In this issue, we publish reports on two of our important annual activities. The Pensioners Day was celebrated on Dec. 22, This was attended by over 120 members. The second activity that the members eagerly await, Annual Picnic, was organized on January 27 and was attended by nearly 70 members. Both these activities were well supported by our members and AERWA thanks them for their encouraging participation. 3 AERWA News Letter Vol. 20(2) March-April AERWA observes the Pensioners Day: Pensioners Day was observed by AERWA on 22 nd December 2018, at AERB A-Block Auditorium. Dr. P. R.Vasudeva Rao, former Director, IGCAR & present Vice Chancellor, HBNI was the chief guest. Dr. A.Velumani, CEO, Thyrocare gave an invited talk. Shri S. S. Boopathy, CAO (Adm), BARC, briefed the audience on the grievance redressal methods. More than 120 members attended the function. The proceedings started with singing of the National Anthem. Two minutes silence was observed in memory of those members who left us for their heavenly abode. Dr. V K Manchanda, President AERWA, welcomed the participants and gave a brief account of the current major activities of the Association. He informed the audience that many members visit AERWA office either to consult on their Pension/CHSS related issues or to get associated with the activities. AERWA has accepted the request by the Dept of Pension & Pensioners Welfare (DOPPW) to participate in their pilot project for generating Digital Life Certificate (DLC) of pensioners through Iris scan. He further added that nearly 300 DLCs were generated, mostly by visiting the pensioners at their residence. Dr. Manchanda invited members to visit the office and participate actively in its activities. The theme of the key note address by the chief guest was Plutonium and Fast Reactors A historical perspective. Dr Vasudeva Rao began his talk by referring to some of the eminent Indian Scientists of modern era viz. Meghnad Saha, Satyendra Nath Bose and P.C. Mahalanobis. The interesting coincidence that the Day (22 nd December) is the birth Day of the great Indian Mathematician, Srinivas Ramanujam, was highlighted. Dr. Vasudeva Rao narrated the historical background of the discovery and production of the new manmade element, plutonium (Pu 239 ), and how it was done under great secrecy and urgency, because of the ongoing World War-II. Its application as a weapon material was visualized and studied even when the available quantity was in microgram level he said. The Los Alamos Laboratory in the US, under the Manhattan project and guided by Robert Oppenheimer, was the Centre of all activities related to Plutonium. The developmental works at Los Alamos culminated in the production and dropping of two Atom Bombs, the first at Hiroshima on 6 th August 1945 (Little Boy, based on Uranium) and the second at Nagasaki on 9 th August 1945 (Fat Man, the plutonium bomb). Dr. Vasudeva Rao informed the spellbound audience that Oppenheimer quoted a couple of verses from the Bhagavat Geeta to describe the enormity of the success of the project and the destructive power of the Atom Bomb. Dr Vasudeva Rao further explained the importance of plutonium and fast reactors in the Indian contest. He stated that India has limited resources of uranium which contains only 0.7% of the fissile U 235 and the rest is non-fissile U 238. He further informed that the thermal reactors use U 235 as the fuel while U 238 can be converted in to the fissile Pu 239 efficiently. The Indian Fast Breeder Test Reactor (FBTR) is in operation since The irradiated fuel from the FBTR has been reprocessed and the recovered plutonium used for the production of more fuel for the reactor, thus completing the fuel cycle. He informed that the Prototype Fast Breeder Reactor (PFBR) is in an advanced stage of construction/ commissioning and that India is one of the few countries in the world, possessing fast breeder reactor technology. Constrained by sanctions, India developed most of its nuclear energy capabilities indigenously.

