Hvis du vurderer å skrive en søknad: Husk at de som evt skal gi deg penger har en agenda. Denne vil på ulike vis framgå av utlysningen. Det er givers privilegium å sette betingelsene for hvordan midler skal benyttes, og hvem som dermed skal få. Tildeling av midler innenfor et program, er aldri en gratis lunsj, men inneholder alltid et betydelig element av egeninnsats - => evt tildeling bør derfor vurderes som et tilskudd til noe man uansett ønsker å få til, men kanskje ikke kan klare helt alene. 3
Søknadsskriving er en prosess En god Erasmus Mundus-søknad forutsetter: - God kjennskap til bakgrunn for og innhold i EUs utdanningspolitiske prosesser (Lisboa, Bologna etc) - God kjennskap til de konkrete målene for dette programmet (EM) - Et etablert og utviklet samarbeid på høyt faglig nivå - Påvisning av samarbeidets betydning for å oppnå et kvalitativt bedre produkt enn hva det enkelte miljø kan klare alene. - Solid forankring på ledelsesnivå i alle institusjonene - Et godt gjennomtenkt og begrunnet faglig og administrativt opplegg for gjennomføringen, herunder også de bakenforliggende avtaler - Vekt på detaljer iht utlysningsteksten - En god, og så lang som mulig, PROSESS 4
Hvor drar internasjonale studenter? The number of internationally mobile students seeking an education abroad continues to rise: 1.8 million in 2001, 2.5 million in 2004 and a projected 7.2 million in 2025, 70% of whom will be Asian. In 2004, six countries hosted 67% of the world s mobile students: the US (23%), the UK (12%), Germany (11%), France (10%), Australia (7%) and Japan (5%). Europe hosted 44% of all international students (or 1.1 million students). International student enrolment rates between 1999 and 2004 grew by 109% for Japan, 81% for France, 45% for Germany, 42% for Australia, 29% for the UK and 17% for the US. However, Europe lags behind the US on certain crucial academic indicators. In terms of the number of new PhDs awarded annually, the figures for 2003 were 1 167 000 (EU- 25) and 1 335 000 (US). The US and Japan are also ahead of Europe when it comes to the employment of researchers. The numbers of researchers per 1000 persons in the labour force in 2003 were 5.5 (EU-25), 9.1 (US) and 10.1 (Japan). 5
Utfordringer for Europa Europe's cultural and linguistic diversity is also regarded as a challenge by many third country students. From abroad, European higher education is seen as confusing and fragmented, comprising many different national systems and languages of tuition. The lack of coherent information about opportunities for studying in Europe reinforces this impression. At the same time, Europe is rated highly in terms of the quality of education on offer, even if the US scores better in this respect; Europe also comes out ahead of the US for culture, safety, and accessibility and affordability of education. The current Erasmus Mundus programme provides a response to the challenges of internationalisation faced by European higher education. Enhancing the attractiveness and visibility of European higher education worldwide and promoting mobility between Europe and third countries can contribute to the broader need to adapt education systems to the demands of the knowledge society and to the process of modernising higher education as addressed in the Commission's May 2006 Communication mentioned above. 6
God kjennskap til.. - Lisboa og Bologna: De store vyene - (Lisboa: the most competitive ) - Bologna: Mobility, Transparency, Recognition, Quality - Mål for Erasmus Mundus: The programme's aim is to promote European higher education, to help improve and enhance the career prospects of students and to promote intercultural understanding through cooperation with third countries, in accordance with EU external policy objectives in order to contribute to the sustainable developent of third countries in the field of higher education. - The programme's specific objectives are: to promote structured cooperation between higher education institutions and an offer of enhanced quality in higher education with a distinct European added value, attractive both within the European Union and beyond its borders, with a view to creating centres of excellence; to contribute to the mutual enrichment of societies by developing the qualifications of women/men so that they possess appropriate skills, particularly as regards the labour market, and are open-minded and internationally experienced through promoting mobility for the most talented students and academics from third countries to obtain qualifications and/or experience in the European Union and for the most talented European students and academics towards third countries; to contribute towards the development of human resources and the international cooperation capacity of higher education institutions in Third Countries through increased mobility streams between the European Union and Third Countries; to improve accessibility and enhance the profile and visibility of European higher education in the world as well as its attractiveness for third-country nationals and citizens of the Union. 7
Et etablert og utviklet samarbeid.. - Erasmus Mundus-programmet gir støtte til gjennomføring, ikke til utvikling => - Utviklingen må ha foregått allerede - Gjennomføring er krevende både faglig, administrativt og økonomisk => Bør kjenne og stole på samarbeidspartnerne => - Integrert faglig opplegg - Felles opptaks- og eksamenskriterier - Godkjenning av moduler fra de andre institusjonene (mutual recognition) - Mobilitet studenter SKAL flytte på seg - Felles (?) vitnemål - Språkspørsmål 8
