3 FOREWORD Many countries have their scenic routes, where the road forms the link between places with a topical content. Romantische Strasse in Germany, Route de Vin in France and the Whisky Trail in Scotland are all examples of these. I n Norway, motoring itself forms the attraction of the National Tourist Routes. Innovative and functional architecture, inspirational artworks and useful and interesting information embellish the experience. Our unique scenery and dispersed settlement, which have been made accessible through a comprehensive transportation network, give us an advantage that we need to use in the tough international competition to attract tourists. The targeted and long-term efforts devoted to the National Tourist Routes are making them such an instrument. In 2012, all the eighteen selected routes were given status as National Tourist Routes. This means that the tourist industry can make use of all these motoring experiences to inspire travellers to spend their holiday in Norway. We are halfway in completing the National Tourist Routes attraction, and are well underway with preparations for new and exciting expansions, with the Vøringsfossen waterfall as the largest element after the Trollstigen plateau was opened in In this document, the Tourist Route Section wishes to provide a glimpse of what the tourist route project has done and will be doing in 2012 and 21013, while looking ahead to 2014, 2017 and 2020 as milestones on the way to a completed attraction in 2023 plans and finances permitting. 5 My Norwegian detours Twenty years have passed since I first travelled by car through parts of the Norwegian countryside. At that time, I had decided to travel in the footsteps of Edvard Munch. By Staffan Bengtsson, journalist and author With a leisurely two weeks on my hands, I set out to visit places where I could find traces of this famous painter s life: places such as Åsgårdstrand and Kragerø. I recall that in Kragerø, some youngsters had started up a discotheque in some sort of garage, I believe, and named it after Munch s most famous painting, The Scream. It is 2012 now, and I have produced a documentary about the National Tourist Routes and showed it during Christmas on Swedish TV. It was the outcome of several years filming along the Norwegian tourist routes that have attracted such interest in various parts of the world, including in Sweden. Architecture. In the middle of nature. And vice versa: Nature in the middle of architecture. Vantage points and observation towers have been created throughout history a bit everywhere in the world. But like this, where Norwegians have set up a programme to include the entire country not just for the most thrilling, spectacular places as part of the tourist culture, this means that an enormous appreciation of nature is once again been liberated. We are reminded of how people in the mid-19th century travelled forth as the first outdoorsmen to learn how to interact with wilderness and the countryside in their leisure time, not only as herders and cultivators. Today, the National Tourist Routes provide us with a second chance to establish a sort of tenable interaction with nature. Architecture is the instrument that now should help us become proud travellers, wanderers filled with curiosity. «We should be like the Indians» the architect Jan Olav Jensen says to me, and expounds on his role as an architect. «We don t blast our way with dynamite, we tread carefully as Indians, and we should be able to dismantle our constructions from nature, if need be, without leaving a trace behind». This is a political idea. Which has been far from self-evident among architects and builders during the last century, and which ought to give certain social planners grounds for reflection. Architects such as Reiulf Ramstad and Carl- Viggo Hølmmebakk are on the same track when they describe their projects at Trollsigen and Sohlbergplassen. Nature sets the rules of the game, we as people/architects can only listen and learn, and take care of Nature s great gift. A project such as the National Tourist Routes encourages the slow aspects of travel, which includes not taking circumstances lightly. In essence, these are existential matters. Carl-Viggo Hølmebakk, the architect behind the Sohlbergplassen in the Rondane massif, is not blind to the challenges facing an architect: One comes up to a very concrete edge where the abyss opens, and one encounters a landscape, where one encounters oneself and one s own internal limits to its attraction. During my work and my travels, I have often felt this attraction. It dazzles and beckons, and it obviously invites architects, designers and engineers to outdo themselves over and over again, and it lures us there in our shiny vehicles to shout for the umpteenth time: - Wow! You did it again. 5

