24 3) Polymer DF411 (2 pg) Expert Opinion (2) Use of DF 411 dewatering polymer in waterway restoration Expert opinion Background The combination of dewatering polymer and geotube treatment is considered to be the optimal way to treat suction dredged sludge in a rowing course dredging project in Bogstadsvannet, Oslo, Norway. The principle underlying the Geotube method is presented in pictures 1 and 2. At phase 1, sludge is pumped into the Geotube using suction dredge. Polymers are used to separate water. Geotubes are refilled as many times as possible during the dredging process. Dewatering will take place during the work in phase 2. During the longer time period, phase 3, consolidation will take place. After this, solids can be removed and used for soil works or deposited into the landfill etc. depending on the sludge characteristics. Picture 1: Dewatering technology with Geotube. The research is being made with the sludge and water mixture delivered by the client. The research is still going on but so far it seems that DF 411 polymer is technically the most suitable for the project. Since this restoration project is going to happen in a natural water basin and not for example in a industrial WWTP pond the client has asked for an expert opinion regarding the environmental safety of using such polymer in this sort of project. 25 Expert Opinion (2) DF 411 polymer and its environmental safety characteristics The use of suitable dewatering polymer is a relevant part of the working geotube treatment thus making it impossible to run the project without. So far testing indicates that DF 411 is the most suitable polymer for the sludge in question. In this sort of projects the polymer is diluted in a separate polymer mixing unit that pumps a small flow of polymer liquid into sludge at dredging pipeline leading into geotubes. The purpose of water separation polymers is to floc solid particles together, separate those from water and to ensure that (most) of the dry material stays inside geotubes while most of the water exists and is usually led back to the dredged waterway. DF 411 polymer (safe data sheet, attachment 1) is a cationic dewatering polymer manufactured by Solenis (former Ashland). It has been used for several similar projects for example in Finland. Also other similar cationic and anionic polymers have been used. These projects have of course had permits from local environmental authorities. Usually the only concern public has towards the use of polymers is a possible risk for fishes and other water species. The theoretical risk is based on anionic gills of fishes if a big portion of cationic polymer would end into those the fishes would suffocate. For DF 411the indicating LC50 value is 15 mg/l. In this sort of projects there are however two factors that eliminate this risk. First of all most of the dry polymer solids that are diluted into a ~0,2 % liquid will mostly get connected to the sludge remaining inside geotubes. Secondly any polymer that will exit the geotubes with output water will lose its possible toxicity almost immediately. The matter is also expressed into DF 411 safety data sheet: In natural waters, aquatic toxicity is markedly reduced, due to neutralisation of cationic charge by adsorption to particles, hydrolysis and dissolved organic carbon. Summary DF 411 and similar polymers are widely used in similar projects. In natural waters any risks for water species decreases while cationic polymer and charges connect with the dry solids (remaining inside geotubes) and the minimal part exiting geotubes with output water will lose its charges almost immediately via hydrolysis. As an expert opinion I therefore state that the correct use of such dewatering polymer in a project like this is environmentally safe and does not contain any relevant risks for the environment or water species.
