Pensioner. Submission of Form 14 is not required. (O.M. No.1/27/2011-DOP&PW (E)dt. 20/09/2013). 2. Family Pension allowed to a disabled child even after his/her Marriage. [O.M.No.1/33/2012-P&PW(E), dt. 16/01/2013]. 3. Disabled children, dependent parents and disabled siblings co-authorised in the Pension Payment Order (PPO) during the life time of Government servant/ pensioner which will enable disbursement of family pension to this category with no further authorization required. (O.M. No.1/27/2011-DOP& PW (E) dated 01/07/2013] 4. Request for change of bank branch is now accepted at either of the two branches i.e., the existing branch as well as the new one. Request is not required to be routed through CPAO. Change of branch is to be indicated in the revised PPO. 5. Pension grievance must be redressed at the pension paying branch. Paying branch cannot ask pensioners to approach the Central Pension Processing Centre (CPPC) for redressal. 6. Grievances lodged on CPENGRAMS are addressed within 60 days. In special cases matters are resolved in Pension ADALAT. 7. Life Certificate and other Certificates are now accepted at any branch of the concerned bank anywhere in India. (For 4, 5 and 6 above, O.M. No. (CPAO)/Tech/Simplification/ /325 dated18/02/2013] 8. Personal appearance for Life Certificate is exempted in case of seriously ill/incapacitated pensioner / family pensioner. (Para 15.2 of CPAO Scheme Booklet) In such cases, Bank employee is to visit the residence of pensioner for recording Life Certificate. A Life Certificate signed by Magistrate, Gazetted Government Servant, MP, MLA, etc. is also accepted as per CPAO s circular No. CPAO/Tech/Grievance/ /531 dated Aadhaar based authentication of Life Certificate is now permitted. This facility is in addition to the other options available for the purpose. Any pensioner with an Aadhaar number can approach the Common Service Centre or bank branch to avail of this facility Pensioners can also use this facility from their own desktop Laptops. Undertaking to the Bank required to be submitted by retiring Government servant is now to be submitted along with pension papers. This will facilitate the first credit of pension as the pensioner need not approach the pension disbursing bank branch for this purpose. Pension will automatically be credited to his pension account. ISRO News: ISRO is getting ready for its historical moon mission Chandrayaan-II which will mark the country's first lunar landing. Chandrayaan-II is slated to be launched in April this year and ISRO has already identified two locations for the landing. According to ISRO s chief, it will take one or two months time for the orbiter to reach moon's orbit after its launch from Sriharikota using GSLV Mk II. Chandrayaan-II, India s second mission to the Moon is an entirely original mission including of an Orbiter, Lander and Rover. Ganguly on the occasion of his birth centenary in During the International Conference IARPIC-2018, IARP organised a special Session on Dr. Anil Kumar Ganguly Birth Centenary year at Imperial Banquet Hall, Raghuleela Mall, Vashi. The session was inaugurated by Dr. Anil Kakodkar, Former Chairman AEC who spoke fondly of Dr. Ganguly. He also released a compendium of Memoirs Anil Kumar Ganguly and The Evolution of Health Physics Science in India and was followed by the keynote address by Dr. Abel Gonzalez, the Representative of UNSCEAR. Conference (IARPIC-2018) held in Convention Centre, Anushaktinagar on January 13, AERWA is proud to be associated with Dr. Iyer and congratulates him for his achievement. Status of Two increments for DA, HRA, pension and pensionary benefits: As mentioned in earlier issue, revision of 7 CPC pension for all the D to G cases was kept on hold at BARC and a clarification was sought from DAE concerning implementation of DAE OM dated 13 th June, AERWA and AEPWF office bearers had a meeting with CCA, DAE and JS, DAE on 28 th November, DAE informed that it is requesting for advice from DP&PW in the matter. Meanwhile, DAE has issued an OM dt requesting the DAE Constituent Units to revise the pension of D to G grade pensioners without taking in to account two additional increments as temporary measure. Status of court cases- February Pension on special pay for H+ retirees: The DAE SLP/6045/2017 in case of pre-2006 H+ pensioners came for last hearing on The next date of hearing was 9 th October, 2017 which was shifted to , and is now further postponed to The DAE SLP/27273/2016 in case of post 2006 H+ pensioners is tagged with DOS SLP/13531/2016 and DRDO SLP/24745/15. The last date of hearing was 10 th October; 2017and is now shifted to DAE has now