WG A Core Data leder: Pascal Berteaud, IGN-F This Work Group will deal with core data specifications and quality, production issues, funding and data availability. 1. Specifications of core data (End of 2015): a) identify the users and their needs and requirements for core data, taking into account existing surveys of user needs and requirements as well as analysis of existing use cases and investigate available data from various sources and analyse gaps; b) provide a description and technical specifications for core data, based on user needs and requirements, in accordance with INSPIRE and other relevant legislations and making use of the outcomes and specifications of other initiatives, such as the ELF project; 2. Report on economic model for production and distribution of core data (End 2016): c) propose common definitions and terminologies for licensing of core data, taking account of European legislation (e.g. INSPIRE and PSI for EU Member States) and national legislation, aligned as far as possible with the work carried out by other initiatives (e.g. ELF and GEO) 3. Report on existing political and financial frameworks which support core data availability (Mid-2017): h) propose additional measures needed to achieve availability of core data of suitable quality in each European UN Member States
WG B Data Integration leder: Hansjörg Kutterer, BKG This working group will deal with the integration of geospatial data with other information in order to supply services to users. 4. Definition of the priority user needs for combinations of data (Mid-2015): j) define what combinations of data provide the greatest value to users, with a particular focus on the UN Sustainable Development Goals, Digital Agenda for Europe and EU 2020 targets as well as national and regional priorities; k) report on which kind of geospatial data, especially core reference data, and which kind of statistical data should be given priority, taking into account the European Statistical System (ESS) work and needs for indicators for monitoring progress 5. Recommendation for methods implementing the prioritised combinations of data (Mid-2016): l) review current European interoperability frameworks (e.g. SDMX for statistics) and geospatial and statistical data integration projects; write a proposal for a funded project to adapt, where relevant, their results to the specific case of combinations of core data with other data; n) review current use of data from multiple sources (crowd sourcing, community sourcing and regulatory geospatial representations9) to identify case studies and best practices relevant for combinations with core data; 6. Recommendation about how to manage side-effects induced by data combinations (Mid-2016): o) provide a report recommending effective methods of quality management, data interoperability, access control and privacy safeguards for the integration of data from multiple sources with authoritative core reference data. p) identify legal and other barriers for the integration of data from relevant sources

Fra ISAs hjemmeside Other actions in the ISA programme create synergy with the EULF, in particular the actions relating to Core Vocabularies, Base Registries, the European Interoperability Architecture (EIA) and the Reusable INSPIRE Reference Platform (ARE3NA). The EULF will provide location input to the work on the EIA and will draw on the best practices developed for Core Vocabularies and Base Registries. The EULF and ARE3NA both relate to the implementation of the INSPIRE Directive, the EULF from a policy and usage perspective and ARE3NA in promoting the reuse of technical components. The EULF will also work with other Commission co-funded location initiatives, such as the European Location Framework (ELF) and eenvplus to ensure alignment, and will contribute to the analysis and best practice development being undertaken by UN-GGIM Europe.
