Manuelle kontra automatiske bomstasjoner (trafikksikkerhet, økonomi, etc) Innlegg ved Kristian Wærsted, Seksjon for trafikkforvaltning, Vegdirektoratet Bompengekonferansen i Trondheim 2010
Disposisjon av innlegget Status pr i dag Hvorfor automatiske bomstasjoner (AB) Spesielle utfordringer med AB Trafikksikkerhet Økonomi Andre momenter
Status pr i høst Nær 50 bompengeprosjekt i Norge Langt over 100 bomstasjoner Ca 15 bompengeprosjekt med AB 8 prosjekter i byer (hvorav 6 med AB)
Motoren for AB var bomstasjonen mellom Kanalbrua og Mammutkrysset i Tønsberg (tre trafikkstrømmer) Implementation of, conventional tolling was found to be difficult on the short road link between the bridge from Nøtterøy and a signalized junction. In order to have a toll plaza here, the only solution was to introduce open road tolling, initially as a test.
Low cost unattended toll plazas were introduced in Trondheim in 1991 EFC antenna Video cameras Low capacity coin machines Plaza computer and electronics
Disadvantages with coin machines (land cost, handling coins, technical failures, cost of maintenance, sabotage, robberies, user problems, lack of capacity, inconvenient in winter conditions etc) spoke in favour of a new solution..
Open Road Tolling (ORT) was implemented in Tønsberg and Bergen in February 2004 Tønsberg Bergen

How to pay in an open road tolling system 1. With an AutoPASS contract and tag (ETC) 2. Invoice by mail to the owner of the vehicle (within 1-3 months after the first passing) * 3. Payment to the attendant at a service station 4. Payment via www.autopass.no (Internet or Visitors Payment via Credit card) 5. SMS (Oslo and Bærum only) * Not recommended for foreigners
Open road tolling challenges Drivers have a right to be offered to pay cash in accordance with the Norwegian Act of finance Trips may be paid with cash at certain petrol stations ( service stations ) within three workdays How to inform uninformed drivers Privacy AutoPASS contracts with no saving of passing informations are offered Foreign vehicles ): EPC in London
How to inform uninformed drivers about open road tolling Advertisments (local newspapers etc.) Brochures (households, ferries etc.) News in TV etc. (+ listening to friends etc.) Autopass.no 02012 TRAFFIC SIGNS (Information boards included) Service stations

Open Road Tolling (ORT) in Norway - pros and cons: Easy to implement on the spot + lower installation costs Better traffic safety, reduced delays, environmental benefits included aestethics (most important in urban environments) Lower operation costs (?) Loss of income (foreign vehicles, unreadable video pictures) + delayed payment for unequipped drivers The need for a distributed info and service network Privacy Inconveniance to some of the drivers (?) State of the art: After six and a half years of experiences and evaluation of ORT in Norway, most new toll plazas will now be built as ORT, and many of our more traditional toll plazas will be changed to ORT.
Toll plaza no.11 on E6 north was the largest in Oslo. It had 3+1 AutoPASS lanes (and got one more 2/2-08 when the attended payment lanes were closed)
The new ORT plaza layout in Oslo (E6 from NE and Ringroad 3 driving Eastwards) and on a minor road in Bærum Due to the need for a feedback signal adjacent to the lane, no plaza will have more than two payment lanes in parallell without an island in between.
Takk for oppmerksomheten!