filed an IA/39641 in the Supreme Court against CAT Mumbai order dated November 6, 2015 on OA/261/2011, granting pension on special pay of Rs 4000 to post 2010 H+ BARC retirees. No SLP number is allotted yet. This case is tagged with DAE SLP/27273/2016, DOS SLP 13531/2016 along with 41 SLPs from DRDO. The next date of hearing is Full parity case by pre-2006 retirees: OA 3529/2015 of pre-2006 S-29 pensioners for full parity with post 2006 retirees and in any case their pension not less than post 2006 S-24, S- 27 retirees, came for first hearing at CAT, Delhi on 5th April, It was postponed many times. The last date of hearing was15 th January, 2018 now adjourned to S-21 case: The hearing of the S-21 case at CAT Mumbai has been getting postponed since June 30, 2016 on several hearing dates. DAE OM No. 4/4/2011-SCS/Vol IV/16396 dated on the Subject: Two additional increments granted to Scientists/ Engineers in the grade D, E, F and G for the purpose of pensionary benefits Reference OM No.4/4/2011-SCS/Vol.III/7809 dated This OM mentions that PPOs sent by Constituent Units of DAE of D to G grade pensioners including two increments in basic pension, has been returned by CPAO on the plea that two additional increments granted to them do not match with pay scale in the Level Pay + index as per the extant rules. The matter is being taken with DP&PW who are the nodal Department for all pension matters. In the meantime, in order to avoid any hardship to pensioners due to nonreceipt of pension, it has been decided in the Department that such pension cases may be processed for payment of provisional pension without taking in to account the two additional increments as a temporary measure until the matter is resolved. The above DAE OM was issued in view of one of the Constituent DAE Unit (BARC) seeking clarification whether Special pay of Rs 2000 or 4000 previously taken in to account on the pension/family pension of Scientific Officers H+ who had retired after or needs to be again taken in to account while revising their pension/family pension as pre-2016 pensioners/ family pensioners, in terms of DP&PW OM No. 38/37/2016-P &PW (A) dated This DAE OM has quoted their OM dt which requested the Units to process payment of provisional pension without taking in to account Special Pay component as a temporary measure. DAE has requested the Constituent Units to comply with the same until further orders. Vol II dt on the Subject: Restoration of full pension of those absorbed in view of the order dt of Hon Supreme Court in Civil Appeal No 6048/2010 and Civil Appeal No 6047/2010. As per the said DP&PW OM All such absorbee pensioners who had taken 100% lump sum in lieu of pension on absorption in PSU/ Autonomous Bodies in accordance with the then existing Rule 37-A and in whose case 1/3rd pension has been restored after 15 years, may be allowed restoration of full pension after expiry of commutation of 15 years from the date of payment of 100% lump sum amount. 7 AERWA News Letter Vol. 19(2) March - April 2018 Developments in 7 CPC revision of pension: 1. 7 th CPC revision of pension has been almost completed in all the DAE Units except BARC and DAE (NPCIL pensioners) where about 40 % cases are yet to be revised. Most of such cases were of D to G grade pensioners, H+ grade pensioners and expired pensioners. (The current status of pension revision by CPAO can be seen in pensioners portal of DAE website.) 3. 7 CPC revision of pension of pre-2010 H+ grade pensioners is also being revised as per recent DAE OM dt , without taking in to account Rs 2000 or Rs 4000 special pay (which these pensioners were getting) for pension purpose, mentioning that the matter is subjudice as many cases are in Supreme Court. AERWA Election The incumbent Managing Committee (MC), which took charge in May 2016, will be completing its term by May As per the Bye-Laws, a new Managing Committee will have to be elected for the period The Managing Committee, in its meeting held on 9th February 2018, has decided to initiate the election process to be completed before the expiry of the term. Dr. Keshav Chander has kindly agreed to oversee the entire process as the election officer. Two to three meals of seasonal fruits will work as antioxidants and prevent constipation. Egg whites are a good source of protein important for repair of worn out cells and tissues. For vegetarians, paneer made from low-fat milk is good substitute. Use of mustard oil or olive oil is a good cooking medium as both prevent high cholesterol and improve good cholesterol in the blood. Vegetables soups without cream and thickening agents are a healthy meal to be taken as a supper.

