4 FORORD Statistisk Sentralbyrå legger i denne publikasjonen fram statistikken over utdanning som er aysluttet i skoleåret Statistikken ble forste gang utarbeidd for. halvår 97. Tabellene gir opplysninger om personer som har deltatt i utdanningsaktiviteter av en minstevarighet på 300 undervisningstimer. Statistikken over utdanning som er aysluttet i skoleåret 9773, er i hovedsak utarbeidd etter de samme prinsipper som for 977. Utdanningene er imidlertid for forste gang gruppert etter art i samsvar med den ajourforte utgaven av Standard for utdanningsgruppering, som ble gitt ut i 973. I serien Norges offisielle statistikk, NOS, Utdanningsstatistikk, gir Statistisk Sentralbyrå ut publikasjonene: Grunnskoler, FolkehOgskolar, realskolar og gymnas, Fag og yrkesskoler, Universiteter og vitenskapelige hogskoler og Vaksenopplæring og folkeopplysning. 5 PREFACE This publication contains statistics on education finished during the school year The statistics on finished education were initially published for the first half of 97. The tables provide information about pupils who participated in educational activities with a duration of at least 300 hours. The statistics on finished education during the school year 9773 follow almost the same principles as the statistics for 977. Classification of education by type is however for the first time made in accordance with the updated version of the Norwegian Standard Classification of Education, published in 973. The Central Bureau of Statistics also issues these publications in the serial Educational Statistics: Primary Schools, Folk High Schools and Secondary Schools, Vocational Schools and Colleges, Universities, Adult Education and Popular Education. 8 7 PRINSIPPER OG DEFINISJONER Omfang Statistikken over aysluttet utdanning er ment a skulle omfatte alle personer (elever og privatister) som har deltatt i en aysluttet utdanningsaktivitet av en normal varighet på minst 300 undervisningstimer pr. år. Unntatt er utdanninger på førskole og barneskolenivå. Statistikken ble forste gang utarbeidd for. halvår 97. Tallene i denne publikasjonen gjelder skoleåret Utdanninger avsluttet ved Forsvarets skoler er ennå ikke kommet med i statistikken. Statistikken kan også være ufullstendig som folge av svikt i innrapporteringen av elever med avbrudd. Denne mangel skyldes i forste rekke at statistikken i noen grad bygger på materiale innsamlet for administrative formal. Slikt materiale gir ikke alltid fullstendige opplysninger om utdanningsavbrudd. Dette er således tilfellet for det materialet Byrået får utlånt fra Gymnasrådet over aysluttet realskole og gymnasutdanning. For disse sentrale utdanninger er elever som avbrot skolegangen for oppmeldingen til avgangseksamen, ikke tatt med i statistikken. Tallene for aysluttet universitetsutdanning omfatter ikke studenter som avbrot studiene for eksamen. Utdanninger av lengre varighet som er bygd opp med deleksamener, kan tenkes spesifisert som flere delutdanninger. Slik oppdeling er i statistikken foretatt bare i de tilfelle da det utstedes vitnemål om bestått deleksamen eller hvor det på annen mate er klart at delutdanningen er ment også å skulle representere et selvstendig kompetansegivende utdanningstilbud. Av studenter ved universitetene (medregnet vitenskapelige hogskoler) har en i statistikken telt med dem som var oppe til: ) eksamener som gir en akademisk grad (hogskoleeksamen, embetseksamen, magistergradseksamen, lisensiatgrad eller doktorgrad), ) grunnfags, mellomfags eller hovedfagseksamener, 3) examen philosophicum. Studenter som har vært oppe til emneeksamener i realfag, avsnitts og avdelingseksamener er således som hovedregel ikke regnet med i statistikken over aysluttet utdanning. Etter det opplegg som er valgt, vil en person kunne bli registrert to eller flere ganger i tabellene. Dette vil normalt være tilfelle når vedkommende har aysluttet flere utdanningsaktiviteter i samme statistikkperiode. Et problem av et annet slag har vi når en og samme eksamen representerer sluttstenen i to spesifiserte utdanningsaktiviteter. Dette kan for eksempel inntreffe når en student går opp til hovedfagseksamen i norsk. Som regel vil han da samtidig ayslutte en cand.philo.utdanning. Når en grunnfags eller mellomfagseksamen fullføres som siste eksamen i en