WELCOME Welcome to the 6th edition of the Human Rights Human Wrongs Documentary Film Festival in Oslo, Norway! We ve been working hard to find the best current documentary films about human rights issues and to put together inspiring debates and cultural events. We hope you ll find the festival s offerings engaging and memorable. It s easy to feel powerless when faced with the great injustices in the world. Understanding enough to have an opinion is the first step out of this frustration. We strongly believe that independent documentary film is an absolutely necessary source of information. Join us; we ll go beyond the news headlines, see different perspectives and form new understandings. THIS is what you ll be talking about tomorrow. We have 18 great films and more than 50 international and Norwegian guests: filmmakers, activists and experts. All of the films will be screened at the newly renovated Victoria Kino, with accompanying debates and introductions. At Parkteatret you can meet the festival guests, partake in debates, and see performances and concerts that link to the films themes. Side events will take place at a number of other venues in Oslo. OPENING NIGHT TUES, FEB 4TH - 20:00 VICTORIA KINO DANGEROUS ACTS STARRING THE UNSTABLE ELEMENTS OF BELARUS Join us for the opening film at Victoria Kino! Andrei Sannikov and Natalya Radina are the evening s guests of honor. In addition to the screening, there will be music, speeches, and a celebration with our organizing partners. The film Dangerous Acts about Belarus Free Theatre is essentially about how an underground theater is able to fight back on the grave human rights challenges in Belarus: the mass arrests, the lack of freedom of expression, the humiliation and stifling of cultural expressions and the brutality of the regime. The New York Times has described Belarus Free Theatre as one of the most powerful underground theaters on the planet. The acclaimed British playwright Tom Stoppard emphasizes their high artistic standard Belarus Free Theatre presents its message by being as artistically interesting as possible. The theater has also been dubbed the world s bravest theater. Belarusian freedom fighters must be brave because they run a great risk by demanding democracy in Europe s last dictatorship. Two of the most prominent figures of the fight for freedom in Belarus, the opposition leader Andrei Sannikov and the award-winning editor and journalist Natalya Radina have experienced this firsthand. During a demonstration in Minsk on December 19th, 2010, both were brutally arrested and imprisoned. While Radina was released after a short time, but forced into internal exile, Sannikov was severely beaten and sentenced to five years in prison. His wife Irina Khalip was put under house arrest, and the government threatened to take away their little son, Danik. After huge international pressure, Andrei Sannikov was released in April 2012. He and Radina have chosen, as they say, to temporarily leave Belarus in order to continue the fight for democracy, dignity, and survival. Their story is Belarus Free Theatre s lived drama. After his release, he witnessed the killings of many friends and was forced into exile in the United States. When his brother was abducted and killed by the paramilitary groups in Colombia, his own rage and desire for violent revenge was awakened: what he calls the terrorist within. Inspired by his young children, he finds ways to transform these destructive energies into constructive action using theater as healing. CONCERT: AMINA SEWALI is a one-woman band from Uganda and Ethiopia, known for her fusionist combinations between different genres. PARKTEATRET FRI, FEB 7TH PARKTEATRET DEBATE: RUSSIA: CRIMINALIZING OPPOSITION? On the evening of the opening of the 22nd Winter Olympics we will discuss the state of human rights in Russia. Under Putin s rule, laws are being implemented that discriminate against sexual and other minorities and limit the influence of civil society. Being in opposition is becoming increasingly difficult, and sometimes illegal. Where is Russia headed? With: Julie Wilhelmsen (NUPI) and Bjørn Engesland (The Norwegian Helsinki Committee). Other participants to be announced. DEBATE: ACTIVISM Protest beyond the law is not a departure from democracy; it is absolutely essential to it. We are living in the age of popular movements: never before have there been so many informal protest movements around the world. The Arab Spring (and winter), Indignados, Occupy, large demonstrations in many countries against government corruption, undemocratic practices and wars. The list is long. It seems there is a growing discontent and disillusion with the established systems. But what is activism actually? Why do people become activists? And what can activism achieve? IN FOCUS STATEBUILDING: HOW TO MAKE A NEW COUNTRY Cedric de Coning, Head of the research group for Peace Operations and Peacebuilding at NUPI Make sure you catch THE DEBATE ON STATEBUILDING IN SOUTH-SUDAN AT PARKTEATRET WED, FEB 5TH, P. 5 A SCREENING OF STATE BUILDERS, THUR, FEB 6TH AT 17:15 OR SAT, FEB 8TH AT 14:30, P. 29 Statebuilding refers to activities undertaken to help a society recovering from conflict to create new government institutions and strengthen existing ones. Since the late 1990s, the international community has embraced statebuilding as part of its peacebuilding efforts, and statebuilding tasks are now regularly part of UN peace operations. In some cases, like Kosovo, South Sudan or Timor Leste a conflict may have resulted in the need to help establish a new state. In others, statebuilding may help a country with fragile state institutions, like Yemen or Guinea Bissau, from lapsing into violent conflict, but in most cases, like Burundi, Liberia and Nepal, statebuilding is about re-establishing state institution after a conflict. Statebuilding involves engaging with state institutions such as parliament, the judiciary, a central bank, an independent electoral commission, and the executive branch of government. As insecurity and stability typically are major concerns in a society recovering from conflict, reforming the security sector is usually a priority, including the armed forces, the police and the intelligence services. Statebuilding is, however, not just about these formal state institutions. It is also about state-society relations and support for the civil society. Conflicts often result in people being mobilized around ethnic or religious identities, and statebuilding usually requires reconciliation among groups that may have been in conflict with each other. Statebuilding efforts to date has had mixed results. Some countries like Cambodia, Namibia and Nicaragua seem to have recovered from conflict, but many others have relapsed. Critics argue that statebuilding is premised on an idea of statehood that is rooted in the Western state formation experience. They argue that for statebuilding to be self-sustainable it must be locally owned and led, so that it can generate institutions that address the specific needs of the country concerned. The overall aim of statebuilding is to help establish a self-sustainable functioning state, but as this is a project that often requires generations to achieve, the interim aim is to reduce the risk of lapsing into violent conflict. The focus is thus on those aspects of societal dynamics that, left unaddressed, are most likely to result in a lapse into violent conflict. These typically involve youth unemployment, social grievances such as land occupation, judicial issues such as the lack of prosecution of past crimes and atrocities, and unfulfilled past agreements, such as reintegrating former combatants. 8 HUMAN RIGHTS HUMAN WRONGS 2014

