I hope you will appreciate that with the present issue, your News Letter is making a small beginning to be bilingual. We will try to bring some of the important news, Government orders and other issues, pertinent to DAE retirees in Hindi also. This is an experiment in response to the requests from few of our members and we will review it after one year. Indian Nuclear Energy Programme reached a milestone in December when KKNPP produced full capacity (1000x2 MWe) power. A brief article on learning curve in our nuclear programme appears in this article. In his presidential address, Dr. V K Manchanda, President AERWA, gave a brief account of the current major activities of AERWA and invited the members to associate themselves with the activities, particularly the social work in a forthright manner. his talk with Prosthodontic management of geriatric patients viz. Fixed prosthodontics, Removable Prosthodontics like Partial Denture Complete Denture or Dental Implants. Shri Himanshu Kehmka briefly described the activities and achievements of, GOONJ, which is an organization born out of human sensitivity to extreme deprivation of fellow human beings. In his key note address, Shri R. K. Garg spoke on Man and Environment. The entire environment comprising atmosphere, hydrosphere, lithosphere and biosphere is getting affected due to human activities he said.he further added that various initiatives have been taken in India to combat with the problem of degradation of environment and recommended that better implementation of the existing rules, recycling and improved utilisation of water, recycling of waste, use of cleaner technologies and afforestation can effectively slow down the menace of degradation of environment. He further added that Goonj is the first NGO to highlight clothing as a basic but unaddressed need deserving a place on the social agenda. Goonj has evolved a parallel economy which is not cash based but 'Trash' based he said. He further added that Goonj deals with over 3000 tons of material annually and use it for Clothes for work (CFW) programme. Shri Khemka also appealed to for contributions in any form viz money, material or service. In his special talk on Dental problems in old persons, Dr. Pratik Thakker, Head dental department, Jupiter Hospital, Thane, explained various causes of dental problems in aged people. Dr. Thakker further discussed the causes of deterioration of the parts of mouth and ended In the post lunch session, Dr. B M Misra discussed implications of various OMs and the status of various court cases that are under sub judice (Status of court cases appears in this issue elsewhere). He also gave an overview of the implementation of 7 th CPC.

L. Kati ( ): Suresh L. Kati- first Managing Director of NPCIL- passed away on 12 th Aug 17 at the age of 85. He is survived by his wife, son, daughter-in-lawdaughter and grand children. He was the head of a well bonded loving family and was very well respected in his community whom he served well by leading a co-operative bank of the community after his retirement from NPCIL in Professionally, he was an exceptional nuclear design engineer with innovative ideas and led the design team of Pressurised Heavy Water Reactors as Principal Design Engineer from the inception of Nuclear Power Programme and formation of the erstwhile Power Projects Engineering Division (PPED) in He very ably steered the team through the challenging period of over thirty years of global isolation post Pokharan nuclear test in Subsequently, the Nuclear Power programme went through a period of learning, indigenisation, consolidation and commercialisation of PHWR with the conversion of PPED- a Government Department in to a PSU, NPCIL, in Amongst his many achievements was the design of 220 MWe Narora Atomic Power Project that was the front runner of future 540 MWe reactors. His pioneering efforts led to the introduction of key safety features of double containment; diverse & fast acting reactor shut down system and emergency core cooling system meeting reliability criteria. He laid the key parameters and layout of First of Its Kind Engineering (FOIKE) of the 540 MWe reactors as Executive Director. Two of these units have been successfully operating since in a reliable and safe manner. Shri Kati was the first Managing Director of NPCIL. He superannuated in Shri Kati was the Fellow of Institution of Engineers (I), Fellow of Maharashtra Academy of Sciences and Fellow of Indian National Academy of Engineers. He also served as Chairman NFC Board, Chairman of Research Council of Central Mechanical Engineering Research Institute and as Director on the Board of BHPV. He was honoured with several awards for his outstanding contributions in the field of Power Engineering including those from CBIP-PM Ahluwalia; Institution of Engineers; Indian Nuclear Society etc. and was also honoured by Department of Atomic Energy with a unique life time achievement award in 2007 for his distinguished and pioneering contributions in development of PHWR. At international level Shri Kati made significant contributions in enhancing the safety of nuclear reactors by serving on the Technical Review Committee of IAEA for the design of nuclear power reactors. Shri S L Kati also played a very significant role in creating a corpus fund for AERWA News Letter For which AERWA will always remain indebted to him. About 8 years ago, AERWA's financial situation was not good enough to sustain continuous publication of the News Letter. AERWA made an appeal to the members to convert their Life membership to Patron by paying Rs 400. Shri S L Kati, who was already a patron member, graciously donated Rs immediately, inspiring many other members and opened a floodgate of donations. AERWA will ever remain indebted to him for his gesture and we pay our respect and homage to Shri S. L. Kati and pray for his soul to RIP. AERWA Guest Article: Nuclear Materials Accounting and Control for Safeguards: International Atomic Energy Agency (IAEA), formed in 1956, has an approved statute to which various amendments have been added as and when required. The Statute has a total of XXIII articles & annexes and deal mainly with the functions and the objectives of IAEA.

