3 Final Project Cost Reporting DSA Form 168 DSA will no longer track change order cost How we were operating DSA tracks each individual change order cost by entering the cost in etracker and on the DSA transmittal. At close-out, DSA uses the change order cost to add to the reported construction cost (from DSA Form-102) to determine final project cost. DSA determines final fees based on this final project cost. What has changed Districts will self report final project cost to DSA on Form 168 At close-out DSA will determine final fees based on the final project cost reported by the district.. 3

4 Inspector Job File Review DSA Form 119 DSA will formalize the field review of inspector job files How we are operating DSA reviews inspector job files ad-hoc. Inspector job file reviews are inconsistent No reporting mechanism is in place for job file review What will changed. Each Class 1 and 2 project site visit will include inspector job file review Content of job file review is defined for consistency DSA Form 119 provides reporting mechanism. 4

5 Changing the Change Order Process DSA is Changing the Change Order Process CO/FCD to CCD How we operate now DSA reviews each and every change order regardless of content. Change orders are official documents signed by architect and district. DSA tracks cost of all change orders for calculating final project cost and final DSA fees. What will change Change orders will no longer be submitted to DSA. Construction Change Documents (CCD) will be submitted instead. DSA will only review changes to or effecting the structural, accessibility or firelife safety portions of the project. DSA will accept a self-reported final project cost statement (Form 168) in lieu of tracking change order costs. 5

6 Stop Work Authority IR A-13 DSA is Refining use of Stop Work How we operate now DSA issues Order to Comply DSA issues Stop Work What will change In addition to Order to Comply and Stop Work, DSA will add a formalized process for District Stop Work where, upon notification from DSA, District agrees to self Stop Work. DSA documents the actions. 6

7 Inspection Card DSA is Changing the Future of Certification How we operate now Documents are collected after projects are complete Inspectors have no formal method to notify contractors inspections are complete Inspectors may be unsure if off-site inspections and testing are complete What will change Each project will have an Inspection Card that the inspector will fill out in order to inform the contractor that the next step in the construction sequencing can proceed. Requires Inspector to have testing, inspection and other required documentation in their file before signing the inspection card. Ensures all testing and inspections have taken place Ensures documents necessary for certification are in the inspector job file as the project progresses 7

8 Alternate Certification Guide for Legacy Projects DSA is Providing another Tool/Method for Addressing Older Uncertified Projects Alternate Certification Guide for Legacy Projects Guide is limited to internal use by DSA Projects must have been closed without certification prior to January 1, Specific projects must be individually examined by DSA staff. The applicability of each item listed in this guide must be documented to the file and finally approved by a DSA Structural Engineer or Architect. The school district/community college district must make a written request to DSA to examine the project, for certification, using education code section 17315(b)/81147(b) The school district/community college district must provide written reasonable justification that indicates why the final verified reports required by Education Code section 17309/81141have not been submitted. Guide discusses relevance and hierarchy or all required documents with the Project Inspector Form 6 as the most important/relevant document 8

9 Letters To Districts About Uncertified Projects DSA is Sending Letters to all Districts Informing Them of Their Uncertified Projects Letters being sent to districts alphabetically Letters include list of uncertified projects Letters include DSA resource information and contacts Letters intended to make sure districts are aware they have uncertified projects DSA expects districts to respond and start working with DSA towards resolution 9

10 Emergency Regulations (Accessibility) Building Standards Commission has Approved DSA Emergency Regulations Related to Accessibility These regulations will be effective on August 1, Resolve a very limited number of direct conflicts between the 2010 CBC and the 2010 ADA Standards. Correct a typographical error in the 2010 Supplemental rulemaking package that went into effect on July 1, Provide for acceptance of select previously compliant elements along a path of travel. 12 2013 CBC DSA has submitted code changes to the Building Standards Commission Significant changes to Title 24 Part 1 (Admin Code) mostly related to Project Inspectors and Special Inspectors Other Changes to Technical Codes Structural and Accessibility Changes have been accepted by the BSC and now entering the public comment period starting August 24th See BSC website 12
