KOMMISJONENS ACTION PLAN FOR 5G - This is particularly evidenced by the initial delay in the deployment of 4G in Europe: in 2015, more than 75% of the US population had access to 4G/LTE versus only 28% of the EU population. - An ambitious 5G introduction timeline is essential for Europe to have a leading position and to take early advantage of the new market opportunities enabled by 5G, not only in the telecom sector, but in the whole economy and society. KOMMISJONENS ACTION PLAN FOR 5G Utbygging av 5G er en nøkkelfaktor i EUs Digital Single Market Strategy og målet der om en utvikling "Towards a European Gigabit Society" EU ønsker å innta førerposisjon ift 5G og ambisjonene er nedfelt i den såkalte "Action Plan" hvor det bl.a. heter at: Koordinert utrulling av 5G i EU/EØS; tidlig-introduksjon i 2018 med kommersiell storskala introduksjon innen utgangen av 2020 Europa skal i fellesskap arbeide for identifisere og "frigjøre" aktuelle frekvensbånd for 5G
KOMMISJONENS ACTION PLAN FOR 5G 5G is seen as a game changer, enabling industrial transformations through wireless broadband services provided at gigabit speeds, the support of new types of applications connecting devices and objects (the Internet of Things), and versatility by way of software virtualisation allowing innovative business models across multiple sectors (e.g. transport, health, manufacturing, logistics, energy, media and entertainment). While these transformations have already started on the basis of existing networks, they will need 5G if they are to reach their full potential in the coming years.

ØKT ETTERSPØRSEL AV SPEKTRUM UTFORDRER REGULERINGEN Økt bruk av trådløs kommunikasjon medfører økt behov for og etterspørspørsel etter spektrum: Demand for spectrum is growing significantly due to the increase of wireless traffic driven by both existing and new wireless services and applications. It is estimated that up to 56 GHz of spectrum will be needed to meet the demand of 5G users and applications (e.g. the connected car, health related services, smart cities). In order to meet the connectivity requirements of 5G, a timely access to spectrum is crucial and needs to be assured. (cf. Nærmere om noen av Kommisjonens forslag Peer Review Process (art. 35) - Forslaget balanserer enkelt landenes suverenitet mht. frekvensforvaltning og EUs samordningsbehov styrker BERECs rolle - Vil bidra til mer gjennomtenkte og harmoniserte tildelinger, og større forutsigbarhet for aktørene formålet med gjennomgangen kunne likevel ha vært fremhevet tydeligere - Må ikke bli en flaskehals ift. fremdrift Fees for rights of use (art. 42) - Høye frekvensavgifter (inkl. minstepriser, auksjonsproveny og årlige avgifter) påvirker investeringsincentivene negativt - Avgiftene må begrunnes objektivt, fremstå som forholdsmessig og egnet til å fremme effektiv ressursutnyttelse til fordel for samfunnet, herunder behovet for digitalisering - Ordning med "best practice" sett i forhold til digitaliseringsønsket på EU-nivå bør vurderes Management (art. 45) - Forslaget om harmonisert frekvensforvaltning vil bidra til mer konsistent og koordinert forvaltning enn i dag - "Spectrum sharing" 12

Art 47, nr 2 - Pålegg gjennom SMP regulering, mer egnet enn gjennom frekvenstillatelser Duration (art. 49) - Varigheten til frekvenstillatelser er i dag mer skjønnsmessig fastsatt positiv økning siste år - Forslaget om 25 år representerer en utvidelse sammenlignet med dagens praksis bidrar til å motivere til investering i større omfang - Hovedregel: 25 år er minimumsvarighet Coordinated timing (art. 53) - maximum dates by which the use of specific harmonised radio spectrum bands shall be authorised; - Vil bidra til å få fart på "etternølerne", men samtidig risiko for at det blir en "sovepute" for land som har muligheter til å tildele frekvensene tidligere 13