4 AERWA News Letter Vol. 19(1) Jan-Feb 2018 In addition to this, IAEA has also published Safeguards Glossary from time to time. In Nuclear science and technology, the main concern is on three S viz, Safety, Security and Safeguards. While Safety and Security are member state specific and states have to sign & follow conventions agreed with IAEA, the Safeguards is a bilateral or trilateral agreement with member states and are binding on the state and facilities that are offered for safeguards. IAEA inspectors inspect on a time line depending on the quantities of nuclear materials handled and report to Board of Governors as Safeguards Implementation Report (SIR) annually. In view of mounting expenses on travel by inspectors, IAEA insists on web based transmission of data and electronic seals for containment and surveillance. If a country does not adhere to the agreement, Board can refer the matter to UNSC for resolution. The nuclear weapon States (NWS) enter into voluntary safeguards agreement and sometimes they offer a facility for safeguards and can remove any facility from safeguards. On the other hand, in the case of Non Nuclear Weapon States (NNWS), all the facilities are to be kept in safeguards as per INFCIRC 153 and additional protocol INFCIRC 540. Nuclear Materials (NM) are any source material (Natural Uranium, depleted Uranium, Thorium in any form such as metal, oxide, carbide or alloy) or special fissionable material such as Plutonium - 239, Uranium -235 and Uranium 233. Low enriched Uranium (LEU) less than 20% U-235 and high enriched uranium greater than 20% U-235. Direct use materials can be directly used for weapon development which includes HEU and Plutonium containing less than 80 % Pu-238. Non Nuclear materials, on the other hand, are nuclear grade graphite (less than 5 ppm Boron, Deuterium, Heavy water, Zircalloy etc). Export control prohibits the export of the above materials and various other components given under additional protocol (INFCIRC 540) to other states without IAEA safeguard agreements in place. NMA&C mainly deals with the material accounting in a state and the latter is under obligation to submit the report to IAEA on timely basis. Nuclear Material Safeguards: International nuclear material safeguards consists of a complex control system based on material accountancy and has the objective of providing for the timely detection of diversion of significant quantities of nuclear material from peaceful nuclear activities to the manufacture of nuclear weapons or of other nuclear explosive devices or for purposes unknown, and deterrence of such diversion by the risk of early detection. Each NNWS, party to the NPT, undertakes to accept IAEA safeguards on all nuclear material within the State s territory or under its jurisdiction or control. The system requires the concerted action of nuclear facility operators, state authorities and the IAEA inspectorate. The safeguards system based on nuclear material accountancy is directly analogous, both in concept and in basic procedural elements to a financial accounting system. The role of the inspectorate is analogous to that of the independent financial auditor. For carrying out NMA&C at the facility level, the facility operator or in-charge of the facility designates a nuclear material accounting officer (NMAO) who is responsible for implementation and application of safeguards including NMA&C at the facility. It is mandatory for each nuclear facility, subject to IAEA safeguards, to send safeguards related communications to the IAEA in a timely manner regularly without fail. From the safeguarded related communications, sent to IAEA on regular basis, it should be possible for the IAEA to draw conclusions that the safeguarded nuclear material has been accounted for and has not been withdrawn from its intended civil use. In addition, any other related documentation including operating records, imports, domestic and international transfers that may be required for this purpose are kept at the facility for verification as and when needed. It is mandatory that the facility authorities and NMAO at the facility are thoroughly familiar with the provisions of the Agreement. A nuclear material accounting system is one that keeps track of nuclear material present in a facility and the objective of NMA&C system is to

