SALS- OG SKJENKJELØYVE FOR ALKOHOLHALDIGE DRIKKEVARER Statistikken over loyve til omsetning, dvs. sal og/eller skjenking av brennevin, vin og 01 byggjer på oppgåver frs kommunane over kommunale loyve gitt for heile året (medrekna loyve gitt til Vinmonopolet) og på oppgåver frå Sosialdepartementet over 'Wye gitt til turist- og hogfjellshotell. Sals- og skjenkjestader for 01 ned 1Sgare alkoholinnhald enn pilsener- og bayer01, er ikkje tekne med i statistikken fordi kvar og ein med handelsrett som kjøpmann eller med rett til å drive serveringsstad kan selje slikt 01 utan lyve dersom ikkje kommunestyret har gjort vedtak om at dette berre kan skje i medhald av loyve. Det er berre nokre få kommunar som har gjort slikt vedtak. Kommunar utan omsetning av alkohol vil difor gjelde kommunar som sel og/eller skjenkjer berre skalla alkoholsvakt 01. Ambulerande lyve, skjenking ved særskilde htive og agentsal (kassesal) av 41 er ikkje teke med. 1. LICENCES FOR SALE AND SERVING OF ALCOHOLIC BEVERAGES Statistics relating to licences granted for the sale of liquor, wine and beer are based on returns from the municipalities on annual licences granted by local authorities and returns from the Ministry of social affairs on licences granted by the Ministry to certain categories of hotels. Weak beer may as a rule be sold without a licence, and establishments selling and serving weak beer are not included in the statistics. Ambulating licenses, serving on special occasions and engrossale of beer are not included.

19 2. TILVERKING, UTFORSEL, INNFØRSEL OG FORBRUK AV ALKOHOL Tilverking, sal, kjøp og hruk av alkohol er regulert ved ymse lover og føresegner. Dette gir grunnlag for ein påliteleg statistikk over lovleg tilverking og omsetning av alkoholhaldige drikkevarer. Oppgåver over tilverking, innførsel, utførsel og forbruk av alkohol blir henta inn frå A/S Vinmonopole.t, Toll- og avgiftsdirektoratet og Den norske Bryggeriforening. Oppgåvene blir gitt i vareliter (talet på liter brennevin, vin og 01) og rekna om til alkoholliter (rein alkohol). Når det gjeld 01, ser vi i statistikken bort frå lagerendringar. Innanlandsk forbruk er såleis sett lik tilverking justert for innførsel og utførsel. For brennevin og vin vil ein finne at tilverking pluss innførsel ikkje er lik forbruk pluss utforsel. Arsaka til skilnaden er dels lagerendringar, dels at ein del av spriten blir blanda ned utanlandske varer (fortynna og tilsett smaksstoff) utan at dette etter definisjonen blir rekna som tilverking. Tilverking av brennvin og vin er definert som A/S Vinmonopolets sal av brennevin og vin produsert i Noreg. Innanlandsk forbruk av brennevin og vin som drikkevarer er definert som A/S Vinmonopolets totale sal av slike varer med fråtrekk av avgiftsfritt sal og sal til teknisk og medisinsk bruk. Det hlir ikkje henta inn oppgåver over tollfrie varer innforte av reisande. Oppgåver over privat tilverking av vin og 01 blir heller ikkje henta inn. Det same gjeld sjolvsagt smugling og tilverking av heimelaga sprit. 2. PRODUCTION, IMPORTS, EXPORTS AND CONSUMPTION OF ALCOHOL Data on production, imports, exports and consumption of alcohol are obtained from the Norwegian Wine and Spirit Monopoly, the Directorate for Customs and Excise and the Norwegian Breweries' Association. The data are given both as number of litres of liquor, wine and beer and converted to litres of pure alcohol. Concerning beer, changes of storages are not taken into account. The domestic consumption is assumed to be equal to production corrected for exports and imports. Concerning spirit, liquor and wine, production plus imports are not equal to consumption plus exports. The difference is partly due to changes of storages and partly to the fact that spirit is blended with foreign products or diluted and added spices without being counted as production. Production of liquor and wine is defined as the sales of the Norwegian Wine and Spirit Monopoly of liquor and wine produced in Norway. Domestic consumption of liquor and wine is defined as the total sales of the Norwegian Wine and Spirit Monopoly except duty-free sales and sales for technical and medical use. Data on imports free from custom duties made by travellers are not obtained. Statistics on private production of wine and beer are not collected. For obvious reasons the same applies to illegal distillation and smuggling.

