Europan Norge har gleden av å invitere Alta, Narvik og Skedsmo kommune til deltagelse i Europan 14. I dette dokumentet følger Europan Norges foreløpige tilbakemeldinger for videre arbeid med konkurransen. Vi ønsker dere en god sommer og ser fram til videre samarbeid! ALTA KOMMUNE Oppgave: Utvikling av Skiferkaia i Bossekop til flerfunksjonelt område. Forankring: Vedtak om deltakelse i formannskapet, 11.mai 2016. Finansiering: Kommunen garanterer for deltakeravgitt, men vil forsøke å hente inn ekstern støtte. Oppdrag til vinner: Bistå kommune med detaljregulering av området. Mulige byggeprosjekt. Alta kommune etterspør en visjon for utviklingen av Skiferkaia for å løfte bydelen, og byen for øvrig, i en bærekraftig retning og gi Bossekop sentrum en kobling til sjøen. Under tomteseminaret ble det fremmet forslag om å innlemme skråningen øst for foreslått tomteavgrensning i tomten. Det er et ønske å tenke en blanding av gammelt og nytt og en funksjonsmix som inkluderer småskala produksjon/industri, kunst- og kultur, bolig og fellesfunksjoner. Alta har allerede en eksisterende sterk entreprenørkultur og et mangefasettert næringsliv. Dette bør inkluderes i videre arbeid. Det bør også vurderes i hvor stor grad deltagerne selv kan foreslå programmering for tomten. Her er det muligheter for å gjøre store oppdagelser. Det vil være viktig for deltagerne å forstå konteksten med Altas fire sentra og allerede eksisterende aktiviteter/program her for å utvikle riktig strategi for tomten. Europan Norge ønsker også å peke på at oppdragsbeskrivelsen med fordel kan bli mer ambisiøs muligens med et pilotprosjekt på Skiferkaia i samarbeid med Altas byggenæring. There is an ongoing planning CATEGORY: urbanism and architecture CITY STRATEGY TEAM COMPOSITION: urbanist, landscape architect and architect Alta eyes the potential to transform the harbor at Bossekop, Skiferkaia, process that intends to develop Bossekop as a mixed use local centre LOCATION: Bossekop, Alta, Norway POPULATION: 20 000 STRATEGIC SITE: ca. 37 ha PROJECT SITE: ca. 7 ha SITE PROPOSED BY: The Municipality of Alta OWNER(S) OF THE SITE: Alta Skiferlag, the Municipality of Alta COMMISION AFTER COMPETITION: planning commission into a mixed use area with a particular focus on urban integrated production. The site can be a tool to reconnect Alta with the seafront. The site functions today as shipping port for the slate industry, the storage facilities on the harbour will gradually be relocated elsewhere within the municipality. Development along the sealine is already underway south and north of the site. Alta is a city in growth and has a strong entrepreneurial culture. The municipality has a widespread urban pattern with four detached nodes, wherein Bossekop is one of them. The others are «City» (the main node), Elvebakken next to the airport and a fourth where the town hall is located. «City», Elvebakken and Bos- which includes small scale production/industry, art and culture. There is already an emergence of culture activities in Bossekop, specifically linked to start-ups, and a Culture Centre with focus on social inclusion and public health. Bossekop has a mixture of commerce, industry and residential areas.the municipality has three overall goals for Bossekop: 1) Making a sustainable development and co-location of different purposes on the same site. 2)Making a clear and functional connection between the center and the sea. 3) Combining existing buildings, functions and operations with new programs that together forms the area.

At Skiferkaia there is a shipping port located south on the site, and several areas dedicated for slate storage. The buildings on the site are offices and production facilities connected to the slate industry. There is also a hardware store here. Most of the ground in the Europan site is constructed quay, except the ground in the north-east which has a natural shoreline/beach. North-east of the site there is a residential care center for youths. Both north and south of the site, new residential buildings are planned to be built. HOW CAN THE SITE CONTRIBUTE TO THE PRODUCTIVE Bossekop at large more vibrant and sustainable. Part of the challenge is to recognize the position of the site and Bossekop in Alta. In order to CITY? The Europan site, Skiferkaia, has had a great importance in forming the position of Bossekop in Alta. Historically the harbor was an infrastructural node, as transportation to Bossekop was sea-based. Today the city center has it orientation towards the highway, E6. The current activity on the quay reduces the public use of the seafront for recreational purposes. Consequently, it s segregated from the city. The Municipality has a goal to develop a vision for the Europan site to become a more attractive place, where economic and social development and environmental protection interact and reinforce each other. The transformation aims to make the seafront more accessible to the public, and to make develop a strategy that fits for the Europan site, it will be necessary to understand the programs and the activities in the three other centers and how Alta can work as a whole. The goal of Alta is to turn Bossekop into a laboratory for new urban production and public life.
