Januar 2010 og omhandler krav til kvalitet på luftfartsdata og -informasjon (aeronautiske data og -informasjon) for Single European Sky. Forordningen fra EU-kommisjonen er knyttet til den framtidige overgangen til et enhetlig europeisk luftrom. Forordningen stiller krav til luftfartsdata og -informasjon, og parter/systemer som er i befatning med disse fra opprinnelse til og med publisering. Avinor ved Kunngjøringstjenesten er informert av Luftfartstilsynet om at forordningen er planlagt tatt inn i det norske lovverket tidlig i 2016. Avinor har derfor begynt arbeidet med å oppnå samsvar med ADQ-forordningen. Bakgrunn Høyere krav til sikkerhet, øket trafikk i Europa og ønsket om å muliggjøre nye operasjonelle konsepter krever bedre kvalitet på luftfartsdata og luftfartsinformasjon og systemer som virker sammen og utveksler data på standardiserte formater. Det er et mål at man gjennom Single European Sky skal bidra til at flere fly skal kunne operere i samme luftromsblokk. Dette fordrer sikker håndtering av luftfartsdata gjennom hele kjeden. Forordningens anvendelsesområde Under følger utdrag fra forordningens artikkel 1 og 2, punkt 1, vedrørende hvilke data og produkt forordningen gjelder for: CHAPTER I GENERAL PROVISIONS Article 1 Subject matter This Regulation lays down the requirements on the quality of aeronautical data and aeronautical information in terms of accuracy, resolution and integrity. Article 2 Scope 1. This Regulation shall apply to European air traffic management network (EATMN) systems, their constituents and associated procedures involved in the origination, production, storage, handling, processing, transfer and distribution of aeronautical data and aeronautical information. It shall apply to the following aeronautical data and aeronautical information. (a) the integrated aeronautical information package as defined in Article 3(7) made available by Member States, with the exception of aeronautical information circulars; AIC A er også publisert via http://www.ippc.no
(b) electronic obstacle data, or elements thereof, where made available by Member States; (c) electronic terrain data, or elements thereof, where made available by Member States; (d) aerodrome mapping data, where made available by Member States. Forordningen gjelder fra opprinnelse av nye data/informasjon og frem til og med publisering, ref Artikkel 2, punkt 3: 3. This Regulation shall apply up to the moment when the aeronautical data and/or aeronautical information are made available by the aeronautical information service provider to the next intended user. ADQ-forordningen gjelder følgende parter: Utdrag fra forordningen, Artikkel 2, underpunkt 2: 2. This Regulation shall apply to the following parties: (a) air navigation service providers; (b) operators of those aerodromes and heliports, for which instrument flight rules (IFR) or Special-visual flight rules (VFR) procedures have been published in national aeronautical information publications; (c) public or private entities providing, for the purposes of this Regulation: (i) services for the origination and provision of survey data; (ii) procedure design services; (iii) electronic terrain data; (iv) electronic obstacle data. Ad pkt a): Dekkes av Avinor som utpekt leverandør av Kunngjøringstjenesten for luftfarten i Norge (iaip), herunder inngår også NOTAM og PIB. Ad pkt b): Gjelder for Avinors lufthavner og heliports, privateide lufthavner og heliports og Forsvarets lufthavner og heliports. Ad pkt c): Iht. regelverk må det inngås formelle avtaler mellom Kunngjøringstjenesten og originaldataprodusenter/informasjonseiere, så som Kartverket og aktuelle oppmålingsfirma. Avinor har rammeavtale med oppmålingsfirma som dekker ADQ-krav for innmåling. Denne rammeavtalen kan også benyttes av ikke Avinor-eide lufthavner etter avtale med Kunngjøringstjenesten. Hva innebærer forordningen i forhold til publisering i iaip? Informasjonseiere/godkjente bestillere vil få tilgang til web-løsning for bestillinger av endringer til iaip. Bruk av web-løsningen forutsetter gjennomført opplæring som vil bli tilbudt av Avinor. Det stilles strengere krav til hva som må leveres av informasjon ved bestilling, herunder også metadata (metadata er data om data; hvem bestiller er, på hvilken måte data er fremskaffet, når data er produsert etc.).

For å kunne publisere iht. ADQ-forordningen har Avinor gått til anskaffelse av nytt ADQ-kompatibelt AIM-system. Dette vil etter planen være i drift Q3/Q4 2016. 2)Dette fordrer at informasjonseiere sørger for at egne data er iht. krav i ADQ-forordningen i god tid innen denne datoen, slik at data kan kunngjøres innen fristen. Luftfartstilsynet vil følge opp dette i forbindelse med revisjoner. 3)Avinor kommer med mer informasjon om hvordan data/informasjon som ikke tilfredsstiller ADQ-krav vil bli merket/annotert i iaip når forordningen blir norsk lov. In terms of scope, the aeronautical data chain extends from the original data sources (e.g. surveyors, procedure designers) through Aeronautical Information Services (AIS) and publication to the end users of the data for aeronautical applications. The purpose of the draft implementing rule is to supplement and strengthen the relevant existing requirements of ICAO Annex 15. Background As a response to the dramatic growth in air travel witnessed in the last two decades, the European Commission passed two Single European Sky packages to create a legislative framework for European aviation. The primary aim of SES is to meet future capacity and safety needs through legislation. A step forward was made towards establishing targets in key areas of safety, network capacity, effectiveness and environmental impact. The scope of the Regulation extends from the point of origination of the data, through to the publication of the data in the iaip, including printing and distribution, to the point of delivery to the next intended user, with the intent of maintaining assigned integrity levels throughout, cf. Article 2, bullet point 3: 3. This Regulation shall apply up to the moment when the aeronautical data and/or aeronautical information are made available by the aeronautical information service provider to the next intended user. The ADQ Regulation applies to the following parties: Extract from the Regulation Article 2, bullet point 2: 2. Ad bullet a): carried out by Avinor (iaip), on behalf of the State. Ad bullet b): Applies to all Norwegian airports and heliports open for civil aviation. Ad bullet c): According to the Regulation, formal arrangements must be made between the AIM and the data originators/authorized information sources. In consequences of the Regulation: Authorized sources will be given access to a coming web solution where all change requests must be placed. Training is required and will be offered by Avinor.
