Research question: Does the way that nano S&T is represented in the public sphere in Norway FACILITATE or FORESTALL public engagement?
Governance - why public engagement? Public engagement is one of the central topics in the literature about SEIN It is being argued that: science should be more democratic we have to avoid failures such as GM Nano gives us an unique opportunity for early involvement
More recently, policy discussions have started to focus on the need n for public engagement to take place upstream in processes of innovation, at a stage when it can influence research decisions, and before entrenched or polarized positions emerge (Grove-White et al. 2000; Wilsdon and Willis 2004;Wynne 2003) MacNaghten,, P., Kearnes,, M., and Wynne, B. (2005) Nanotechnology, Governance, and Public Deliberation: What Role for the Social Sciences? Science Communication 27, 268-291 291
Scientists, engineers, and all of the many stakeholders in our joint socio-nano nano-technological future, need to engage in multi-directional discussions about societal values, needs, scientific/engineering prospects and probabilities. We envision such multi-directional discussions along the lines of a huge version of an old-fashioned town meeting, where we are all collectively constructing the nano society of the future Baird, D., and Vogt, T. (2006). Societal and Ethical Interactions s with Nanotechnology [SEIN]: An Introduction. Nanotechnology, Law and Business 1, 391-396. 396.
The public sphere why the media? The The media as both producer and disseminator of knowledge, visions and ideas about nano S&T and society The media is the most important channel of info of science & technology for most people (Stephens, L.F. (2005) News Narratives about Nano S&T in Major U.S. an Non-U.S. Newspapers, Science Communication, 27: 2, 175-199 199).
The study: choices & limitations Newspaper articles about nano S&T in Norway The representation of 4 areas: Nano S&T the Future Science/scientists The role of society/citizens As well as patterns that go across the whole sample, such as: time wise peaks of interest in nano S&T, which events reaches the media, who is being heard, who are referring to whom etc.
The material Newspaper articles in the database A-tekst 1. January 1999-25. May 2007 Search: Search: nanovit* * OR nanotekn* * OR nanoeti* * OR nanopol* * OR nanolab* 514 514 articles matched this search
Inclusion criteria The article has to make a CLAIM about at least one of these words, or their implication, meaning or governance OR: The article has to provide direct INFORMATION about one of these words, their implication or societal meaning
The pilot study 11 articles: August & September 2001 mainly mainly a series in Aftenposten Aftenposten 18.09.01-23.09.01 8 articles (+ front page the day it starts) How do they represent/write about: Nano S&T The Future Science/scientists The role of the society/citizens (samfunnet( samfunnet)
Results : The series as a whole Vår nye ferd innover It s new! It s a journey (it s exiting)! It s ours!
2. The Future - how is it represented: Norsk industri kan komme til å betale dyrt for at Norge ikke satser på nano.
3. Science / the scientist - how is it represented: Forskerne boltrer seg. det er ikke bare teknikken som setter grenser her.