cand.mag.utdanning, foreligger samme mulighet for dobbelttelling. Dobbelttellinger av dette slag er det foretatt korreksjoner for. Deleksamener tatt i samme skoleåret som hovedeksamen, er således ikke telt med i tabellene. Kjennemerker Telleenhetene personer som aysluttet en utdanningsaktivitet her i landet i skoleåret 9773 er i tabellene karakterisert ved disse kjennemerker: kjønn, alder, utdanningens art, utfall, utdanningsinstitusjon, skolefylke, voksenopplæring, heltids eller deltidsutdanning, kursplaner og karakterer. Alder er i tabellene regnet i fylte år pr.. januar 973. acinainmssart... Utdanningsaktivitetene er avgrenset og gruppert etter utdanningsgruppe, faggruppe, fagfelt og utdanningsnivå i samsvar med de regler som er trukket opp i Standard for utdanningsgruppering i offentlig norsk statistikk (NUS). Standarden ble noe endret og ajourfort i 973 og denne siste utgaven er brukt i statistikken over aysluttet utdanning fra og med skoleåret En stor del av de endringer som er foretatt i Standarden, har sin bakgrunn i gjennomforingen av 9årig obligatorisk skole. I førsteutgaven som blant annet skulle tjene som norm for klassifisering av utdanningsopplysningene i Folketellingen 970 gikk en således ut fra at grunnleggende fag og

9 8 yrkesutdanninger bygde på 8 års skolegang (folkeskole og framhaldsskole). I dag bygger denne utdanning på gjennomgått 9årig grunnskole, noe som har nodvendiggjort en omplassering av et stort antall fag og yrkesutdanninger. Prinsippene for og strukturen i standardens oppbygging er uendret fra forsteutgaven. På grunn av en sterk Oking i tallet på utdanningsaktiviteter på gymnasnivå, har en imidlertid av plassomsyn funnet å ville dele dette utdanningsnivå i to: 3. Utdanning på gymnasnivå I 4. Utdanning på gymnasnivå II Standarden har nå ialt 9 utdanningsnivåer, med tillegg av en hovedgruppe for "uoppgitt utdanning". Inndelingen i nivå eller hovedgrupper er foretatt på denne mate: 0. Ingen utdanning og utdanning på forskolenivå (utdanning for 6åringer og mindre barn). Utdanning på barneskolenivå (6 år, forskoleutdanning ikke medregnet). Utdanning på ungdomsskolenivå (79 år) 3. Utdanning på gymnasnivå I (0 år) 4. Utdanning på gymnasnivå II ( år) 5. Utdanning på universitets og hogskolenivå I (34 år) 6. Utdanning på universitets og hogskolenivå II (56 år) 7. Utdanning på universitets og hogskolenivå III (78 år) 8. Utdanning på forskernivå (over 8 år) 9. Uoppgitt utdanning Utfall. Kjennemerket kan anta verdiene avbrutt, ikke fullfort eller fullfort. En person regnes å ha fullfort en utdanningsaktivitet når skolen har utstedt vitnemål eller på annen måte har godtgjort at han eller hun har oppfylt de krav som stilles for gjennomforing av vedkommende utdanning. Under ikke fullfort har en gruppert elever og privatister som stryker til eksamen, som må gå opp til ny eller utsatt prove eller som trekker seg under eksamen. Elever som slutter for eksamen eller som avbryter sin deltaking i en utdanningsaktivitet for de oppsatte minstekrav til deltaking i undervisningen er oppfylt, er gruppert under avbrutt. Utdanningsinstitusjon. Ved grupperingen av elevene etter arten av den utdanningsinstitusjon disse har vært knyttet til, nyttes den inndeling av utdanningsinstitusjonene som er fastlagt i Norsk standard for næringsgruppering. Voksenopplæring. I statistikken er bare utdanningsaktiviteter som helt eller delvis er finansiert ved offentlige bevilgninger til voksenopplæringsformål, regnet som voksenopplæring. Heltids eller deltidsutdanning. Heltidsutdanninger er utdanningsaktiviteter som forutsetter at elevene er ikkeyrkesaktive eller bare delvis yrkesaktive, mens deltidsutdanninger er slike som fullt yrkesaktive kan delta i. I tvilstilfelle regner en i statistikken utdanningsaktiviteter med mindre enn 8 undervisningstimer pr. uke som deltidsutdanninger, mens utdanningstilbud på 8 timer eller mer pr. uke blir regnet som heltidsutdanninger. Kursplaner. I grunnskolens 8. og 9. klasse ble det i 9773 undervist etter forskjellige kursplaner i fagene norsk, engelsk, matematikk og tysk. Elevene valgte mellom tre kursplaner (plan, plan og plan 3) i norsk, engelsk og matematikk foruten en plan A for hjelpeundervisning. Plan 3 er den mest krevende kursplan. I tysk som er et valgfritt fag, er det to kursplaner (plan og plan ).

