3 FOREWORD In the course of , the eighteen selected routes will undergo the quality upgrade that they require in order to stand out as fully fledged National Tourist Routes. This extended finishing stage started in 2014 with the opening of Steindalsfossen in Hardanger and Eldhusøya island on Atlanterhavsvegen. Thanks to regional and local funding and good collaboration partners, the work on Vøringsfossen will finally commence in Bold plans will be converted into action, and this important gateway to the Western fjords will undergo a necessary and well-deserved upgrade. But as this document shows, the tourist route project goes even further. The National Tourist Routes are about culture and bolstering Norway s reputation as an innovative country. Persuading Norwegian enterprises to use the tourist routes as inspiration for development of industry is a main concern. Innovation results in publicity and debate, even when it comes in the form of a shiningly golden service building near a sandy beach, a triangular slab of concrete on a mountain plateau or an 18-piece marble snake winding along the mouth of a fjord. Such installations that reinforce the experience are the value that the National Tourist Routes add. Here we rely on architects and artists to provide us with fresh perspectives on our environment for many years to come. 4 Young designers with new ideas From the very beginning, the National Tourist Routes have been an arena for young designers with new ideas and bold styles. In 2014, the Tourist Routes Section undertook a new search for Young designers. Six years had passed since the last round. Positive experience and exciting projects demonstrate that this form of work is effective. The time had thus come to provide an opportunity for new talents. Altogether 176 applicants expressed their interest, which is evidence of the major response elicited in the Norwegian architectural community. Tyin Tegnestue, Espen Vatn/Jørgen Tandberg and Erik Langdalen prevailed in the limited design competition. 6 The tourist route sites in With the opening of Steindalsfossen in Hardanger and Eldhusøya on Atlanterhavsvegen in 2014, five of the ten major attractions included in the tourist route programme were completed. In 2015, most of the construction work in Allmannajuvet will also be completed. Bold plans for Vøringsfossen will also finally be realised. The tourist routes project encompasses more than only the major attractions. The overview for shows broad diversity: bird hides, art works in nature, upgraded trails, car parks, service facilities and elegant viewing platforms. Many of these have been realised in cooperation with the NPRA s regional offices, local councils and private enterprises in terms of funding, planning and implementation. 8 Two new art works to be realised in 2015 The burning chair in Vardø, the rock on top of another rock on Valdresflye, the bear s den along the road across the Aurlandsfjellet and the larvikite sculpture on the Sognefjellet. Four art works under the auspices of the tourist route project have been installed. Two further art works are about to be added along Atlanterhavsvegen and on Gaularfjellet. While functional architecture invites visitors to experience the landscape, art works are intended to elicit reflection, provide surprises and tell stories other than the obvious and visible ones. Our goal is to place one art work of international quality on each of the 18 routes. Fifteen of these will be realised as tourist route projects, while three of the works belong to Artscape Nordland. In 2015, the art works MIRAGE by Marianne Heier and Columna Transatlantica by Jan Freuchen are scheduled to adorn the landscape. MIRAGE. This work by Marianne Heier will be established at Torsnesstølen on National Tourist Route Gaularfjellet. MIRAGE is realised in collaboration with UNICEF Norway, and the title refers to the relationship between distance and proximity. The work consists of a series of ten different wells equipped with a hand-driven pump and a basin, with a mother well at the headwaters of the protected Gaula river system and nine completely identical wells placed in Malawi. Through this art work, Heier wishes to elucidate contemporary problems of wealth distribution. All the wells are part of the artwork, but they should also be used. For each of the wells in Malawi, a separate committee will be appointed to be responsible for operation and maintenance. COLUMNA TRANSATLANTICA. The installation Columna Transatlantica - the transatlantic column by Jan Freuchen will be established near the coastal trail at Vevang on National Tourist Route Atlanterhavsvegen. Freuchen presents a playful installation with a humorous tone, while also including references to history, art history and the present time. The installation takes its theme from the classics, but Freuchen includes a varied range of references, such as the myth of Laocoön, the Trojan horse, the Midgard serpent, toppled Greek columns and oil pipelines. The interpretations and associations are many and varied, but first and foremost the installation in itself represents sculptural qualities. 8