IN FOCUS MIDNIGHT IN MEXICO - THE DRUG WARS Production and trafficking of marijuana and heroin is an old phenomenon in Mexico, but in recent years, drug-related violence has increased excessively. Since 2006, over 100,000 have been killed and 25,000 have disappeared, most of it as a result of organized crime. Among the reasons is that the drug cartels obtained an important new source of income in the 1990s, when they gained control of the cocaine routes from South America to the United States. Another contributing factor is that the authorities started a major military offensive against the cartels in 2006, with support from the United States. It helped break up the old criminal power constellations and alliances between criminals and government, and resulted in the battles for territory and drug routes being carried out with increasingly more powerful weapons. Most of the weapons used in this war are smuggled from the United States to Mexico the opposite route of the drugs due to the liberal US gun legislation. From having been traditional mafia organizations, many of the cartels developed into transnational «franchise» businesses that include loosely coupled and extremely violent groups. At the same time, the violence has spread from the border areas to states all over Mexico. The income sources include not only drug trafficking, but also human trafficking, blackmail and kidnapping. The cartels also invest in restaurants, casinos, hotels and other legal activities, so that an increasing number of people become involved in the criminal economy. In connection with this, a culture has emerged where violence is glorified and drug lords (capos) are worshipped as heroes, including in the so-called narcocorridos («drug ballads»), which some times also can be critical to government corruption and neglect. Jeg har siden 2010 reparert krigens sår i Beiruts bybilde ved bruk av billedvev. Libanons hovedstad er sterkt preget av langvarig krig og politiske uroligheter. Bombede bygninger med utallige kulehull har i flere tiår stått igjen som monumenter over krigens herjinger. I Wounds går jeg direkte inn i den fysiske og psykiske smerten, og plastrer bygningene som om de var menneskekropper. There is no justification for torture. War, threat of terror or conflict cannot be invoked as reasons for torture. However, in the socalled war against terror, there is ample evidence that torture has been applied in interrogation of terror-suspects. Secret renditions and detention without basic legal safeguards have been part of this. The role played by CIA in these violations has been highlighted, but torture is practiced also by other states under the umbrella of fighting terrorism, or as part of ongoing conflict. Torture must be combated wherever it occurs. The fact that health personnel is involved in these destructive and prohibited acts, calls for strong action. Despite the absolute prohibition, torture is practiced and survivors of torture are found everywhere. 15 20 % of refugees arriving in Norway may have been exposed to torture, and torture may be done in ways that leave no visible scars. It is important to identify vulnerable asylum seekers, including torture victims, to provide them with care as well as protection. Torture is systematic destruction. It is severe pain inflicted where the person is unable to defend him/herself, under total control of another, and the powerlessness of the feeling that life collapses. The mind is confused and the body destroyed through pain and extreme conditions. Fear, helplessness and shame are induced together with extreme humiliation, in particular sexual and cultural humiliation. Torture is severe attack on dignity and the person may later feel unable to relate to others, with feelings of unworthiness, shame, deep mistrust and anxiety. Nightmares, intrusive memories, flashbacks, avoidance, fear and constant alertness are part of this. The strengthening of the international focus on the right to reparation and rehabilitation for victims of torture represents an important challenge to health professionals, particularly to those in the field of trauma research and treatment. The fulfillment of this right is a complex endeavor which raises many questions. 14 HUMAN RIGHTS HUMAN WRONGS 2014

IN FOCUS The road to justice and reparation for those whose rights have been brutally violated is often long and the active presence of trauma-informed health professionals in this process is needed. States must be aware of their obligations to provide and ensure redress and rehabilitation to victims of torture and enable them to obtain this and hope for a future. Putins tredje presidentperiode er kjennetegnet av en stadig økende heksejakt på ytrings- og organisasjonsfriheten. Journalister, advokater og menneskerettighetsaktivister blir utsatt for systematisk trakassering og forfølgelse. Vedtak av nye lover og endringer i eksisterende lovverk har ført til sterke begrensninger på muligheten til å motta og dele informasjon. Antipropagandaloven fyrer oppunder et allerede homofobisk klima, hvor lesbiske, homofile, bifile og transpersoner i økende grad blir utsatt for hatkriminalitet. Det blir stadig vanskeligere å rette et kritisk søkelys på myndighetenes overgrep og maktmisbruk. Dette er grunnen til at Amnesty er svært bekymret for menneskerettighetssituasjonen i Russland. But life isn t easy when they re faced with an illogical asylum system while struggling with the horror they have been through. This film questions whether immigration systems in European countries have forgotten about humanity. Fire menn har overlevd tortur og har flyktet fra sine respektive hjemland. She is tough as a nail, though, and determined to get more out of life than what society has in store for her. She leaves her family, and finds her talent in boxing, putting in tireless hours of training to win a place as one of the top athletes in India. Thulasi has to fight both in and out of the boxing ring, facing sexual harassment, pressure of arranged marriage, and a society that doesn t value what she has to give. Thulasi er født dalit, «kasteløs», og jente, dermed er hennes muligheter i India få.
