There are one committee for scientific positions and one committee for administrative positions. Regulations for the degree Philosophiae Doctor (PhD) at the Department of International Environment and Development Studies (Noragric), Norwegian University Life Sciences These regulations have been approved by the Board of the Department of International Environment and Development Studies on September 7 th, 2005, and supplement the regulations for the degree Philosophiae Doctor (PhD) at the Norwegian University of Life Sciences approved by the board of UMB on 26. February 2004. Area of Research The Department of International Environment and Development Studies offers an interdisciplinary PhD programme in Development Studies. The PhD research topic should be within Noragric s areas of expertise, which are: Agricultural Development and livelihood security Biodiversity and natural resource management Rights, conflicts and resources Admission The admission requirements are specified in the PhD regulations of UMB, 5. The minimum requirements for admission to Noragric s PhD programme are: A research-based Master s degree with an average grade equivalent to B or above in development studies, management of natural resources or a related field; A person with a research-based Master s degree with an average grade equivalent to B or above in a different field may apply if he or she has experience and competence in development studies; Proficiency in English as a working language (Toefl 523/193, Paper/computer); Guarantee of the required external funding; and A research proposal of high quality.
Appendix to Noragric Board item nr/noragric styresak nr.: 26/05 page 2 of 4 An applicant seeking admission to Noragric s PhD programme should forward an application through a proposed main supervisor from the academic staff of Noragric. The Research Committee will evaluate the application according to Noragric s criteria and decide whether or not to recommend the applicant to the Head of the Department for provisional admission to the PhD programme. If the Head decides to approve provisional admission, the decision is conveyed to UMB for registration. The applicant is informed whether or not he/she has been found qualified for provisional admission and about enrolment and commencement of studies, if found qualified. Final and formal admission to the PhD programme is contingent on Noragric s approval of the student s project proposal and study plan, both of which should be submitted within six months from the date of enrolment/commencement of studies. Research proposal and Study plan The student shall, within six months after commencing the PhD studies and in cooperation with the main supervisor, present a research proposal and study plan at a start-up seminar organised by the academic group to which the main supervisor belongs. Based on the feedback received at the seminar, the student shall submit a revised research proposal and study plan to the RC within eight weeks after the seminar. RC will submit its recommendations to the Head of department and Noragric Board for approval. If the RC does not recommend the proposal and study plan, a revised version taking into consideration the RC s comments should be submitted within 6 weeks. The approved Study Plan along with the research proposal is forwarded to UMB for registration. In the absence of such approval, admission cannot be granted and the candidate s institutional affiliation with noragric will be terminated. Changes to the approved Study plan (and research proposal) The main supervisor in consultation with the head of RC may approve minor changes to the study plan. Major changes require a fresh approval of the study plan by the RC. All changes have to be forwarded to UMB for registration. Organized academic training The organized academic training shall consist of courses with a total workload of 50-70 study points (ECTS), which is the equivalent of one year of study. The minimum passing grade for courses taken as part of this training is C. The course package is part of the study plan. RC should ensure that the course package both gives the necessary theoretical and methodological background for the thesis work, and a broad overview of Development Studies. A core course in Development Studies of at least 30 ECTS is compulsory, so is a course in Theory of Science. If the relevant course offerings are not available, an individual reading

Courses taken at other universities or institutions can be approved on an individual basis. Only courses in which the student has been evaluated are approved (i.e., attendance alone is not sufficient). After completion of the compulsory academic training and the main fieldwork, the PhD student shall present his/her research as a work-in-progress at a mid-term seminar, which is an essential milestone for feedback to the PhD candidate on progress towards finalising a doctoral thesis within the given timeframe. At the mid-term seminar, one or more discussants are assigned to engage the student in a critical discussion of the work presented and to consult with the student and supervisors about any needed changes to the research strategy at this mid-point in the student s work towards a finished thesis. The student shall present a late-term seminar at an appropriate time in the final phase of the thesis write-up. The main purpose of this seminar is to provide an opportunity for the student to obtain useful inputs from discussants and participants towards a high quality thesis. Supervision The PhD student shall have one main supervisor and, at least, one co-supervisor. The requirements for the main supervisor are specified in the UMB PhD regulations 10. The main supervisor and the PhD student shall be in regular contact throughout the PhD programme. The main supervisor and co-supervisor/s will work together with the student to enhance the interdisciplinary quality of the research. If a Noragric PhD student is employed at another institution, a qualified co-supervisor should be appointed from the same institution. The PhD student is a member of the same scientific group as his / her supervisor. Work plan The PhD student shall in cooperation with the main supervisor prepare a work and time plan for the entire study period. This will be included in the study plan. The plan shall indicate when the three seminars (start, mid-term and late term) shall take place and be included in the study plan. If the study period needs to be extended beyond the originally planned timeframe by more than six months the main supervisor shall report to the head of RC before the end of the agreement period. The student with the supervisor will present an adjusted time schedule and a financial plan for the completion of the studies to the RC, which will forward it with its observations to the head of department for final decision.
Appendix to Noragric Board item nr/noragric styresak nr.: 26/05 page 4 of 4 Reporting and dissemination The PhD student shall present the work at different stages in at least 3 PhD seminars. These seminars (start-up, mid-term and late-term) will be organised by the scientific group to which the student and the main supervisor belong. The PhD student is strongly encouraged to present his/her work at international workshops and conferences and also to submit papers, which will form part of the thesis, to refereed international journals (before the submission of the thesis). The PhD student should discuss the plans for preparation of publishable papers with the main supervisor. Duration of the study period The duration of the study period and the conditions are stated in the agreement between the department and the student. If a fourth year of studies is financed by the department, a plan of the work to be done for the department should be included in the study plan submitted to RC. Thesis Please see PhD regulations of UMB. Appointment of the evaluation committee UMB shall appoint the evaluation committee based on the recommendation of the head of department. The scientific group will identify candidates for the three-member evaluation committee and forward their names and addresses to the head of department (who will recommend them to the UMB). At least one of the two external examiners ( opponents ) proposed must be an established researcher in the field of development studies. Coming into force These regulations shall come into force from 01. 10. 2005.

According to an internal demand assessment it is necessary to get a substitute as soon as possible. At the moment an external consultant is hired to cover the time when the current study- and researchcoordinator will have left until a new is appointed. However, this cannot be a permanent solution. Noragric board has to agree on the demand assessment before Noragric s appointment committee for administrative positions, consiting of the board and 2 representatives of the labour unions, agrees on the announcement text for this temporary position. UMB har stort nasjonalt og internasjonalt engasjement innen forskning, utdanning og forskningsformidling.