PRISAR PA ALKOHOLHALDIGE DRIKKEVARER, FORBRUKARANE SINE UTGIFTER OG STATENS INNTEKTER PA OMSETNING AV ALKOHOL Prisindeksane for brennevin, vin og 01 er frå 1980 heilt like delindeksane for dei tilsvarande varegruppene i konsumprisindeksen. Oppgåver over forbrukarane sine utgifter til sprit, brennevin og vin til konsum og til teknisk og medisinsk bruk blir gitt av A/S Vinmonopolet. Forbrukarane sine utgifter til 01 blir rekna ut på grunnlag av oppgåver frå Den norske Bryggeriforening over kor mykje som er selt på salsstader og på skjenkjestader. Prisoppgåver blir henta inn av Byråets intervjuorganisasjon. Inntekter til staten på omsetning av sprit, brennevin og vin blir gitt av A/S Vinmonopolet. Statens inntekter ps omsetning av 01 blir rekna ut av Byrået på grunnlag av omsetningstal og gjeldande avgiftssatsar. 3. PRICES OF ALCOHOLIC BEVERAGES, CONSUMERS' EXPENDITURE AND GOVERNMENT REVENUE FROM THE SALE OF ALCOHOL The index nunbers of retail prices for alcoholic beverages are from 1980 identical with the part index numbers of the corresponding groups of commodities in the Central Bureau of Statistics' consumer price index. Data on consumers' expenditure on alcoholic beverages and on spirit, liquor and wine for technical and medical use are obtained from the Norwegian Wine and Spirit Monopoly. Consumers' expenditure on beer are computed on the basis of data from the Norwegian Brewers' Association on beer sold and served and prices obtained by means of the interview organization of the Central Bureau of Statistics. The account of Government revenue from the sale of spirit, liquor and wine is given from the Norwegian Wine and Spirit Monopoly. Government revenue from the sale of beer is computed on the basis of the sale and the current taxes.

BROT PA LOVER OG FØRESEGNER Byrået hentar inn summariske oppgåver fra politikammera over reaksjonar for misferder, mellom anna reaksjonar som er gitt for brot ps føresegnene i alkohollova, for promillekjøring og for paverknad av rusmiddel. Personar som blir gripne for S vere psverka av rusmiddel blir det henta inn ei eiga summarisk oppgåve over frs politiet. I dei oppgavene som politiet sender inn til statistikken over brotsverk, er det opplyst om personar som blir skulda var påverka av rusmiddel ps gjerningstidspunktet. 4. OFFENCES From the police authorities the Central Bureau of Statistics obtains data on persons fined or convicted for misdemeanours of the alcohol legislation, on motor vehicle drivers sentenced for driving under influence of alcohol and for persons registered for drunkenness. OFFENTLEG OMSORG FOR ALKOHOL- OG STOFFMISBRUKARAR Etter lova om edruskapsvern og edruskapsnemnder er hovudregelen at det i kvar kommune skal vere ei edruskapsnemnd som har til oppgave skape meir edruelege tilhtive og a ta seg av personar som misbrukar alkohol og/eller andre rusande eller bedovande middel. I kommunar som ikkje har eiga nemnd skal desse oppgavene leggjast til sosialstyret. Statistikken over verksemda i edruskapsnemndene og over innleggingar i institusjonar for alkoholikarar er utarbeidd av Statens Edruskapsdirektorat. 5. PUBLIC CARE OF ALCOHOLICS AND DRUG ADDICTS Pursuant to the Act, a temperance board shall be established in each municipality, whose purpose is to promote better temperance conditions and to take care of habitual drunkards, persons who are found to be misusing alcoholic beverages or drugs. Those municipalities not having their awn board, have this function incorporated in The Social Welfare Board in the municipality. Statistics relating to public care of alcoholics are compiled by the Department of Sobriety on the basis of returns from the local temperance boards and the institutions for alcoholics. Tabell 29. UNGDOM OG RUSMIDDEL Statens institutt for alkoholforsking har i fleire år gjort utvalsundersokingar blant ungdom i Oslo om bruk av alkoholhaldige drikkevarer og andre rusmiddel. Storleiken på utvala har vore 800-1 000 personar. 6. YOUNG PEOPLE, ALCOHOL AND DRUGS The National Institute for Alcohol Research has for a number of years conducted sample surveys among young people in Oslo about their consumption of alcohol and drugs. The samples included 800-1 000 persons.
