Förord Innovasjon flere innfallsvinkler På Næringsministermøtet den 29. september 2003 ble det besluttet at Gustav Björkstrands Hvitbok, som er utarbeidet for de nordiske forsknings- og utdanningsministrene, skal følges opp med en utredning av næringssektorens syn på Hvitbokens målsetning å bygge ut Norden til en ledende region for forskning og innovasjon. Nordisk InnovationsCenter den nye organisasjonen som etableres fra og med 1. januar 2004 med utgangspunkt i Nordisk Industrifond og Nordtest har fått i oppdrag å være sekretariat for den nye utredningen, som får navnet Innovasjonsboken. Bjarne Lindström, Ålands statistik- och utredningsbyrå, er valgt til å være Innovasjonsbokens hovedforfatter. Lindström er bl.a. kjent som redaktøren av Nordisk Närningspolitiskt Samarbetsprogram 2002-2005, utgitt av Nordisk Ministerråd. Innovasjonsboken blir en selvstendig utredning hvor der bl.a. blir lagt vekt på de forskjellige innsatsområdene som "Innovasjonsboken blir en selvstendig utredning hvor der bl.a. blir lagt vekt på de forskjellige innsatsområdene som påvirker innovasjon" påvirker innovasjon. Ofte gjennomføres innovasjonsprosesser uten anvendelse av ny teknologi, og innovasjon kan ikke betraktes løsrevet fra kommersiell suksess eller verdiskapning. Mens forskningsresultater og oppfinnelser kan lede frem til en innovasjon gjennom samhandling med kommersielle aktører, er det en kjensgjerning at også kunnskap om udekkede behov i markedet kan være av avgjørende betydning for innovasjonen. Hvitboken og Innovasjonsboken vil med forskjellig utgangspunkt gi en bred oversikt over utfordringene knyttet til forskning og innovasjon i Norden. Til sammen vil disse utredningene utgjøre en felles plattform for en mer helhetlig og gjennomtenkt, fremtidig nordisk næringspolitikk. Tanken er at utredningsarbeidet i løpet av høsten 2004 skal følges opp med et arbeid der det legges vekt på å finne synergieffekter og områder hvor forskningssektoren og næringssektoren kan samarbeide tettere. The results will be presented at the Scandinavian Corrosion Congress in Reykjavik 18-21 April, 2004. Furthermore, NorFA has granted financial support to a Ph.D.-course 15-17 April, 2004 in Reykjavik. The Ph.D.-course will focus on corrosion monitoring, especially on-line real-time methods to be used for industrial systems. More information: www.ibri.is/nkm13 or www.norfa.no Wastewater treatment Optiroc is together with several co-operation partners running a Nordic Industrial Fund financed project on small wastewater systems. The systems are based on horizontal sub-surface flow through special manufactured Leca, called Filtralite. The specific advantages of these systems is that they remove phosphorous extremely well and are very robust and need limited maintenance and inspections. The systems are well-suited for one- or two family houses and can be used by up to 60 houses located in rural areas. The systems can as well be used for schools, restaurants, recreational areas, etc. The goal is to make the type of systems more effective and to improve the knowledge regarding these systems in the Nordic countries. Hållbar turism NESTs verktygslåda: Guide till hållbar turism Tekst: Christer Källström Nu finns det verktyg till att främja utvecklingen av en hållbar turism lokalt. Med hjälp av dessa verktyg kan aktörer på turistdestinationer i Norden få handfasta råd och tips inom områden som finansiering, ledning och kontroll. Denna verktygslåda har skapats inom projektet NEST (Network Evolution for Sustainable Tourism). Projektledare Ian Salter, som är konsult hos Ramböll i Danmark, berättar om bakgrunden till det hela: - Tidigare fokuserade planläggare inom turism framförallt på några enstaka sektorer, t ex övernattning och matställen. Men det är en stigande förståelse för att en resa är mycket mer än detta. Den handlar också om kultur, natur, upplevelser, miljö, människor och mycket annat. Om det inte finns balans mellan dessa faktorer, och samtidigt en hög kvalitetsnivå, så kan turisten uppleva resan som misslyckad. Därför gäller det att se dessa delar som integrerade i begreppet turism och här är destinationen den perfekta ramen, eftersom den är den produkt som turisten köper - Ofta är det kommunen som tar initiativet till att utveckla Ian Salter turism. Verktygen beskriver hur det kan ske inom ett nätverkssamarbete, där kommunen fungerar som drivkraft. Men det gäller också att få med alla de övriga deltagarna i detta arbete. Det kan handla om att göra en guide-bok, att förbättra skyltningen på vägarna till hotell och sevärdheter. Men det är också viktigt att en överordnad turismstrategi utarbetas av nätverket i starten. Den ska beskriva den typ av turism som destinationen vill satsa på. The NEST toolkit: Guide to sustainable tourism The tourist industry in the Nordic countries now has access to a "toolkit" for sustainable development at local level. The "Destination Management Tool", as it is known, is a set of guidelines designed to help steer tourist authorities, small businesses and others professionally involved in the field through the complexities of financing, management and