7 18 National Tourist Routes The National Tourist Routes are all about positive motoring experiences through unique Norwegian scenery. The goal is to provide travellers with a diversion from the main transport arteries. The National Tourist Routes are stretches where the harmonious interplay between the road and the unique landscape itself creates the experience along the way, no matter whether the trip is along deep fjords, by effervescent waterfalls, snow-capped peaks or coasts and the open sea. With a view to the strength and value of the National Tourist Routes as a national attraction, a renewed assessment of all the eighteen motoring routes was undertaken in 2011 and The Director of Roads then decided to merge the two stretches along the Helgeland coast and establish Hardangervidda as a separate route. The number of National Tourist Routes to be included in the project for the next decade remains 18. 9 Installations in 2012 and 2013 In June 2012, the tourism icon Trollstigen was opened in a dignified ceremony led by Magnhild Meltveit Kleppa, the Minister of Transport and Communications. A challenging construction work had been completed, after many years of collaboration between the project owner, the architect and contractors, and with assistance from a large number of skilled professionals. In 2012, the completion of three other tourist route installations could be also be celebrated. However, the tourist route project is also concerned with lending support to other initiatives that can provide the motorized traveller with impressions and high-quality services, and the results from this will emerge in The Trollstigen venture, along with a number of other tourist route installations characterized by innovative and functional architecture situated in the midst of spectacular scenery, has been awarded a plethora or prizes and awards. In 2012, Trollstigen was awarded the Norwegian Concrete Association s Concrete Tablet and was also nominated for the Construction Project of the Year and the Mies van der Rohe Award In 2012, the German architecture journal Topos awarded its 20th anniversary prize to the Norwegian Public Roads Administration, National Tourist Routes, for «the Government s active role as a promoter and user of architecture». 11 Artworks along the National Tourist Routes Like architecture, the artworks are intended to provide the stretches of road with content and value, enhancing impressions and creating surprises. The tourist route project envisages the installation of an artwork at a point along each route. Three of these are covered by Artscape Nordland. To date, four artworks have been realised. The two most recent were inaugurated in September 2012: «DEN» by Mark Dion, located along National Tourist Route Aurlandsfjellet, is about culture and its encounter with nature. The starting point for inviting Dion to undertake a project at Aurlandsfjellet was his characteristic artistic expression, which includes elements of biology, botany, archaeology and natural history. The art installation «Rock on Top of Another Rock» lies along National Tourist Route Valdresflye. Many of the artworks created by the duo Fischli & Weiss have a humorous and accessible side to them, but if you take your time they suggest complicated and existential issues. Steilneset Memorial in Vardø is located next to National Tourist Route Varanger and was opened in It is a cooperation between the architect Peter Zumthor and the artist Louise Bourgeois in memory of 91 victims of the witch-hunts in Finnmark during the 17th century. Liv Helene Willumsen has presented the 91 individual fates through reproductions of the old court documents beside a window for each person along a memorial hall that is 125 metres in length. A glass construction houses the artwork «The Damned, The Possessed, and The Beloved» an installation with mirrors encircling a burning chair. Photo Bjarne Riesto There are still roads that are not merely designed to get you to your destination as quickly as possible. National Tourist Routes are beautiful drives with that little bit extra. The routes are carefully selected by the Norwegian Public Roads Administration, and each route has its own history and character. Our job is to make sure the routes are adapted to travellers needs. We do so by building spectacular viewpoints with service buildings, car parks, furniture, paths and art. Bold, innovative architecture is a unique feature of the National Tourist Routes in Norway. Our work on the National Tourist Routes is a long-term project. We are currently working on both large and small building projects from Varanger in the north to Jæren in the south. 13 Information boards and Tourist Route signposts In 2012, a comprehensive effort was directed towards signposting all the 18 National Tourist Routes. In addition to roadside signs with the tourist route logo, travellers can find information about the tourist routes on boards and posters, in leaflets about each stretch and on the Internet. This work, initiated in 2012, will continue in 2013, so that all the routes will have signposts and boards of the same quality. The Tourist Route Section is preparing comprehensive plans for the signposting of the National Tourist Routes: Direction signs at intersections with followup distance indicators Sign at the start of each route with its name and logo The Tourist Route logo as a supplementary sign on priority-road signs and road numbering signs Advance notice and directions to touristroute-quality points of interest Signposting of other attractions and service enterprises In 2012, approximately 90 boards with pictures and text have been placed at selected points of interest. The boards show the location and content of the Tourist Routes on a map of Norway and on six different regional maps. Approximately 50 boards remain to be placed in The six regional boards cover the following National Tourist Routes: Varanger and Havøysund Senja, Andøya and Lofoten Helgelandskysten Atlanterhavsvegen, Geiranger-Trollstigen, Gaularfjellet, Aurlandsfjellet, Gamle Strynefjellsvegen, Sognefjellet, Valdresflye and Rondane Hardangervidda and Hardanger Ryfylke and Jæren In addition to these national and regional boards, a number of boards with information on particular subjects are prepared, often in collaboration with other actors. These communicate particular aspects of the points of interest, such as natural conditions, historic buildings and events etc. 13

