3 About The Pennsylvania State Association of Boroughs (PSAB) is a statewide, non-partisan, non-profit organization dedicated to serving 957 borough governments. Since 1911, PSAB has represented the interests of boroughs and helped to shape the laws that laid their foundation. The Association improves and assists local governments through legislative advocacy, research, education, and other services. With more than 2.6 million Pennsylvanians residing in borough communities, our members strive to deliver quality leadership and service to citizens across the Commonwealth. Today, boroughs represent 37.5 percent of all municipal governments in the Commonwealth. An average of 15 boroughs exists per county and nearly 25 percent of the state s population resides in these communities. PSAB s primary objectives are to provide legislative and regulatory representation at both the state and federal levels; to promote constructive and cooperative relationships among boroughs and between PSAB and other levels of government; to deliver training and technical assistance to borough officials; and to provide cost effective programs and services. 4 From the President President s Message I ve had the privilege and honor of serving as the president of the Pennsylvania State Association of Boroughs (PSAB) since I was sworn into office at the 2015 Annual Conference in Lancaster. Since then, I ve been traveling throughout the state to County Boroughs Associations meetings, borough anniversary celebrations, and other milestones to learn more about our member communities. Like you, municipal public service has been an important and inspirational part of my life. To me, the most important part of being an effective public servant is using the resources in my community and at PSAB to my benefit. PSAB serves as a resource by providing education, research, advocacy, group programs, and other services to help you do your job most effectively. In your communities, be sure to connect to local resources such as the library, fire department, civic clubs, Main Street Program, Chamber of Commerce, businesses, and most importantly your residents. By using our resources, we can help each other be better leaders. Each decision we make affects our borough s future. But to do so, we must be prepared to lead. As you read this, I hope you learn something new about what PSAB can offer. Also, be sure to read the Borough News Magazine and visit to stay up-to-date on an ongoing basis. From one public official to another, thank you for choosing a life in public service. And, thank you for trusting in me to lead the Pennsylvania State Association of Boroughs. 5 From the Executive Director Thank you for your commitment to public service and for your involvement with the Pennsylvania State Association of Boroughs (PSAB). Since 1911, PSAB has existed to support Pennsylvania s 957 boroughs through legislative advocacy, research, education, and other services. You can read more about some of these accomplishments in this report. While some issues facing local governments remain the same, emerging issues have come to the forefront. Every borough official faces the challenge of providing vital services to his or her community while operating within budget limits. Further, technological changes, regionalization, partnerships, and an aging demographic must all be anticipated. Like you, the Association has had to evolve over the years to meet the needs of our membership. The PSAB Board of Directors recently approved a Strategic Action Plan that emphasizes several fundamental goals that will benefit our borough communities. These goals are to: Deliver core services to boroughs and promote combined purchasing arrangements. Foster unity of borough officials around the Commonwealth by emphasizing the importance of civic responsibility and effective leadership on the local level. Advocate and support favorable policy measures on behalf of the boroughs of Pennsylvania. Provide quality education and training tools that will support the membership. Deliver updated research and information resources. Strategically partner with affiliate organizations and collaborate on issues pertinent to boroughs. I hope you have had the opportunity to take advantage of the training, conferences, programs, and research assistance available through our Association. 9 Inside Pennsylvania Boroughs Inside Pennsylvania Boroughs is a public affairs television program that focuses on issues in our borough communities. The Pennsylvania State Association of Boroughs (PSAB) created the show to stay connected with our membership throughout the state and to educate the public on issues impacting local government. In 2015, Inside Pennsylvania Boroughs featured six shows on the issues of blight; fire safety; municipal policing; the drug epidemic; colleges and communities; and disaster recovery. 10 Advocacy and Lobbying Advocacy and Lobbying Since 1911, the Pennsylvania State Association of Boroughs (PSAB) has served as the advocate for Pennsylvania s boroughs. Through past advocacy efforts, PSAB has helped to enact a modernized Borough Code; achieved success with prevailing wage rates on road and construction projects; helped to secure a $2.3 billion Transportation Plan; and sought relief for unfunded mandates. These priorities happened, in part, because you made your voices heard about what your needs are in your boroughs. Legislative advocacy doesn t start in Harrisburg. It starts with you in your community. And, your borough or County Boroughs Association can submit a resolution to be considered at the Annual Conference each year. That resolution commits the resources of PSAB s Government Affairs Department to work with you in advocating for your interests. Over the past year, PSAB has represented your interests as it has helped to: Support a comprehensive update to PA s 911 emergency communications law. PSAB also has a seat on the new 911 Advisory Board. Enact a law that would require insurance companies to send payment directly to ambulance companies, which was based on a long-standing PSAB resolution. Expand the Housing Trust Fund the PA Housing Affordability and Rehabilitation Enhancement Fund (PHARE). Advance a bill (HB 1419) that would allow for the optional elimination of the elected tax collector. Give boroughs the tools to fight blight. PSAB supported a series of bills including Act 34 of 2015 that will give local governments the ability to increase fines and penalties for the criminal offense of Municipal Housing Code Avoidance. Author and pass a bill (HB 1394) that would allow borough communities to develop resources to comply with federal stormwater mandates. 10

