IEC 76. Norsk Elektroteknisk Komite 9
EUs standardiseringsmandat til de europeiske standardiseringsorganisasjoner (noen eksempler); * mandat 441 Smart Meetering 12. mars 2009 * mandat 468 Charging el. vehicles 4. juni 2010 * mandat 490 Smart Grid 1. mars 2011 Hvordan møter vi utfordringene fra norsk side? Norsk Elektroteknisk Komite 10
Mandat 441 Smart meetering The general objective of this mandate is to create Europeen standards that will enable interoperability of utility meters (water, gas, electricity, heat), which can then improve the means by which customers awareness of actual consumption can be raised in order to allow timely adoptation to their demands (commonly referred to as smart metering ). Norsk Elektroteknisk Komite 11
Status tiltak: ESO s m flere etablerte «Smart Metering Coordination Group (SM-CG). Det foreligger en omfattende rapport og materiale om tematikken. Norsk Elektroteknisk Komite 12
SmartGridkonferansen 15. september2011 Mandat 468 Charging electricle vehicles Standardisation mandate to CEN, CENELEC and ETSI conserning the charging of electric vehicles datert 4. juni 2010 Norsk Elektroteknisk Komite 13
Mandat 468 - PURPOSE-SCOPE To develop or review existing standards in order to: Ensure interoperability and connectivity between the electricity supply point and the charger of electric vehicles, including the charger of their removable batteries, so that this charger can be connected and be interoperable in all EU States. Ensure interoperability and connectivity between the charger of electric vehicle- if the charger is not on board- and the electric vehicle and its removable battery, so that a charger can be connected, can be interoperable and re-charge all types of electric vehicles and their batteries. Appropriately consider any smart-charging issue with respect to the charging of electric vehicles. Appropriately consider safety risks and electromagnetic compatibility of the charger of electric vehicles in the field of Directive 2006/95/EC (LVD) and Directive 2004/108/EC (EMC)2. For the purposes of this Mandate: electric vehicle includes the electric vehicle (EV) and the plug-in hybrid electric vehicle (PHEV), as well as the electric scooters and electric bicycles; for the issues of interoperability, the priority should be for the four-wheel electric vehicles. Norsk Elektroteknisk Komite 14
Status tiltak: CEN og CENELEC har laget «Focus Group on European Electro-Mobility» som svar på mandatet. Resultat: rapport med tittel: Standardization for road vehicles and associated infrastructure Juni 2011 Norsk Elektroteknisk Komite 15
Mandat 490 Smart Grid Standardization Mandate to European Standardisation Organisations (ESOs) to support European Smart Grid deployment. Def: A Smart Grid is an electricity network that can cost efficiently integrate the behaviour and actions of all users connected to it generators, consumers and those that do both in order to ensure economically efficient, sustainable power system with low losses and high levels of quality and security of supply and safety. Norsk Elektroteknisk Komite 16
M/190 Smart Grid Scope The scope of Smart Grid for the purpose of this mandate is as defined in the Task Force for the implementation of Smart Grids into the European internal market (hereafter the Smart Grids Task Force). The objective of this mandate is to develop or update a set of consistent standards within a common European framework that integrating a variety of digital computing and communication technologies and electrical architectures, and associated processes and services, that will achieve interoperability and will enable or facilitate the implementation in Europe of the different high level Smart Grid services and functionalities as defined by the Smart Grid Task Force that will be flexible enough to accommodate future developments. Building, Industry, Appliances and Home automation are out of the scope of this mandate; however, their interfaces with the Smart Grid and related services have to be treated under this mandate. Norsk Elektroteknisk Komite 17
The 6 high level services the Smart Grids Task Force defined are : Enabling the network to integrate users with new requirements Enhancing efficiency in day-to-day grid operation Ensuring network security, system control and quality of supply Enabling better planning of future network investment Improving market functioning and customer service Enabling and encouraging stronger and more direct involvement of consumers in their energy usage and management Norsk Elektroteknisk Komite 18
Status ESO: Final report of the CEN/CENELEC/ETSI Joint Working Group on Standards for Smart Grids Approved by the CEN/CENELEC/ETSI Joint Presidents Group (JPG) on 4 May 2011, and by the individual ESOs by 2011-06-05 Norsk Elektroteknisk Komite 19

IEC noen stikkord SG 3 - Strategic Group on Smart Grid SG 3 (Strategic Group) on Smart Grid, set up by the IEC SMB (Standardization Management Board), provides advice on fast-moving ideas and technologies likely to form the basis for new International Standards or IEC TCs (Technical Committees) in the area of Smart Grid technologies. It has developed the framework and provides strategic guidance to all Technical Committees involved in Smart Grid work and has developed the Smart Grid Roadmap which covers standards for interoperability, transmission, distribution, metering, connecting consumers and cyber security. The IEC through SG 3 is working in close collaboration with Smart Grid projects around the globe, including NIST (US National Institute of Standards and Technology). IEC Standards are recognized as being crucial in the development of Smart Grids everywhere. Norsk Elektroteknisk Komite 21
