Innkomne spørsmål er besvart under: Spørsmål inn 18.02.2014 Spørsmål 1 : Vi ser at i bakgrunnsdokumentene er Sverige og Danmark nevnt som mulige land å sammenlikne seg med. Er det lagt noen føringer på hvor mange og hvilke land man tenker seg å sammenlikne med? Hva er estimert omfang av oppdraget? I Mercell ser det ut til å være angitt to forskjellige verdier i henholdsvis den norske og den engelske kunngjøringen. Hva legger dere i kravet om publikasjonsliste? Vil prosjektreferanser være relevant her, fra for eksempel økonomisk og finansiell analyse og strategi og organisasjonseffektivisering, eller er det kun faktiske publiserte rapporter/artikler? Hvor viktig vil kravet til publikasjoner være når konsulentenes kompetanse vurderes? Svar 1: Det er ikke lagt noen føringer på hvor mange land og hvilke land man tenker å sammenlikne seg med. Det er ikke angitt estimert omfang av oppdraget i utlysningen, men oppdraget er utlyst til en estimert verdi over EØS-terskelverdi. Både prosjektreferanse og publikasjoner som har relevans for oppdraget vil bli vektlagt. Krav til publikasjoner gjelder for virksomheten og ikke den enkelte konsulent. Den enkelte konsulents bakgrunn og kvalifikasjoner som er relevant for oppdraget bør uansett komme frem. Questions received 26.02.2014 Question 1: Is there information available on the funding resources for the Civil Aviation Authority in Norway (i.e. whether the funds draw from the government entirely or whether some of the revenues come from pilots/airlines/airports etc.). Answer 1: Question 2: Is there information available over time on the number and type of employees and other resources utilized by the Norwegian CAA. Answer 2:
Question 3: We would prefer to undertake such an analysis over time and preferably on an international comparative basis. Have you collected any information to date on other CAAs (such as Finland, Sweden and Spain for example)? Answer 3: No Question 4: Is there any historical information related to safety management systems and accidents statistics. Answer 4: Questions received 04.03.2014 1) GENERAL: Majority of required certificates and documents can be issued in Serbian only. Do you require official transcript in English (from certified court interpreter and translator) or you think that our official faculty translation of the documents would suffice? Answer 1: An official faculty translation should be sufficient. The deciding factor is our ability to determine that the necessary qualifications are met. 2) SPECIFIC (Tax Certificate): The offer is required to enclose Tax certificate, certificate of paid tax and national insurance employer contributions from the tax collector's office. Serbian Ministry of Finance Tax Administration issues certificate that a tax payer (legal entity) has fulfilled all the obligations (Taxes and VAT payments, legal, etc.), without specifically mentioning the sum of all payments. This is the document we have. On the other hand, our accounting service at the faculty could provide taxes on profit, salaries, etc. if necessary (there are a number of different taxes). Could we use this as a source? Answer 2: The purpose of the tax certificates and VAT certificate is to ensure that those who submit bids are current on their taxes. As such, a certificate of fulfilled obligations is sufficient. It is sufficient that you refer to a tax certificate issued by the authorities and there is no need to attach documents from their accounts service by faculty. 3) SPECIFIC (VAT Certificate): Although we have VAT certificate, our Tax Administration does not provide the info on VAT payments. Again, could our faculty accounting service be the source for this information? Answer 3: It is sufficient that you can deliver VAT certificate issued from their faculty accounting. See above too. 4) SPECIFIC (Annual Accounts): Do you require translation of the whole Financial report or just Annual figures (turnover, etc.)? Do you require this only for the last year or a couple of years? Again, we cannot provide external revision of the financial reports,
since we (University) are public company with our own accounting and financial department responsible for producing reports. Answer 4: It is sufficient to supply statements from last year. Since the university is a public company can you deliver the report issued from their own accounting and finance department. 5) SPECIFIC (Subcontractors and Third Parties): Since we will be acting as consortium leader, I suppose signed and stamped classical power of attorney declarations be sufficient to prove the commitments of consortium member. Please confirm if so, and advise accordingly otherwise. Answer 5: Power of attorney declarations are sufficient when valid. 6) SPECIFIC (Submission of the Offer): a. Should we submit both the original (or certified copy of the original document) and translation document in paper form? Answer 6 a): Please submit only the english version of the documents. b. If the offer weight or size prevent us from using standard envelope, could we use a small package instead? Answer 6 b):, a small package is fine, as long as it is sealed. c. In tender documentation is stated that: The offer is not to be bound or pinned in any way and is not to be inserted in lever-arch files with dividers or in plastic sleeves or similar. Does this mean that we should only organize and order papers (Offer documentation) according to the structure provided (Numbered 1 to 10) without any bounding of papers (eg without using staples or paperclips)? Please advise. Answer 6 c):, the offer shall be organized according to the structure provided (Numberes 1 to 10) those specified in the tender document. One copy of the offer is to be delivered. The offer is not to be bound or pinned in any way and is not to be inserted in lever-arch files with dividers or in plastic sleeves or similar. One copy of the offer is to also be submitted electronically on a CD-rom or memory stick. 7) If I understood correctly, all the formal requests (HSE, financial certificates, etc) shall be provided by consortium leader only, and NOT by other consortium members? Please confirm. Answer 7: Only be provided by consortium leader.
8) SPECIFIC (Agreement): Do we send only first page of the signed Agreement or we should print and add the rest of the agreement to the first page? I am asking this to save paper and space in envelope since there are no fields to be filled in except on the first page. Answer 8: It is sufficient to sign the first page of the agreement. 9) SPECIFIC (Appendices): Should we used the appendices "templates" formally, or is it only necessary that all the appendices be included in the offer, not necessarily following the blank "forms" which are part of tender documentation? Answer 9: Please use provided templates for appendices. Spørsmål inn 05.03.2014 Spørsmål 1 : I krav til utforming av tilbud i Saksnr. 13/1521 står det i konkurransegrunnlaget at kapittel 10 skal inneholde utfylt og signert kontrakt. Vil ikke dette normalt sett gjøres ved en eventuell kontraktsinngåelse? Eller er det meningen at vi skal fylle ut og signere kontrakten og legge ved tilbudet? Svar 1: Leverandøren skal fylle ut og signere kontrakten som skal legges ved tilbudet. Spørsmål 2 : Kravene til hva som skal inkluderes i pristilbudet som det fremkommer av konkurransegrunnlaget er som følger: Ferdig utfylt prisskjema Antall timer og timepris pr. medarbeider på prosjektet Reisekostnader Øvrige kostnader Imidlertid er det spesifisert i spørsmål og svar at man ønsker at bilagene brukes, ikke egne oppsett.