11 Educate lawmakers about the adverse impacts of a proposed bill (HB 809) that would restrict local governments from regulating off campus student housing. Block a federal Environmental Protection Agency (EPA) rule change that would have stopped, delayed, or increased the costs of public projects and made managing public infrastructure more difficult. Advise lawmakers on how the Act 46 Firefighter Cancer Presumption could be amended to be guaranteed to volunteer fire services, without bankrupting municipalities. Continue to seek much-need updates to the Right to Know Law that would ease burdens on local governments. Fight for passage of the federal highway transportation bill that will invest $9 billion into Pennsylvania s highways and bridges. Prevent the advancement of federal legislation that would have allowed larger trucks on our roadways. Enact Act 42 of 2015 which enables boroughs to appoint alternate members to their planning commissions. Protect volunteer fire company members by supporting a bill (HB 138) that establishes safety guidelines for soliciting donations on roadways. The measure is Act 57 of Continue the fight to enact legislation allowing local police officers the use of radar as a safety tool. Advocacy and Lobbying 11

22 PSAB Communications Communicating With Our Members In 2015, the Pennsylvania State Association of Boroughs (PSAB) made significant changes with how we communicate with you. The Borough News magazine, website, and digital communications are part of an evolving strategy to get you the information you need in a timelier manner. This year, PSAB redesigned the Borough News magazine that, in addition to a visual redesign, focuses on more in-depth content and emerging issues, borough highlights, state agency news, and legislative issues. We want to ensure we are meeting your needs as a borough official. PSAB continues to make significant upgrades to our website, org. Be sure to visit the website for grant opportunities; Membership Directory; Budget Bulletin; sample ordinances and resolutions; a searchable Borough Code; borough spotlights; information on the County Boroughs Associations; and to register for training classes and conferences. Here, you can also sign up for alerts. The website also now includes an online calendar of events, training, grant deadlines, and other important deadlines. Technology has changed and so has our Association. That s why PSAB moved the Borough Discussion Group to an online forum on LinkedIn. Here, you can connect with other officials from around the state and find out how other boroughs are handling issues in their communities. PSAB also provides your borough with a planning calendar of important dates and monthly electronic blasts to keep you updated. 22

23 Research Services The Pennsylvania State Association of Boroughs (PSAB) Research Department is here to serve the 10,000 borough officials across the state. If you have questions about the Borough Code, budgeting, the Sunshine Act, the Right to Know Law, or non-legal answers to employee issues, we can help. In 2015, the Research Department provided an extensive written revision to the Department of Community Development s Borough Council Handbook. In addition to the Borough Code, the Borough Council Handbook serves as a comprehensive governing resource for elected officials. The Research Department also authors the monthly Questions and Answers column in the Borough News magazine which features commonly-asked questions from elected and appointed officials. In tandem with the Training and Professional Development Department, extensive updates were made to the 2016 Budget Bulletin, an online document to help administrators and officials with their municipal budget preparation and operation. PSAB realizes that a borough s operating budget is the single most important work product that serves a number of purposes it allocates money between departments; authorizes expenses; and projects spending. And, in order to assist borough officials through the reorganization process, this department expanded tips and information for borough officials on the biennial reorganization process, and began a how to series on Visit the Research section of for more information on the Borough Code; sample ordinances and resolutions; governing resources; state agency information; and more. 24 PSAB Training and Professional Development Training & Professional Development Education is a core component of public service. Since issues and laws are constantly changing, training is critical in order to stay on top of these evolving and emerging issues. In 2015, the PSAB Training and Professional Development Department educated nearly 3,000 municipal officials through community classroom training sessions and webinars. Over the past decade, PSAB has trained more than 27,000 municipal officials. Classroom training sessions included grant writing, managing a professional police department, municipal administrators training, public works management, and police civil service. Webinar topics included the Ethics Act, Right to Know Law, Duties of Council, employment and labor issues, parliamentary procedures, and many more. Visit under Training for a complete schedule of classes in PSAB also hosted the annual PA Municipal Legal Update which focuses on the best practices in the field of municipal law. This program addresses the needs of solicitors, attorneys, municipal administrators, elected officials and police and fire chiefs. PSAB also continues to expand the Certified Borough Officials (CBO) Program for elected or appointed officials. This professional development course focuses on leadership; intergovernmental cooperation; infrastructure management; municipal services; municipal personnel; and finance. Upon completion, participants receive a Certificate of Achievement at the PSAB Annual Conference. 24