regulation. A product of the NEST ("Network Evolution for Sustainable Tourism") project, the toolkit aims first of all to integrate some of the many different aspects of the industry. Project leader Ian Salter, of the Danish consultancy Rambøll, explains: "In tourism, planners used to focus primarily on particular sectors, such as overnight accommodation and catering. But awareness is growing that a journey is so much more than that. It also involves experiences of culture, nature, different environments and people, and much else besides. Without a balance of these various factors, and a high level of quality, the tourist might well perceive the trip as a failure." The destination, he continues, is "the product which the tourist is buying", and is therefore the perfect framework for this process of integration. "Often it is the local authority which takes the initiative to develop tourism. The toolkit shows how this can be achieved through collaborative networks, with the local authorities as the driving force. But all concerned must be involved in this work: perhaps in compiling a guidebook, or improving road signs to hotels and tourist attractions. But 4 nordicinnovation

Hållbar turism I arbetet med att utveckla projektet har konsultfirman Ramböll samarbetat med Lunds Universitet, Handelshögskolan BI (Oslo) och Helsingfors Universitet. Projektet, som stötts av Nordisk Industrifond, hade till uppgift att bygga upp nätverk på turistdestinationer, som kan samla de profesionella aktörer som har en roll i utvecklingen på detta område. Fyra destinationer i Norden valdes som försöksområden. Dessa är Lillehammer (Norge), Söderslätt (Sverige), Sveaborg (Finland) och Præstø Fjord (Danmark). - Erfarenheterna från försöken är mycket goda. De resulterade i utvecklandet av den s k Destination Management Model. De danska och svenska kommunerna har gått vidare och utvecklat ett gränsöverskridande samarbete. Och i Norge och Finland har man fått ett bra grundlag att bygga vidare på, säger Ian Salter. Ett av de första hindren som uppbyggarna av turism möter är ofta finansieringen. Här har man att välja mellan Pilotprojekt: Söderslëtt, Sverige it is also important to have an overall tourism strategy worked out through the networks from the start, identifying the type of tourism the destination wants to promote." The Rambøll consultancy has collaborated on the NEST project with BI Norwegian school of management (Oslo) and the universities of Lund and Helsinki. The initial task of the project, which is supported by the Nordic Industrial Fund, was to build up networks of Nordic tourist destinations bringing together professionals involved in tourism development. Four destinations in the Nordic countries were chosen as pilot destinations: Lillehammer (Norway), Söderslätt (Sweden), Sveaborg (Finland) and Præstø Fjord (Denmark). "The results of these experiments were very good", says Salter, "and resulted in the development of the 'Destination Management Model'". The Danish and Swedish municipalities have carried on developing a crossborder collaboration, while "a firm foundation" has been created in Norway and Finland. One of the first obstacles encountered in efforts to build up tourism is often the financing. Here the toolkit helps with the mechanics of borrowing, recruiting investors or seeking direct funding via the public sector. There are also guidelines for drawing up the application or proposal, where it is important, for example, to "push the right buttons", showing that the project will create jobs, protect the environment, etc. The toolkit can also keep track of the destination's rate of progress in developing sustainable tourism, on a scale from "beginner" to "excellent". There are "golden rules", e.g. that a network must avoid exclusivity, and be open to all who wish to participate. The toolkit also outlines stra- 6 nordicinnovation
att låna pengar, skaffa investerare eller få direkt finansiering från fonder eller offentliga organ. När ansökan utformas är det viktigt att man trycker på rätt knapp, att man framhåller att projektet leder till fler jobb, skyddar miljön, osv. Verktygslådan kan också ge turistaktören en vink om på vilken nivå man befinner sig i utvecklandet av en hållbar turistnäring på destinationen. Om man är på nybörjarnivå, mellanstadiet, avancerad nivå eller på stadiet exellence Man har också fastlagt några gyllene regler vad gäller verktyg för ledning. Här sägs det att ett nätverk på destinationen inte får vara exklusivt, utan måste vara öppet för alla som vill delta. Intressekonflikter uppstår ibland, men då gäller det att se på helheten. Vid varje möte ska det utarbetas en agenda. På mötena ska man ge stort utrymme till diskussion. För dem som är intresserade av att få veta mer om uppbyggande av en hållbar turism på lokala destinationer, finns det nu en portal med länkar till en rad områden, inklusive de fyra vägledningar till verktyget som lastas ned från portalen. Portalen, som har utvecklats i samarbete med Den Europeiska Miljöagentur, har adress: http://destinet.ewindows.eu.org/nest/. Portalen har varje dag ca 350 besök. Efter