Potassium-rich foods like cumin seeds (zeera), sweet limes, fenugreek seeds (methi) and coconut water are good for muscular flexibility, prevent water retention and swellings. They also contribute to maintain blood pressure. For a high dose of nutrition, add curd to the dough for rotis to improve the biological value of the cereal, and to keep them soft. Drink about 15 glasses of water in a day to prevent dehydration. In old age, muscle density reduces and susceptibility to dehydration is always very high, especially in summer. AERWA had taken up a drive to collect spect frames by last year. About 250 frames were collected and were given away to Laxmi Charitable Trust for distribution to the needy persons in their camps. AERWA takes this opportunity to thank all who donated the frames and once again appeals to the members to donate generously with ideas as well as donations towards Societal Activity of AERWA to sustain such programmes. This activity was further followed up by organizing an eye camp the report of which is given on the following page. Man Ed Prevention safety: Prevent unnecessary falls and improve your safety by making yourself aware of the environmental hazards. Install secure handrails and bright lights with switches at the top and bottom of stairways. Repair loose or uneven steps, checking stairs for worn or loose carpeting and installing antislip treads. Install grab bars for the toilet, bathtub and/or shower, and using non-slip mats or decals on ceramic surfaces both inside and outside the tub. Install nightlights in areas you frequent at night. Also, consider keeping a flashlight near your bed. Store frequently used items on lower shelves in the kitchen to limit the use of stools or stepladders. If you must use a step stool, use one with a bar to hold onto. Glimpses of Annual Picnic Did you know that falls are the leading cause of serious injuries among senior citizens? The two categories of factors that contribute to the falls are: Personal factors: These include muscle weakness, balance problems, limited vision and certain medications. Environmental factors: These include home hazards such as loose rugs, poor lighting, slippery tiles in bathroom/washrooms and grab bars in the bathroom Rising slowly after eating, sitting or lying down can help avoid dizziness and loss of balance. Get an eye exam at least once a year. You may be wearing the wrong glasses or have a condition that limits your vision.

AERWA Arranges an Eye Camp at Nutan Vidya Mandir, Mankhurd: AERWA organized an eye camp to test the eyesight of students of Nutan Vidya Mandir, Mankhurd on Tuesday, 19th Dec., 2017 with support from Laxmi Eye Charitable Trust, Panvel. Optometrists Ms Swapnali and Ms Geeta attended the camp alongwith Mr Vinod Pachghare. The AERWA team comprised of S/Shri Belhe, Vaze, Barve, T. K. Rao, Anand, Jacob Kurien, Dr Misra and Dr Manchanda. It was quite educative to visit the laboratory where the temperature, light and aerobic conditions are optimised to improve the yield and purity of spirulina. Spirulina is a superfood for those who need extra dose of nutrients. It, however, is to be avoided by those on low protein diet or with high creatinine like kidney patients on dialysis and those with thyroid disorders. Global Vipassana Pagoda, a grand structure with 93 metres diameter dome (world s largest stone built dome without any supporting columns was visited after the sumptuous lunch. It was built by Satyendranath Goenka with the aim to spread the teachings of Gautam Buddha and was inaugurated in Feb by the then President Mrs Pratibha Patil. The Pagoda aims at preserving the ancient practice of Vipassana. The structure is an exact replica of the Shwedgon Pagoda in Yangon, Myanmar. Guide was One hundred and sixty six students were screened by optometrists of whom 29 were listed for glasses and 15 for other deformities. Subsequently, the glasses were made by a Pune company for AERWA, which were distributed to the 29 students on Saturday, 20 th Jan, As the students with deformities (defects and abnormalities) need surgery, it requires the consent of parents and estimates from Ophthalmologists for the treatment.