10 9 PRINCIPLES AND DEFINITIONS Coverage It is intended that the statistics on finished education shall comprise all persons (regular students and "privatists", i.e. persons who present themselves for an examination after having been educated privately or having attended a nonrecognized school) who have taken part in a completed educational activity of the normal minimum duration of at least 300 lessons a year, excepting education preceding the first and at the first level. The statistics on finished education were first time compiled for the first six months of 97. The tables in this publication relate to educational activities completed during the school year Courses of training completed at military training establishments have until now not been included in the figures. Another major source of incompleteness results from failure to report all cases of students who drop out. An instance of this is the material supplied by the Gymnasium Council relating to courses of education completed at secondary modern schools and gymnasiums: in the figures applicable to these important sectors pupils who left school before sitting for their final examination are not included. The figures relating to completed courses of study at university do not include students who dropped out before taking their examinations. It is possible that longterm studies based on intermediate examinations will be broken down into sectionalized courses. In this publication such a breakdown has been undertaken only in cases where certificates or diplomas are awarded for intermediate examinations passed and where it is apparent for other reasons that the sectionalized course concerned constitutes a qualifying study in its own right. Students attending universities have in these statistics been included when taking: ) examinations qualifying for a degree (university college examination, final university examination, or doctoral degree), ) examinations in a subsidiary, minor, or major course, 3) examen philosophicum. This means that in general students who have sat for examinations in single scientific subjects (including mathematics) and for examinations that are a part of a more comprehensive course of study are not included in the statistics on completed education. Characteristics The statistical units persons who finished an educational activity in Norway during the school year 9773 have in the tables been broken down according to the following characteristics: sex, age, type of education or training, result, educational institution, school county, adult education, fullor parttime education, curriculum, and mark/grading. Age is in the tables that attained as of January 973. Type of education. Educational activities are defined and classified in accordance with the rules laid down in the Norwegian Standard Classification of Education. The Standard was updated in 973 and this last edition is taken into use in the statistics of finished education from the school year Many of the changes which have been made are due to the implementation of the 9year compulsory school. In the first edition which was also to serve as a norm for classifying educational information in the 970 Census of Population it was thus assumed that basic vocational and technical education was based on 8 years' schooling (primary school and primary continuation school). Today, this education is based on the completion of the 9year compulsory school, necessitating the repositioning of a. sizable number of vocational and technical educations. The principles for and the structure of the Standard remain the same as in the first edition. Because of the sharp increase in the number of educational activities at the second level, second stage,

11 0 and because of restriction imposed by the coding system, it was decided to subdivide this educational level: 3. Education at the second level, second stage I 4. Education at the second level, second stage II The Standard is now drawn up with 9 educational levels, supplemented by a main group for "education at an unknown level". The classification by level or main groups is made in the following manner: 0. No education and education preceding the first level (education for 6years old and smaller children). Education at the first level (6 years, preschool education not included). Education at the second level, first stage (79 years) 3. Education at the second level, second stage I (0 years) 4. Education at the second level, second stage II ( years) 5. Education at the third level, first stage I (34 years) 6. Education at the third level, first stage II (56 years) 7. Education at the third level, second stage I (78 years) 8. Education at the third level, second stage II (over 8 years) 9. Education at an unknown level Result. The criterion may be any one of the following: Schooling not completed, examination not passed, or completed. A person is considered to have completed an educational activity if the institution concerned has issued a diploma or otherwise certified that he or she has satisfied the requirements laid down for the course in question. Under Examination not passed have been classed regular students and "privatists" who failed their examination, who had to sit again in single subjects or were allowed to sit later, or who withdrew while the examination was in progress. Students who withdrew before sitting for their examination or who ceased to participate in an educational activity before 'satisfying the minimum requirements laid down for participation in such an activity, are counted as Schooling not completed. Educational institution. In classifying students by the type of educational establishment at which they were enrolled, the system adopted in the Norwegian Standard Industrial Classification has been followed. Adult education. In the statistics only educational activities wholly or partly financed from public funds made available for adult education have been counted as adult education. Fulltime or parttime education. Fulltime education comprises educational activities which presuppose that students are not gainfully employed or are only partly so employed, while parttime activities are those in which persons in full employment can engage. In doubtful cases, for the purpose of the statistics educational activities involving less than 8 lessons a week are classed as parttime education, while those involving 8 lessons or more a week are classed as fulltime education.