Påvisning av Samarbeidet skal bidra til å gjøre Europa til et mer attraktivt studieområde, både for studenter fra 3. land, men også for egne (europeiske) studenter. Det må derfor kunne argumenteres for at 1. Institusjonene/fagmiljøet holder et faglig fremragende nivå 2. At enkeltinstitusjonene bidrar med spesifikk kompetanse som hever totalkvaliteten av tilbudet. Dette må synliggjøres i form av CV er og fagbeskrivelser, samt ved referanser til evt liknende tilbud Tilbudet skal ha en europeisk dimensjon Bare ca 10-15% av søknadene får støtte Hva gjør dere om dere ikke blir valgt ut? 9
Solid forankring Både søknadsprosessen, og ikke minst gjennomføringen, krever mye ressurser, både faglige og administrative, og den direkte økonomiske støtten til konsortiet er liten. Det er flere uavklarte forhold knyttet til mulighetene for norske institusjoner til å delfinansiere vha studieavgifter, uttelling for studiepoengproduksjon etc. Det er derfor helt avgjørende at ledelsen ved institusjonen står aktivt bak det miljøet som ønsker å delta, selv om man ikke er den koordinerende partneren. 10
Et godt gjennomtenkt.. Det er konsortiet som regulerer studentopptak og praktisk gjennomføring, men enkeltinstitusjonene forplikter seg til å legge forholdene til rette både faglig og praktisk (inkl bomuligheter). Oftest består konsortiet av flere enn minimum antall institusjoner, og minimumskravet til mobilitet omfatter bare 2 inst. Det er derfor viktig at valgmuligheter er logiske, oversiktlige og konsistente. 11
Vekt på detaljer Utlysningen og søknadsskjemaet er til dels svært detaljert, med krav om referanser til de generelle prosessene (Lisboa, Bologna, LLP) og til de spesifikke kravene i utlysningen. Dette kan gå på tematiske forhold, kvalifikasjonskrav (Eligibility criteria), dokumentasjon etc. 12
En god og så lang som mulig Innvilgingsrate: Ca 10-15% => Viktig at det underliggende tilbudet er så godt som mulig, mao jobbe mye med faginnhold og struktur, men det er også viktig at dette presenteres på en best mulig måte => jobbe mye med søknadens struktur og språk. Å skrive en så vidt omfattende søknad krever uansett en del arbeid, så om man slenger inn en søknad vil det nok i praksis være bortkastet arbeid. SIU kan bidra med veiledning i søknadsprosessen også i prosjekter med ikke-norsk koordinator, men søknadene behandles sentralt i EU-kommisjonen 13

Hva om søknaden ikke går gjennom? 1. Studer ekspertkommentarene og start arbeidet med en ny og forbedret søknad. 2. Vurder om man er like godt eller bedre tjent med et samarbeid utenfor EM 3. Dropp videre planer om EM foreløpig. 4. Vurder andre framdriftsstrategier (CD, IP) Dersom man har gjort en god søknadsjobb vil man uansett ha fått et utbytte av prosessen. 17
Hva om man ikke er klar for en søknadsprosess? 1. Har man et internasjonalt faglig nettverk som innen overskuelig framtid kan utvikles i tilstrekkelig grad? 2. Finnes det et nettverk man kan knytte seg til og der man kan bidra med unik spesialkompetanse? Er det andre muligheter for støtte til liknende tiltak? F eks. Erasmus Curriculum Development - designed to support the process of innovation and upgrading in higher education teaching. They may be proposed in any academic discipline. CD projects support the design of: integrated programmes covering a complete cycle of study (bachelor or master or doctorate level) and leading to a recognised double or joint degree; curricula and modules for continuing education; teaching modules in highly interdisciplinary areas. 19
Erasmus Curriculum Development After the initial development phase of one or two years, these programmes or modules should be delivered by partner institutions in a genuinely integrated manner, involving student and staff mobility. At the end of the course/module/ programme/curriculum, students should be awarded multiple or joint degrees (or certificates for modules), recognised by the participating institutions and countries. The last year of the project should be devoted to the implementation of the joint delivery of the course/ module/ programme/curriculum, as well as to dissemination 20
Erasmus Curriculum Development The implementation and dissemination for the last year of the project may include: the joint curriculum, continuing education course or European module, delivered or ready and tested; tutoring and guidance; quality assurance mechanisms; accreditation process; promotion of the project among possible employers of graduates, as well as to relevant stakeholders such as higher education associations or professional associations; organisation of and participation in conferences or workshops to demonstrate the quality of the outcomes developed. 21

Erasmus Intensive Programmer (IP) 23 Aims and objectives An Intensive Programme (IP) is a short programme of study (10 continuous full days to 6 weeks of subject related work) which brings together students and teaching staff from higher education institutions of at least three participating countries in order to: Encourage efficient and multinational teaching of specialist topics which might otherwise not be taught at all, or only in a very restricted number of HEIs; Enable students and teachers to work together in multinational groups and so benefit from special learning and teaching conditions not available in a single institution, and to gain new perspectives on the topic being studied; Allow members of the teaching staff to exchange views on teaching content and new curricula approaches and to test teaching methods in an international classroom environment.
