2 Targets of Art. 8 EPBD Target of Art. 8 is regular maintenance / a proper operation of boilers from 3 point of views : - environmental - safety - energy providence of independent assessment for cost-effective replacement Art. 8 does not demand that the inspections cover energetic issues - The mentioning of environmental and safety aspects indicates,, that different kinds of regular inspections (e.g. for fire-safety issues) meet the target of Art. 8 The inspections should lead to proper operation in-time replacemen

4 Role of the chimney-sweeper in Germany Legal basis: Chimney Sweepers Act (SchfG( SchfG) The Chimney Sweepers Act is the basis for the assignment of each district to a single District Master Chimney Sweeper (Bezirksschornsteinfegermeister( - BSM) defines the rights and duties of that person is the basis for a mandatory fee-table allows these persons additional jobs only to a certain degree. Chimney Sweepers Act has to be amended. In future regular competition for assignments of districts restriction of additional jobs will probably be cancelled for the e possibility to issue energy certificates

5 Rights and duties of master chimney sweeper he is responsible for a district for a certain time he is in possession of a small business tasks and prices are regulated by regional ordinances ordinances for cleaning and checking (KÜO) ordinance of costs for cleaning and checking (KÜGO) requirements to get a district: 3 years of education chimney sweep examination in the past at least 3 years of working as a chimney sweeper preparation for master chimney sweep examination master chimney sweep examination signing on an applicant list of the administrative district supervising is a task of the local government, the master of chimney sweeper has to document his work

6 Inspection of Boilers Regular in-situ inspection of boilers in Germany has been mandatory for more than 20 years due to the 1.BImSchV (federal ordinance on small and medium combustion plants) are especially measured: flue gas losses (liquid and gaseous fuels) soot and dust emissions (liquid and solid fuels) due to the KÜOs (regional ordinances for cleaning and checking) in addition most of the boilers are subject of regular inspections for the issue of fire-safety cost-efficiency is based on the use of synergetic effects: use of synergetic effects (combination of different tasks: safety, environment, energy) assignment of responsibility to one person

9 The German system partly exceeds the requirements of Art. 8 EPBD The inspections cover a larger range of boilers than required by Art. 8 The inspection periods are shorter than required by Art. 8 strict limits boilers with insufficient performance have to be taken out of service!

12 Inspection of heating systems One-off off-inspection of heating systems are not yet mandatory a cheap method for in-situ measurement of boiler sizing and overall system efficiency is not yet ready for the market but proper sizing of boilers has been mandatory since 1978 boilers installed before 1978 have to be taken out of service by end of 2006 Exceptions: - end of 2008, if burner is newly replaced (or comparable refurbishment) - owner-occupied occupied single- or two-family family-buildings: duty gets into force with the 1 st change of owner - condensing and low temperature boilers requirement is enforced by inspections in most of the Länder Länder

13 Option A or Option B? With regular inspection of boilers Germany already exceeds the requirements of Art. 8 Option A Only the one-off off inspection of heating systems is not mandatory in the terms of the EPBD Some other sufficient requirements ensure, that the target of Art. 8 is reached In addition, the replacement of old boilers has been funded for many years by the public as well as by the gas suppliers Although the system is nearly in line with Option A, Germany considers to declare the whole approach formally as an Option B The whole system has been subject to detailed statistics since 1982