Velumani s invited talk was more of a biographical account, covering his journey from a humble village of Tamilnadu to being a globally recognized entrepreneur. Dr Velumani described the village to be the University of Life. His presentation, aptly titled as "Focus, Frugality and Prosperity", was made in an entertaining way, interspersed with anecdotes to highlight the many obstacles crossed on the way to success. He narrated how after graduation, Velumani joined Radiation Medicine Centre (RMC), BARC in 1982 and how he specialized in Thyroid Biochemistry and acquired the additional qualifications, MSc and PhD in the subject. being introduced for redressal of grievances of the pensioners. A separate Pensioners corner will be added to the BARC web portal, accessible to the public. Grievances can be registered online on these portals. IDs and phone numbers of the administrative officials, dealing with pension matters were also given to the members and will also be displayed on the portal. Pension Adalat will be conducted periodically, at a place convenient for the pensioners to attend. He said, In order to be more pensioner friendly, BARC has formed a separate Pension Administration Section from January 1, The contact numbers and address are as given here below. BARC Phone No caoa@barc.gov.in, deopension@barc.gov.in pensionadmn@barc.gov.in In addition, BARC has also created Pensioners Grievance Corner in their website He further informed the thoroughly spell bound audience how he used his expertise in thyroid biochemistry to start a lab in Mumbai, named Thyrocare, for testing Thyroid. As an innovative service provider, Thyrocare took its service to the doorstep of the client he said. Initially, Dr Velumani subsidized the cost from his own resources and absorbed the losses. With time the client base of Thyrocare increased and became an established name in the field of Thyroid diagnosis. Adopting a novel method, Thyrocare extended its service to the entire country in a short time. Samples were collected from all over India and brought to the Laboratory in Mumbai before midnight of the same day. Entire analysis was completed during the night and results were made available by the next morning. To cater to the increased demand, the Laboratory was modernized and expanded. From a 200 Sq. Ft. rented premises in 1996, to 4,00,000 Sq. Ft building today. The guiding principles of Dr Velumani are: Live simple & frugal, do not chase luxury and be compassionate. For business: Be original in idea, learn fast from mistakes, take less to get more and be prepared to take risk. In his brief address, Shri S.S.Boopathy, CAO (Adm), BARC, explained the various methods Shri K.T.P.Balakrishnan, Secretary,AERWA, proposed a vote of thanks while Dr. Mohan Chougaonkar, Managing Editor AERWA News Letter, anchored the entire programme. Pension Adalat was conducted by BARC in the afternoon. KTP Balakrishnan AERWA organizes a one day tour: A one day tour to National Defence Academy (NDA), Khadakwasla Pune was organized by AERWA on Jan 27, Being a premier institution of defence education and training for fresh cadet officers, many AERWA members expressed their desire to join the tour. However, due to the logistic reasons, it was decided to arrange only two buses and register the members on first come first served basis. Sixty five members finally made it to the tour.

5 AERWA News Letter 2019 The tour started with a happy note when both the buses left their starting points on time. Packaged breakfast was served en route in the buses itself to save time. Another installment of breakfast was served on entering Pune outskirts. On their part, NDA authorities played a good host and provided the group with a composed, energetic and well cultured cadet, Shri Gnyanendra Tiwari as the guide. He explained the motto of NDA Seva paramo dharmah स व परम धम : (Service before self) and how it is imbibed in the minds of all the trainee cadets of NDA. 5 Vol. 20(2) March-April An excellent open air exhibition of fighter planes, tanks and artillery was then visited. Visitors thoroughly enjoyed the exhibition and had an extensive photo session there. After visiting the horse riding grounds, the visit to NDA was concluded. A huge cadet and impressive mess where the cadets are served very healthy food was the first place to get impressed. What was really touching in the mess was how a table is always kept reserved for those alumni of NDA who never returned from the action. This changed mood of a picnic in to an educational and motivational tour. Sudan Hall where the actual classes are taken was the next place to visit. A sumptuous lunch was followed by few games in the restaurant and token gifts were distributed to the winners as well as the members for their special efforts made for the smooth organization of the tour. The tour concluded after a cup of tea after which the buses left for their return journey to Mumbai. M P Chougaonkar Among other monumental buildings that were visited were Habibulla hall, where artifacts of glorious history of India s defence as well as that of NDA were displayed. Status of Two increments for the purpose of DA, HRA, pension and pensionary benefits: Many pensioners have since informed AERWA that they have not received their arrears yet. AERWA has requested BARC officials to complete the payment of arrears at the earliest. The revision of 7 CPC pension for these pensioners is yet to be done as clearance from DOPPW and Dept. of Expenditure is still awaited. Meeting was also held on January 24, 2019 by the members of AEPWF and AERWA with JS on