projektets avslutning kommer portalen att fortsätta som en s k CSD Partnership (Commission on Sustainable Development) en process som styrs av FN. - Denna portal är faktiskt den enda av sitt slag i Europa, och har fått stor uppmerksamhet. Projektet har nu också rönt intresse i de baltiska länderna. Inom kort ska jag till Riga för att hålla föredrag om vårt arbete, säger Ian Salter. There is now an Internet portal for those interested in building up sustainable tourism at local destinations, with numerous links including the toolkit and its various sets of guidelines. The portal (http://destinet.ewindows.eu.org/nest), which has been developed in collaboration with European Environment Agency, is drawing about 350 visitors daily. New NI-projects: Improving Nordic innovation policies The Nordic Industrial Fund has invited Nordic research/reporting communities to present proposals for projects aiming at strengthening the knowledge basis of SME (Small and Medium Size Enterprises) and innovation policymaking in the Nordic countries. The following projects were selected: The Future in Design: The competitiveness of the Nordic design industry The design industry has become an increasingly important and valuable industry. This project will treat the design industry as a developing industrial system: an industrial system that is dominated by SMEs but in a period of rapid growth and expanding markets. Academic entrepreneurship, learning and growth The aim of the project is to develop more efficient structures and policies for academic entrepreneurship. This based on a common understanding of entrepreneurial knowledge creation, and how this is affected by the generation of more and faster growing companies. Foreign takeovers: Competence gain or competence drain? The aim of this project is twofold. First, it is to assess how and to what extent foreign takeovers of Nordic firms affect local innovation capabilities. Secondly, the project will survey how policy makers approach the issue of foreign takeovers and local innovation capabilities. Creating Opportunities for Young Entrepreneurs The objectives for this project are to structure experiences from ongoing activities in the Nordic countries, to evaluate these experiences, to find good examples and to analyse possibilities and limitations with different types of measures. High-tech spin-off Høyteknologietableringer i Norden Mindre viktige enn antatt Av Egil Wettre-Johnsen Ringvirkningene fra knoppskyting av høyteknologiske bedrifter er mindre enn det mange hadde håpet på. En av hypotesene i forkant av forskningsprosjektet Høyteknologietableringer i Norden var at slike etableringer utgjør et vesentlig bidrag til nyskaping og økt verdiskaping i næringslivet. Analysen, som trolig er det første av sitt slag i hele verden, viser at effektene heller er marginale. -Analysen viser at det er urealistisk å tro at High Tech Spin Offs skal redde de nordiske økonomiene. Heller er det snakk om en langsom endringsprosess. Det er også viktig å merke seg at de aller fleste nyetableringer er små enheter og at det ofte er avvikerne som lykkes. Det vil si den type bedrifter som ikke så lett kan gjenfinnes i tradisjonelle statistikker, sier prosjektleder Svein Olav Nås i STEP-Senter for Innovasjonsforskning. Det er tilgang til gode offentlige registre i de nordiske landene som har muliggjort analysen. Forskningsprosjektet har blant annet brukt foretaks- og sysselsettingsregistre i perioden 1995-2001 til å identifisere spin-offs og endringer hos bedriftene. Lav spinoff-andel Resultatene viser at det er etablerte bedrifter som dominerer i Svein Olav Nås alle de nordiske landene. Spinoffs utgjør bare rundt én prosent av bedriftene. Når man i tillegg begrenser seg til nyetableringer innen høyteknologisektoren, er det årlige antall spin-offs i Sverige ca. 300 og 100-200 i de tre øvrige nordiske landene. Antall sysselsatte i hver spin-off bedrift er i gjennomsnitt lavt. High-tech spin-offs in the Nordic countries: Not exactly a growth sector In a modest building between Fremtidsvej and Venlighedsvej ("Future Street" and "Friendliness Street") in Hørsholm, north of Copenhagen, the firm of Maridan with its staff of 20 is busy putting together the next generation of unmanned submarines which will inspect the many thousands of kilometres of piping and cables snaking across the sea bed. High technology start-ups might not be quite the economic powerhouse that enthusiasts suppose. One of the assumptions behind the research project "High-tech spin-offs in the Nordic countries" was that such companies make a substantial contribution to innovation and wealth creation in the commercial sector. But the analysis - probably the first of its kind in the world - shows that the impact of such activities is marginal at best. "The analysis shows that it is unrealistic to see high-tech spin-offs as the saviour of the Nordic economies", says project leader Svein Olav Nås of the STEP Centre for innovation research. "Rather, we should talk about a slow process of change. It is also noteworthy that most start-ups are small units and that it is often the 'odd ones out' that succeed - that is to say, the type of enterprise not always so obvious in traditional statistics." It is the comprehensive Nordic network of public registries that has made this study possible. The research project has used, i.a., company and employment registers for the period 1995-2001 to identify spin-offs and other relevant changes in the businesses concerned. 10 nordicinnovation