5 AERWA News Letter Vol. 19(1) Jan-Feb 2018 ensure that no safeguarded nuclear material is withdrawn from the declared civilian use. One of the important functions of the NMAO is to control the Materials Unaccounted For (MUF) at regular intervals to ensure that it does not become significant to warrant extensive scrutiny and verification. This can be realised through closed material balance. It involves inventory taking and updating the book inventory at planned intervals. The safeguard begins when the facility receives either safeguarded items including nuclear fuel at a facility or nuclear fuel or other items at a safeguarded nuclear facility. Information regarding design features of facilities and locations, where the safeguarded nuclear material is kept, is also to be submitted using a design information questionnaire (DIQ) sent by the IAEA. As per the Agreement, the IAEA should be provided with such information to the extent relevant for the implementation of IAEA safeguards. If only some locations in a facility are subject to safeguards, relevant design information pertaining only to those locations should be submitted. In addition, prior information on any significant modification to a principal nuclear facility as per the Agreement should be submitted. Design information which a member country regards as sensitive will not be submitted to the Agency. The Agency may examine such design information on the premises of the member state. Such information may be marked by the Agency to indicate that the examination has taken place and placed under Agency seal in the facility. Notifications to be sent: The Agreement between a state and the IAEA clearly specifies the types of advanced notifications to be sent to IAEA. Notification of domestic and international transfers of any item subject to the Agreement shall be made to the Agency sufficiently in advance to ensure that the arrangements provided under the Agreement, as appropriate, can be effectively implemented. No such transfer shall take place until the Agency has so informed to the state. No item subject to the Agreement shall be transferred outside the jurisdiction of the state until the Agency has informed the state that the relevant condition or conditions are met. Conclusion: India has concluded a safeguards agreement in 2007 with IAEA (INFCIRC 754) based on INFCIRC 66 which is facility specific. A comparison between these two will indicate how INFCIRC 754 is India specific. In addition to this India has ratified in 2014 additional protocol for exports control included in SCOMET list Dr. V. Venugopal, retired as Director, Radiochemistry and Isotope Group, is an expert in Thermodynamics and Nuclear Proliferation related issues. DAE News: Learning curve experience in PHWR and VVER- a comparison. Units 1 and 2 of KKNPP of VVER-1000 type reached their full power capacity of 1000 MW each on December 5, 2017, after frequent maintenance breaks and some retuning and retrofitting, culminating with a record generation of maximum power production from a single station complex for our country. The indigenously developed 700MWe nuclear plants of PHWR will become operational soon, two at Kakrapar and two more at Rajasthan, adding to the already operating host of 240 MW and 540 MW PHWRs. With this, our nuclear power program could be solidly built around this indigenous-import mix, as of now. Both have decades old historical origin, a revisit being attempted here to bring out the differences in the Learning Curves in our PHWR and VVER. While PHWR started under the patronage of luminaries like Bhabha and Nehru and covered by an international scheme (Colombo Plan), VVER was borne out of economic necessity of both the partners, USSR & India, as a commercial venture, and went through rough political and

6 AERWA News Letter Vol. 19(1) Jan-Feb 2018 technological storms, making learning a really uphill task. Within the stipend provided for one TRAINEE under Colombo plan, two engineers were sent on deputation to AECL, Canada to ensure greater participation within available budget provisions in 60s! The trainees worked along with the trainers for RAPS-1&2 plants, from AECL to NPCIL, India. The program was carried out on participatory basis, benefitting both the participants. The hands on experience gained in all aspects like design, commissioning, operation, inspection and vendor sourcing came in very handy in tackling the later crisis when the Canadians abruptly left, abandoning the half completed nuclear plants, in protest against Pokharan tests. The resurrection of the half done RAPS1&2 was almost a welcome thrill to our engineers, building up a steep learning curve. On the other hand, only small selected teams were present off and on in Russia to steer VVER, mostly on specifications and contractual aspects. The inevitable teething problems in VVER were often referred to Russia only for solutions. The indigenisation process for PHWR had been very intense. The growth was phenomenal, starting from PHASE-1 of the primitive version of the acquired status from Canadians, followed by PHASE-2 of rudimentary indigenisation to the exciting final PHASE-3 of Advanced Indian PHWRs. At every phase, we have