Create historical summary and analysis of the Port s performance (commercial, operational and financial). Analyze potential markets for the Port over the next 10+ years, leveraging Mercator s indepth experience and insights on North American export and import trades, and on cabotage service opportunities. Extract the key technical, operational and commercial information necessary, from prior tasks, to create a prospectus of the Port that supports the marketing of the development. Determine the best financing and leasing structure to meet the Authority s development goals. Apply our deep knowledge of the port and ocean shipping industries, and our experience in terminal transactions, to develop a list of potential strategic partners. If it is determined that a P3 transaction is the optimal structure: - Work with the Authority and their advisors to develop technical and performance standards to be met by any successful bidder. - Jointly develop a deal structure that could work for the Port and for a strategic partner. - Work with the Authority to develop evaluation criteria for perspective bids. - Implement and manage the process. - Assist with negotiations and structure of the final agreement.