Spin-offs account for only about one per cent of the companies; limiting the analysis to the high technology sector, the number of spin-offs in Sweden is about 300 annually, and 100-200 in the other countries. The number of jobs created in each spin-off company is, on average, low. Also of some relevance are start-ups resulting from scientific collaboration: about 300 annually in Sweden and 50-100 in the other countries. Criteria for identification as a high-technology spin-off: A new business or a new venture. Minimum two employees from the parent company. Those who start the new company must be less than 50% of the employees in the parent company The parent company survives (with at least one employee) Established in a high-technology sector. Spin-off from a high-technology sector. Spin-off from the scientific/research sector. It is worth noting that 80-90 per cent of all spin-offs in the Nordic countries come from traditional businesses that are not high technology. Even if the study shows that the direct effects of high-technology start-ups are limited, Nås maintains that such spin-offs can be effective over time in bringing advanced knowledge into new companies and business areas. Seminar: Repair and Maintenance of Concrete Structures Nordic Sewer System Inspection Manual The Nordic Sewer System Inspection Manual is almost finished. The manual can and will be used by all municipalities and CCTV-contractors in the coming years. The Nordic Sewer System Inspection Manual is based on a CEN-standard that has been published in all European countries in May 2003, and is now adjusted to Scandinavian tradition. The manual will be available in English from April 2004 and will then be tested in the different countries. After completed tests, the manual will be translated into Nordic languages. The site is focusing on laser materials. An increasing number of members and people involved in laser technology use the web page frequently. By exposing your business through www.norlas.com your business will be exposed to the industry, i.e. you will get new contacts and new customers. The web page is user controlled and you control your own input. Membership is free. The following project proposal were selected to complete a final project application. Campylobacter reduction on the slaughter line The aim of the project is to identify how to optimise the existing slaughter line of broilers to obtain the maximum reduction of Campylobacter on the chicken carcasses. A molecular safety approach for Campylobacter In this project we aim to use nucleic acid-based tools for accurate enumeration of virulent Campylobacter spacies in foods, as well as to develop novel molecular tools for improved understanding of virulence characteristics of campylobacter. Risk factors for Campylobacter in broiler flocks The aim of the project is to identify major risk factors for the occurrence of Campylobacter in broiler flocks in the Nordic countries. Risk analysis of multilayer food packaging The aim of the project are to provide scientific evidence, which support a simplified and adequate analytical industry documentation for multilayer plastic, which is satisfactory to the enforcement authorities. Acrylamide Precursors; Limiting substrates and in vivo effects The overall aim of the project is to further strengthen the Nordic position in the research area of acrylamide by linking already high level competence and to support the Nordic food industry in its efforts to provide safe products of high quality. Contamination risk assessment of aquaculture products The aims of the project are to identify the hazards associated with aquaculture products from farm to fork and characterise the risk(s) with respect to human health and well being, to develop a user-friendly quantitative risk assessment tool. Company risk assessment. Decision support for microbiological hazards The objectives are to develop a company quantitative risk assessment software based tool, enabling the food industry to perform microbial risk assessment for decisions about risk handling, based on relevant and substantial data. Traceability of the Meat-Chain - TraceMEAT The aim of the project is to improve food safety with better information handling procedures which will ultimately lead to precise traceability of selected foodstuffs. Analytical verification of traceability information The aims of the project are to develop methods suitable to be applied to validate traceability documentation and to confirm the authenticity of the product. Traceability in the Nordic Fish Sector The aims of the project are to develop, test and implement full traceability in three fish chains, starting from the primary producer to the end user.