felt the vibrancy in that phase towards the great evolution! The foundation was set for our indigenous power base, with the sanction of ten more units of PHWR 700 to be built simultaneously We have not been able to build the same level of participation and infrastructure for VVER, may be due to the contractual aspects. It has resulted in our dependence on Russia to further expand our VVER base by the proposed addition of six more units. While civil works may be carried out by our country, the bulk of systems and equipments would be largely Russian supply only. The relatively older design of KKNPP envisaged at the beginning two decades ago, had to be continuously upgraded by additional new Safety requirements like core catcher. The sophisticated controls and instrumentation faced new problems of Electromagnetic interference (EMI) and new specially shielded cables and rerouting caused considerable tension and delay. As an elaborate precaution, a four channel instrumentation scheme for safety related systems was evolved and retrofitting involved reworking on containment boundaries. However, we have accomplished all these within the framework of the contract. One may hope for a more active Indian participation in case of further expansion in this import route in our nuclear power program. K. Natarajan Status of court cases- December Pension on special pay for H+ retirees: The DAE SLP (CC)/3452/2016 in case of pre-2006 H+ pensioners is now converted to SLP/6045/2017.The next likely date of hearing was 9 th October, Now it is shifted to January 12, The DAE SLP/27273/2016 in case of post 2010 H+ pensioners is tagged with DOS SLP/13531/2016 and DRDO SLP/24745/15. The next date of hearing is shifted to February 12, There is no progress yet in implementation by DAE, the CAT Mumbai order dated Nov.6, 2015 on OA/261/2011 granting pension on special pay to post 2010 H+ BARC retirees. 2. The pre-2006 H+ cases were also kept on hold for revision of 7 th CPC revision. Subsequent to our meeting with DAE as mentioned above, DAE replied that as the matter was subjudice, their 7 th CPC revision will be done without adding amount of pension on special pay, pending the final outcome of the SLPs. 3. Full parity case by pre-2006 retirees: OA 3529/2015 of pre-2006 S-29 pensioners for full parity with post 2006 retirees and in any case their pension not less than post 2006 S-24, S-27 retirees, came for first hearing at CAT, Delhi on 5th April, The next date of hearing is shifted from 1 st December, 2017 to S-21 case: The hearing of the S-21 case at CAT Mumbai has been getting postponed since June 30, 2016 on five hearing dates. It is now adjourned to January 10, CPC: New Developments: Revision of 7 th CPC pension has been going on in all DAE Units since Sept 1, The progress of revision as provided by CPAO can be seen in the Pensioners Portal at DAE website dae.gov.in. It can be noted that the revision in the Units with smaller number of pensioners is nearing completion but in BARC and

7 AERWA News Letter Vol. 19(1) Jan-Feb 2018 DAE there are significant pendency. Members can see the CPAO daily status of revision of pension in DAE Units in the pensioner s portal of DAE Website. Two increments for DA, HRA, pension and pensionary benefits: All the D to G cases were kept on hold at BARC for 7 th CPC revision and a clarification was sought from DAE concerning implementation of DAE OM dated 13 th June, AERWA and AEPWF office bearers had a meeting with CCA, DAE and JS, DAE on 28 th November. A meeting of all the DAE PAOs was held on 29 th November on the subject for uniform action on revision.dae is sending letter to all PAOs to revise their pension at the earliest. BARC had also kept on hold the revision of pension of pre-2006 H+ pensioners as well as for those H+ retired between 2006 and 2009 seeking clarification from DAE. A meeting of office bearers of AERWA and AEPWF with DAE officials was held on 28 th November at DAE HQ on both the issues. DAE agreed to issue clarification and advise all the Units for expediting the revision of pension. DAE had a meeting next day of all the 21 PAOs of the Department to have a uniform procedure of revision. AERWA and AEPWF will be in touch with BARC and DAE PAOs respectively to monitor the progress subsequent to DAE intimation of clarification. B M Misra Important GOs/ OMs during December 2017: 1. DOPT OM F. No.18/03/2015-Estt/Pay-I dt on Recovery of wrongful/excess payment made to Govt. Servants: Issued by DOPT, subsequent to Hon Supreme Court order dt on CA of 2014 (arising out of SLP(C) No of 2012). It states that recovery would be impermissible in law from Govt. servants in C and D category, retired employees or who are due to retire in a year and for employees if made in excess of five years.