10 Vøringsfossen Vøringsfossen on National Tourist Route Hardangervidda needs a major upgrade to defend its position as one of Norway s most highly profiled tourist attractions. In 2015, construction will begin. In the early 19th century, Vøringsfossen was hardly known to anyone other than the local population. This ended in 1821, when the scientist Christopher Hansteen travelled across the Hardanger plateau to undertake astronomical observations. On his way down Måbødalen valley he stopped to admire the waterfalls, and he was nothing less than thoroughly shaken by his encounter with Vøringsfossen. His visit became the breakthrough for Vøringsfossen as a national attraction. Today, Vøringsfossen and its vertical 145-metre drop is one of Norway s most important and frequently visited tourist attractions. The surrounding area, however, shows signs of wear and tear. Large segments of the edge along the waterfall and gorge are not secured, the buildings and trails are randomly scattered, the car park is too small and the service facilities are inadequate. Over the last five years, there have been three accidents resulting in fatalities. Eidfjord municipality, Hordaland county administration and the Hardanger Council have pledged a total of NOK 50 million as their contribution to provide the same quality upgrade to Vøringsfossen as was undertaken at the tourism icon of Trollstigen. Regional and local funds, approval of the land-use plan in the summer of 2014 and an agreement with the Fossli hotel means that construction work can start in Our goal is to complete the first viewing point at Fossli before the 2016 tourist season. Our goal is to complete all construction work at Fossli by the end of 2017 and the remaining viewing points, trails and the bridge in At this stage, the planning and implementation of the Vøringsfossen project is estimated to cost NOK 210 million. 12 Administration, operation and maintenance The reality must match the pictures. If not, the National Tourist Routes will diminish in value as a major attraction for Norway as a holiday destination. The basis for the National Tourist Routes as an attraction is the experience of motoring through scenic landscapes. Bold architecture and art in specially adapted stopping points reinforce the experience, but the quality of the routes also includes the motoring experience itself. Required measures to increase accessibility and safety thus need to be undertaken with consideration for the unique and vulnerable landscapes that the routes traverse. The avalanche prevention measures at Skjarvelandet on National Tourist Route Havøysund is a good example. The installation won the road director s Beautiful Roads Award for 2014 for having added new motoring experiences to this route. In his development of plans for the Nye Forvik ferry quay, on the connection from Forvik to Tjøtta on the Helgeland coast, the architect has presented creative solutions and carefully preserved the surrounding terrain. The ferry quay will be completed in More than 20 years have passed since work on the tourist routes began. Every year, new installations are added to rest areas and viewing points along the eighteen routes, with the Trollstigen and Steilneset providing examples of large, challenging installations. Appropriate maintenance is crucial, which means that the NPRA s tourist route funds increasingly need to be devoted to maintenance of buildings, furniture and other equipment. In 2014, for example, the Gornitak rest area on National Tourist Route Varanger was renovated. In 2015, plans will be drawn up for systematic upgrading of installations that were built as part of the tourism promotion project in In particular, this will involve National Tourist Route Sognefjellet and the northern section of National Tourist Route Helgelandskysten. The national tourist routes have a total length of 2059 kilometres, of which 427 kilometres are national roads and 1632 kilometres county roads. 14 Operation of the major attractions Five of the major attractions along the national tourist routes have been completed. Their implementation is based on operation agreements with local communities and industries. The Norwegian Public Roads Administration has concluded agreements with local agencies on operation of the major attractions. The agreements specify requirements to ensure that the daily operation safeguards the high quality of the architecture, the environment and the site s importance for tourism. Routines for annual evaluations of the operations have been prepared. Gudbrandsjuvet was opened in 2010 and Trollstigen was opened in Agreements on operation of the tourist route installations have been concluded with Trollstigen Drift AS. In the years after the opening, the Norwegian Public Roads Administration has undertaken certain operational adaptations of the installations. In the summer season, the operational enterprise employs approximately 50 persons. 14