6 AERWA News Letter Vol. 20(2) March-April two increments issue pending since long. JS informed that the Department has been in constant touch with DOPPW and provided all the information asked for. DAE has sent a number of reminders in this connection including the latest one on 23 rd January Status of implementation of Supreme Court order on H+ cases. A meeting was held between few H+ pensioners of AERWA and JS (Adm), CCA, and other DAE officials on January 24, 2019 for implementation of Hon SC judgment dt dismissing all the UOI SLPs against the many Tribunals and High Court judgment reckoning special pay as Pay for pension and pensionary benefits. The JS informed that DAE will have to contact DOPPW, being the nodal agency for pension matters and thereafter take action on revision of PPOs in the light of the SC order. JS assured every cooperation from the Department. Status of court cases- February Pension on special pay for H+ retirees: As mentioned in the last issue, DAESLP/6045/2017 in case of pre-2006 H+ pensioners and DAE SLP/27273/2016 & SLP/ /2018 for post 2010 H+ pensioners were heard on at the Hon Supreme Court along with DRDO SLP/24745/2015 and 50 other DRDO SLPs. The Hon. Court reserved the judgement and pronounced it on It found that as this special pay is in lieu of a separate higher pay scale after peer review it should be treated as Pay. It therefore found no infirmity in various Tribunals and High Court judgements ordering special pay as Pay for pension and pensionary benefits and accordingly dismissed all the SLPs. 2. Full parity case by pre-2006 retirees: OA 3529/2015 of pre-2006 S-29 pensioners for full parity with post 2006 retirees and in any case their pension not less than post 2006 S-24, S- 27 retirees, came for first hearing at CAT, Delhi on 5th April, 2016.Thecase is adjourned till a similar case in SC is decided. Developments after 7 CPC: 1. BARC held 2 nd Pension Adalat on December 22, 2018 afternoon at AERB, coinciding with Pensioners Day function held during the forenoon of same day. 35 pensioners submitted their grievances. Most of the grievances were on arrears of 2 increments and 7 CPC revision of their pension. BARC has now launched Pensioners Corner giving general information which may be accessed at AERWA has requested the authorities to add status in this Webpage of redressal of grievances lodged by the pensioners in the last two Adalats and also communicated to BARC. Important OM: IR&WS DAE has issued three office memoranda related to CHSS. No. 7/3/2017/IR&W (Vol. II)/15101 dated December 4, 2018: Reference has been received in this Department regarding reimbursement of OPD treatment to retired employees who stay outside CHSS area. In this regard it has been decided to maintain the status quo and reimburse the claims under the provisions of CS (MA) for serving employees and at CGHS rates for retired beneficiaries. No. 7/3/2017/IR&W (Vol. II)/15102 dated December 4, 2018:The proposal to extend treatment under Yoga and Naturopathy treatment to CHSS beneficiaries was referred to the Committee constituted to Review the CHSS Rules and examination and recommendation. After consideration, the Committee has recommended to implement the same on the pattern of CS (MA) rules for all beneficiaries. No. 7/3/2017/IR&W/ dated December 4, 2018: Request has been received from the staff side in DC meetings to review the rate notified for issue of duplicate CHSS cards vide DAE OM dated After careful consideration in the Department, based on the recommendations of the CHSS Review Committee, it has now been decided to revise the charges with immediate effect as follows. 1. Loss of CHSS card (including non surrender of cards on discontinuance of membership): Rs. 300/ 2. Mutilated CHSS card, within a period of 5 years of its issue: Rs 250/ 3. Mutilated CHSS card (Paper card), after a period of 5 years of its issue: NIL BM Misra

It has forewords written by eminent doctors and advocates. AERWA members may remember the author s previous publications viz. The Second Strike and Submarine Propulsion. They will find the forth coming publication very useful in their twilight years. Professionalism is the word used for commitment to one s profession, for honestly doing one s job. There are two very noble professions in the world, viz. medical and legal. Both help society a lot, one for treating the sick, and the other to get justice for a person wrongly charged or convicted. In addition to doing a service to society, both these professions are also abused by many, in the same society, because of the greed of human beings. The book describes in detail about the medical and financial problems faced by senior citizens during the last years of their life and in handling the Wills. Anil Anand was the executor/administrator of the Wills of some of his friends as well as his wife.he describes his interaction with them during their last days. He narrates and presents his stories with all details thrown in. He is an active social scientist and is always ready to help and mentor his colleagues, family members, friends and domestic helps. He firmly believes that the people in the creative field have a social responsibility towards and should come forward and contribute to strengthen the social fabric of the country.
