1 PETROLEUMSPRISRÅDET Deres ref Vår ref Dato OED 15/712 07/12/2015 Til rettighetshaverne på norsk sokkel (Unofficial translation) NORM PRICE FOR CRUDE OIL PRODUCED ON THE NORWEGIAN CONTINENTAL SHELF 3rd QUARTER 2015 Pursuant to the Petroleum Taxation Act 4 the Petroleum Price Board (PPB) has set norm prices for the 3rd quarter of 2015. Norm prices for the 3rd quarter 2015 are decided in accordance with law of 13 June 1975 No. 35 regarding taxation of subsea petroleum deposits, etc. and regulations for setting the norm price dated 25 th June 1976. In accordance with these regulations, the PPB set preliminary price bands for the 3rd quarter 2015 on 13. November 2015. The licensees were informed of the preliminary price bands in PPB s letter dated 17. November 2015. The PPB has, after meetings with the companies on 3. December 2015 concerning the preliminary price bands for the 3rd quarter of 2015, set the final norm prices for the 3rd quarter of 2015. These are enclosed in the appendix of this letter. Norm prices for crude oil in the 3rd quarter 2015 in NOK/bbl and in USD/bbl are found in Appendix 5. The exchange rates used are attached in Appendix 4. Norm prices for Draugen are presented in Appendix 2. The norm prices for Balder for the 3rd quarter of 2015 will be sent separately to the licensees of Balder. The PPB has decided not to set norm prices for 3rd quarter 2015 for the following crudes: Gudrun, Knarr, Forties,Varg, Brent and DUC (Trym). The PPB aims to set normprices for Gudrun starting from 1 st quarter 2016, and Knarr starting from 2 nd quarter 2016. Preliminary normprices for Åsgard and Draugen for September 2015, and Njord for 3rd quarter 2015 will be sent in a separate letter. 22 24 62 40

2 The PPB s decisions are unanimous. In accordance with the Petroleum Taxation Act 4 and the norm price regulations 2 with annotations, the PPB made overall assessments of the crude oil markets during the 3rd quarter 2015 in the norm price determination. The PPB has taken into account the data and views presented by the companies (both orally and in writing), as well as calculations and assessments made by the Secretariat to the Petroleum Price Board and KBC. In addition, the PPB has considered the Platt s market indicators and other market indicators provided by the companies. The companies have stated that these indicators are based on price quotations from official publications and their own observations. The PPB has used Brent indicators for the calendar months. These are summarized in the Appendix. PPB seeks to identify the market indicator(s) which, in the PPB s opinion, best represent the market conditions for the given time period. The PPB would like to emphasize that the weights given to each of the different spot price indicators are continuously assessed based on market developments. The companies have also reported achieved price differentials to Dated Brent. This is important information in the PPB s assessments of the different crudes. The PPB has taken into account the total crude oil productions the norm price determination, including spot and contract sales in the European market and other markets. The companies' assessments and recommendations in terms of price levels and price differentials are also taken into consideration. In accordance with the Norm Price regulations 5, companies may appeal the final norm prices for the 3rd quarter 2015 to the Ministry of Petroleum and Energy. The appeal shall state the decision being appealed and the desired changes. The appeal shall be sent to the PPB. The appeal should also include reasons for the appeal, and other information that may be important for the appeal. The deadline for an appeal is set to 30 days after the date of this letter, see the Norm Price regulations 5, 3rd paragraph. Please note that a legal case cannot be made before the appeal procedures described in the Norm Price regulations have been fully exploited, see the Norm Price regulations 6.