15 Advanced-level pouring of concrete The first stage of construction at Steindalsfossen started in the autumn of According to plan, the information building, the service facilities and the car park will be completed in September As always when bold and innovative architecture is erected, skilled craftspeople are required. Since the inception of the tourist-route project in 1994, well over 100 installations have been implemented under the auspices of the National Tourist Routes. 17 The waterfalls of Hardanger sharing the expenses Ten major attractions of great value for Norwegian tourism are found along the National Tourist Routes. Three of the large attractions are well-known waterfalls in Hardanger: Vøringsfossen at the gateway to the majestic Måbødalen valley The romantic Steinsdalsfossen, where visitors can walk behind the falling water curtain Låtefossen with its characteristic forked streams These three waterfalls are well-frequented tourist destinations and are in need of major upgrades. The Norwegian Public Roads Administration has assumed responsibility for preparing plans that will meet the expectations of a discerning public. However, the planning, construction, operation, maintenance and administration of these attractions also require a committed effort by county and municipal administrations. The upgrading of these three waterfalls has been estimated to cost NOK 240 million. Hordaland County Administration, Hardanger County and the municipalities of Kvam, Eidfjord and Odda have committed to jointly raising NOK 80 million over a period of ten years. The Hardanger project is a prime example of regional and local community efforts to strengthen their industrial base. As a result of the regional and local contributions, work at Steindalsfossen started up in the autumn of According to plans, the first stage a new car park with information buildings and separate facilities will be completed in September The goal is for the second stage upgrading of the footpath with viewpoint, rest area and visual clearing will be completed for the 2014 season. 19 Rondane business development on the rise After five years with an official status as tourist route, business is thriving along the National Tourist Route Rondane largely due to the «The Blue Mountains» enterprise network. The tourist-route project was initiated by the central government, and is intended to encourage development of tourist-industry products in Norway s rural regions. The business community itself, however, must assume the responsibility for raising the quality of food, lodging, activities and events along the tourist routes. «In Rondane, cooperation and networking have been fundamental ever since the enterprise network was established in The network is made up of many small enterprises. When we succeed, it s because we cooperate, recommend each other and inspire each other» says Tommy Kristoffersen, Manager of the Folldal Mines Foundation. The enterprises have taken the time to get to know each other. «Specifically, this means that we have visited each other. All the enterprises have showcased themselves, and we taken study trips in Norway and abroad,» he says. Approximately 50 enterprises along the National Tourist Route Rondane and its adjacent roads have joined the network. Kristoffersen claims that the status as tourist route and the collaboration are now producing results. «Most of the enterprises have experienced growth. On our part, the number of visitors to Folldal Mines has grown over several years. While other tourist destinations are in decline, we see the opposite trend,» he adds. Ellen Marie Tangen and Hans Bondal run a dairy farm with goats at the Øverdalssetra lodge in Sollia, and have gradually expanded to arrange farm days and cultural events. The couple tells us that the Øverdalssetra lodge has seen a formidable increase in its number of visitors and in the summer of 2013, a new barn and a house for cheesemaking will be ready. «We receive an increasing stream of visitors because the other members in the network recommend us and tell people about us,» Tangen says. She confirms that the network and the road s official status as a tourist route without a doubt has had an effect on their decision to expand their activities. Ole Nordahl has served as board chairman since the network was established in He explains that the enterprise network has functioned as a regular organization through 2012, but that the network established a cooperative on 28 November «We did this to have a more formalized and committed membership organization,» he says. According to Nordahl, articles of association and the criteria for membership have been prepared, requiring the various enterprises to undergo hospitality training. He claims that in order to succeed, nobody must be afraid of competition. «Competition keeps us on our toes and encourages constant improvement. 