15 At Eldhusøya, an operational agreement has been concluded with QJ Restauranten ANS. During the summer of 2014, the installation welcomed a large number of visitors. The site has become extremely popular among local residents and visitors alike, and this has provided a basis for the café to stay open well into autumn. The official traffic registrations for 2014 show an increase in the daily summer traffic in Trollstigen as well as Atlanterhavsvegen. Steinsdalsfossen was completed in 2014, and Kvam municipality has been granted responsibility for operating the building by agreement with the Norwegian Public Roads Administration. The Kvam tourist information office moved into the building near Steindalsfossen in the summer of The number of visitors increased from to nearly after the relocation of the office from Norheimsund to Steindalsfossen. Steilneset memorial is subject to a comprehensive set of agreements that ensure all aspects of the operation of the installation and the surrounding area. 16 Finances and progress The development of the National Tourist Routes attraction started in 1993 after a recommendation by the Norwegian Storting to explore the combination of roads and tourism. Based on experience from a pilot project, the Storting endorsed a continuation of this work in The project has later been followed up through several generations of national transport plans and the annual national budgets for the Ministry of Transport and Communications. In 2012, all the eighteen road segments were signposted as National Tourist Routes, although less than half of the work had been completed. The goal is that all installations shall be in place and all road segments shall be completed as fully fledged parts of the National Tourist Routes attraction by The Norwegian Public Roads Administration has launched an initiative for a thorough upgrade and quality improvement of a total of ten major attractions along the National Tourist Routes. Most of them have served as beacons for the marketing of Norwegian tourism for many years, despite wear and tear, insufficient facilitation and poor safety. 21 Steilneset memorial and recreational area Steilneset was one of the sites of the witchcraft trials in Finnmark in the 17th century. Earlier, the area was used as pasture, and the promontory was a place for wind-drying fish. Today, this is a memorial as well as a recreational area with trails and bird hides. Cooperation and commitment are crucial for maintaining Steilneset memorial and the surrounding area. The Norwegian Public Roads Administration has established agreements and routines to ensure all aspects of the operation and maintenance of the installation and its environment. The NPRA monitors the demanding maintenance of the art installation and the memorial hall. Inn 2015, a new, larger-capacity gas-supply facility will be established. Plans are also underway to improve the parking conditions. Vardø municipality is charged with the daily supervision of the memorial hall and the glass pavilion. The municipality is also responsible for the bird hides and the operation of the landscape park in the summer season, including weeding and garbage removal. Vardø Upper Secondary School uses Steilneset actively as an object of study. The landscape park is a living textbook in plant and animal life, nature and culture. Grazing is a key measure in the upkeep of the area. The purpose of the maintenance programme is to prevent overgrowth and take care of the flora and fauna. Horses belonging to Vardø Equestrian Club graze in selected areas in the spring and autumn. The Persfjord grazing cooperative use parts of the area as pasture for sheep. 22 National tourist treasures to inspire an entire industry Not only has the development of the National Tourist Routes provided me with a number of magnificent moments as a tourist in my native country the projects have also provided us in the construction industry with a host of new impulses and exposed the enterprises to a rising number of new challenges that have resulted in valuable experience. I have visited a number of these visual and engineering masterpieces myself, and there are quite simply few experiences that can match a visit to the Trollstigen plateau on a clear autumn day or to see the cruise ships float by many hundred metres below the viewing point at Stegastein in Aurland. These installations cannot be planned and built by just anyone. The consultants and engineers have encountered a large number of challenges along their way towards realising the architects visions. As a rule, the tourist route projects are built in remote locations often on mountain plateaus or windswept islands where access is difficult and great care must be taken to minimise the incursions on the terrain. Nature s whims in the form of storms, driving rain and temperatures well below the freezing point have turned many of the projects into exacting work, but the installations themselves are so complex and technically challenging that they have provided a lot of new knowledge to the industry. Not least, I am thinking of the many spectacular concrete constructions that have been created and later have won a range of awards for architecture and concrete engineering. Here, the engineers and the builders have really broken new ground in terms of formwork techniques and complex casting, as well as innovative concrete composition. The harmonious interaction between different construction materials has also provided knowledge that the industry will benefit from in the future. Moreover, the projects have produced new forms of collaboration, and this experience will be highly valuable for the parties involved when they later will go on to assume responsibility for more traditional constructions. I know that many of those who have taken part in the construction of these installations take enormous pride in the job they have helped to complete. I have seen it myself on a number of occasions, not least in award ceremonies. It is a fact that it is not everyone s gift to be able to help erect constructions that attract attention far beyond Norway s borders and are admired by thousands of people every year.
