1 COMMUNITY BUILDERS LEADERSHIP INSTITUTE For communities working towards economic prosperity and livability ABOUT COMMUNITY BUILDERS LEADERSHIP INSTITUTE (CBLI) WHEN: September 26th - 28th, 2018 WHERE: THE INN AT LANDER, Lander, Wyoming APPLICATION DEADLINE: Friday, August 10th, 2018 The Mountain West is experiencing explosive growth. Housing costs are rising, infrastructure is aging, and industries are changing. Communities are faced with a choice: to ignore these realities and hope for the best, or to be proactive and strategic in how they deal with them. The Community Builders Leadership Institute (CBLI) is a training for leaders who recognize that the economic landscape has changed, but remain committed to building stronger, more successful communities in spite of current challenges. Over two and a half days, the CBLI engages community teams of six to eight participants in an intensive workshop that builds leadership and practical understanding of ways to align community planning and economic development in today s economy. Working with dynamic trainers and facilitators, teams will gain practical knowledge on the nuts and bolts of building stronger communities. Participants will leave the CBLI with a better understanding of ways to align community planning and economic development, lessons learned from successful projects, and a clear plan of action for next steps in their community. Community members work alongside the Community Builders Team to build a safer and more vibrant Third Street, the gateway to downtown Laramie. This project was identified as a priority during a 2015 Community Builders training hosted in Lander. 2 AGENDA AT A GLANCE The Community Builders Leadership Institute combines topical training sessions and informative success stories with group discussion, exercises and team-based action planning. DAY 1 of the CBLI will focus on the forces that are shaping our communities. Teams will assess the key challenges and opportunities facing their community, considering where they are headed given current trends and conditions versus where they want to be in the future. DAY 2 of the CBLI will dive into the tools necessary for achieving progress in our communities - including enabling investment, achieving desired development, and having effective and informed community dialogue and decision-making. DAY 3 of the CBLI is all about how teams can put these concepts to work in their community. Teams will work together and with the training team to finalize local action plans, which will outline specific near-term goals and next steps to undertake when the team gets home. Through participation in the CBLI, community leaders will: Learn about successful projects and programs from peer communities. Connect to a network of local leaders and peer communities across the state. Explore planning and policy approaches for enabling desired development and investment in strategic locations. Develop strategies for public engagement and effective community partnerships that result in action. Work with a team of expert trainers to address specific planning and development challenges within their community. Create a community action plan to advance specific issues and goals identified in the training. ABOUT COMMUNITY BUILDERS Community Builders is a non-profit organization dedicated to helping local leaders create more livable communities in the American West: communities with strong and diverse economies, quality growth, vibrant downtowns and complete neighborhoods. We provide information, analysis, assistance and trainings to support the many local officials, developers, realtors, planners, and engaged citizens who are actively working to build stronger economies and more livable communities. 2

3 COST OF CBLI When communities are selected to participate in the CBLI, the costs of training materials, lodging and most meals are covered for up to eight team members by Community Builders. Absent this contribution from Community Builders, the cost per individual to attend this two and a half day training would be $400. Teams participating in the CBLI are expected to pay for individual travel to and from the training and their own dinners. Attendees of the 2015 Community Builders team training hosted in Lander. SUBMIT YOUR APPLICATION TODAY Applications for the Community Builders Leadership Institute are due by close of business on Friday, August 10th, Community Builders will evaluate applications for thoroughness, diversity in team composition, and demonstrated commitment to community planning and economic development. The Community Builders Leadership Institute is open to Wyoming towns, cities, tribal governments and counties. Up to seven teams will be selected to participate, with each team ranging from six to eight members. Teams must demonstrate a commitment to connecting local planning and economic development goals. TEAM COMPOSITION Creating a leadership team is critical to a successful application, and the composition of the team is key to developing partnerships in your community. Teams should include a broad range of perspectives and expertise from the public and private sectors. The list below includes several types of representation to consider in building a well-rounded team: Local Government (Elected and Appointed Officials, City/County Managers, Planners, Public Works) Business and Economic Development (Chambers of Commerce, Economic Development Organizations, Downtown Development Authority, Main Street Programs) Community Development Organizations (Housing, Youth/Education, Civic Organizations) Real Estate, Development and Investment Professionals (Developers, Realtors, Local Lenders) We believe a broad spectrum of community leaders is necessary for successful decision-making, and our experience shows that a diverse team is most effective in engaging fellow community members. SELECTION CRITERIA Teams will be evaluated based on: A strong team composition. Demonstration of how the CBLI can support the development and/or implementation of an upcoming or current community planning and/or economic development effort. Demonstration of local commitment to advancing livability and economic development goals through sound community planning, development and investment. 3

4 APPLICATION INSTRUCTIONS To apply, submit one application per community team. A complete application will consist of the following items: Community Challenge Statements Team Participants Form Supporting Materials (optional) To be considered for the Community Builders Leadership Institute, applications must be ed, in PDF format, to jillian@communitybuilders.org no later than close of business on Friday, August 10th, Community Challenge Statements Each team should discuss and complete the following questions. It is most effective when teams discuss the questions and fill out the answers as a group. The team leader can also compile input from other team members to complete the questions. a. Community Challenges and Opportunities i. Briefly describe a specific issue (or issues) your community is facing that the team could make progress on during the CBLI training. Please describe what you have done to date to address your issue. What challenges are you having in addressing them? ii. Is there a specific opportunity, such as an ongoing or upcoming planning or development effort (e.g., an economic development strategy, code revision, community planning effort) that might benefit from participation in the CBLI? If so, please briefly describe the effort and how you think the CBLI could support a successful outcome. b. Please describe the composition of your team. c.