21 National Tourist Routes in the media In 2012, a total of 2,504 articles on the National Tourist Routes were published in Norwegian media. This editorial publicity has an estimated value of close to NOK 65 million. In 2011, the corresponding publicity value amounted to somewhat more than NOK 26 million. Media coverage in 2012 focused on the opening of all the eighteen routes, architecture and art, prizes and awards, clearing of vistas, signposting, industry development and the travel experience offered by the National Tourist Routes. During 2012, foreign media made approximately 50 enquiries. The international press is interested in the innovative and uncommon use of architecture in the tourist route project, such as the journal Arkitekten in Denmark: «A massive effort in terms of finance and architectural policy has placed 18 stretches of Norwegian roads on the world map and shows that Norway is a heavy weight in the field of architecture as well as an attractive tourist destination». The Ministry of Foreign Affairs makes use of the National Tourist Routes in their efforts to promote Norway abroad. The tourist routes have now been included in the curriculum for the ministry s trainee programme. In 2012, Innovation Norway made full use of the National Tourist Routes in its marketing of Norway. The routes were presented to an international audience through the Norway Catalogue as well as through separate webpages at visitnorway.com. Nationally, the routes attracted massive attention through the See Norway campaign. The trips arranged by Innovation Norway and the Ministry of Foreign Affairs for the international press were also a key contribution to spreading knowledge about the National Tourist Routes. 22 Funding and progress The tourist route adventure was begun in 1993, after a recommendation from the Parliament to investigate the combination of roads and tourism. The Norwegian Public Roads Administration followed this up with a large tourism project in In 1998, the Parliament gave the green light to continuing the efforts to establish the National Tourist Routes. The project has since been followed up by the Norwegian Government and the Parliament through several generations of National Transport Plans, the annual state budgets for the Ministry of Transport and the tourism strategies Valuable experiences in 2007 and «Destination Norway» in The ten major attractions found along the National Tourist Routes are to a greater or lesser extent characterized by visual deterioration, wear and tear, insufficient facilitation, poor safety and less than optimal traffic conditions. Norwegian Public Roads Administration has therefore taken the initiative to carry out a thorough upgrade and quality improvement of these beacons of the Norwegian tourism industry. The costs of planning and implementation of the ten attractions have been estimated to be NOK 807 million. This is a cooperative venture funded by NOK 590 million from the National Tourist Routes budget and NOK 217 million from other public agencies. This programme is a major reason why the completion of the entire attraction National Tourist Routes is delayed with respect to the original plan. 26 New adventures «Look what I found!» said Cinderlad and picked up a dead magpie. Those who travel along Norwegian roads today can find even more. By Hans Geelmuyden, Cinderlad 26 Few things in Norway are owned as collectively as the road network, and few things arouse more engagement, discussion and anger. Better avalanche prevention, more central barriers and new undersea tunnels leading out to the most distant and wind-blown islet; this is Norwegian transport-policy debate in a nutshell. Norwegian roads are macadamising, transport routes and socio-economic profitability. With one exception: The National Tourist Routes. It is astounding that a public agency can bring about such a thing of beauty! Halfway through the project we can confirm that the National Tourist Routes are so much more than just another road project. They are a cultural experience. Its uncompromising devotion to quality makes this project elitist in nature. This is to my liking. At the same time, the National Tourist Routes combine culture and nature. This makes the project democratic. Because the best things in Norway are still for free. As such, this project is exemplary. We Norwegians may perhaps be introverted and prefer to stay in the barnyard, but once we are won over we fall in love easily. Some refuse and junk at the water s edge or a rickety house on a mountain plateau; there is safety in familiarity. The time has come to get out of the house and tell the new fairy tales. A mission to mobilize pride and a sense of ownership among the people of Norway. Give people something else to gossip about over the fence. It is really hard to create a captivating fairy tale about avalanche prevention, frost damage and road erosion. Norwegians love tales of adventure. We enjoy finding our way to a good story that we can share with our family and friends. On Facebook and Twitter, by all means. A story which is facilitated by the Norwegian Public Roads Administration, but experienced by all of us. A road project will never be able to evoke emotions in the same way as a cultural project does. And it is exactly here that the Norwegian Public Roads Administration has succeeded in creating adventure tale magic for all those who travel along Norway s roads. The story has already been told far beyond Norway s boundaries; now it will be retold and kept alive. The identity of the storyteller may be as important as the story in itself. Good tales are most often told by the common man. One half of the road has been traversed, the other half remains. The adventure emerges, chapter by chapter. Cinderlad was headed for the King s palace. We who travel along the National Tourist Routes are not so concerned with arriving at our destination. To us, life is much too brief to take shortcuts. We prefer the detours to stop for a cup of coffee, heed the call of nature or have a carnal moment at Stegastein.
