Our staff of Olympic employees and volunteers, and indeed the entire population of our country, will do their utmost to ensure that your visit to Lillehammer and Norway is amemorable one. As the organizer of the XVII Olympic Winter Garnes, we have invited you here to prornote wholesome values and high ethical standards for young people through sport. One of the goals of the Olympic Movement is to prornote greater international understanding by bringing different nations together in peaceful competition. Here in Norway, we con sider it to be a special objective of the lillehammer Garnes to enhance world awareness of the need to pre serve the environment and protect thls planet as our common arena. Norway is a winter nation and winter sports occupy a unique place in the hearts of most Norwegians. You will discover that the spectators cheering you on are knowledgeable and enthusiastic and that they will help to make these Garnes a sports extravaganza and national festival. Modem, high-standard arenas have been specially constructed for thls event, and we are pleased that they will be used by the world's best athletes. The XVII Olympic Winter Games 01 C W The Organizing Cornrnittee of the XVII Olyrnpic Winter Garnes The task of the Ullehammer Olympic Organizing, LOOC, is to plan, prepare and stage the XVII Olympic Wmter Garnes in Ullehammer in 1994. The organizing committee for the XVII Olympic Winter Garnes was set up by the Municipality of Ullehammer, the Norwegian Olympic and the Norwegian Government on 14 November 1988. The Municipality of Ullehammer and the Norwegian Olympic each hold 24.5 per cent of the shares in the company, while the Norwegian Government holds 51 per cent The owners are represented on the Board of Directors and at the General Meeting in proportion to their ownership share. The employees are also represented in the governing bodies. The organization is headed by President Gerhard Heiberg. He has wide experience from Norwegian trade and industry, and he is also Board Chairman of Aker NS, one of Norway's largest industrial gro ups. His vice-presidents are Arne Myrvold, President of the Norwegian Olympic, and Audun Tron, Mayor of Lillehammer. Mr Tron deputizes for President Heiberg during his absence. -L:. 11\ General rules Ol C W Rules The nhf Official Rule Book 1990 as amended at the Prague Congress 1992 shall apply. Participation Only NOCs recognized by the IOC, and whose national ice hockey association is a member of the nhf is entitled to enter their national team, jf the team has qualified. Only competitors who comply with the conditions laid down in the Olympic Charter and in the nhf eligibility by-iaws are entitled to participate in the tournament. Qualification system Twelve (12) teams will be allowed to participate in the Olympic lee Hockey Tournament according to the IIHF qualification system as approved by the Prague and Berlin congresses. The IIHF qualification system for the Olympic Wmter Garnes 1994 will be as follows: Eligible to participate in the Olympic lee Hockey Toumament 1994 will be Norway, as organizing country, plus 10 teams from the Pool A World Championship 1993 and the winner of the Olympic Qualification Tournament to take place in September 1993. Eligible to participate in the Olympic Qualification Toumament 1993 wiil be, depending on Norway's position in the World Championship 1993: The bottom team of Pool A 1993 (other than Norway), the two top teams of Pool B 1993 (other than Japan and China), the winner of Pool C 1993 (other than DPR Korea and Korea) and the winner of the Asian Cup. These five teams will play each other in a single round; the winner will qualify for the Olympic Tournament. Each team may consist of 20 players plus three goalkeepers and eight officials. 21

Entries Summary of Participation A "Summary of Participation" form to be completed by the respective NOCs must indicate the number of athletes and team officials that the NOC anticipates sending to the XVII Olympic Winter Garnes. This information may be forwarded by fax and must include all the information as required on the form. Such faxes must be received by LOOC no later than 24.00 (Lillehammer time), September 1, 1993, with the actual form following no later than September 10, 1993. (Ibis deadline applies to the 11 already qualified teams, whereas the 12th qualifying team will be registred on the "Entry by Number"-form described below.) Entry by Number An "Entry by Number" form forwarded by the respective NOCs must indicate the sports, events and number of athletes that the NOC anticipates sending to the XVII Olympic Winter Games. This information may be forwarded by fax and must include all the information as required on the form. Such faxes must be received by LOOC no later than 24.00 (Lillehammer time), December 1, 1993, with the actual form following no later than December 10, 1993. Entry by Name - Athlete An "Entry by Name - Athlete" form forwarded by the respective NOCs indicating the athlete's (including the substitute player's) full name, date of birth and position must be received by LOOC. 22

.s:: VI All entrie by narne must be accompanied by a completed and signed eligibility code. The eligibility code must also be completed and signed by all team official and extra-officials. The forms must be received by LOOC no later than 24.00 (Lillehammer time), January 31, 1994. Entries received after this time and date will not be accepted. Please note that only 20 players and three (3) goalkeepers will be entitled to an accreditation card and be able to stay in the Olympic Village. Box 106 N-2601 Lillehammer Norway Fax: + 47 610 79 001179 002 Definitive team compositions The final composition of the tearns (20 players and 3 goalkeepers, selected from "Entry by Narne - Athlete" as above) will be examined and approved by the IIHF Directorate Jury on February 11, 1994 at the latest by midnight. For this control, the tearns shall submit the IIHF Eligibility Form together with the passports. Anti-doping control Anti-doping tests will be carried out each competition day in accordance with the instructions laid down by the IOC Medical Commission and in conjunction with llhf rules. One player per team in the pool garnes and two players per tearn in the play-off garnes will be tested. For positive tests, the llhf sanctions shall apply. Advertising Rules for advertising are laid down in the Olympic Charter and in the IIHF regulations. 23

Competition rules Technical organization The ice hockey tournament will be conducted by the IIHF. The competition management, appointed by the Organizing of the XVII Olympic Wmter Games in conjunction with the Norwegian lee Hockey As ociation, will be responsible for organizing the toumament. The Director of the ice hockey competitions must be a representative of the Norwegian lee Hockey Association. The IIHF has appointed Mr. Miroslav Sabrt, Vice- Pre ident IIHF, and Mr. Roman eumeyer, Technical Director IIHF, as technical delegates and wiil appoint the Directorate-Jury to the ice hockey tournament. Prelimina ry stage Twelve (12) teams will take part in the Olympic lee Hockey Tournament. They will be seeded in two groups of six teams. Group competitions at the preliminary stage will take the form of a single round robin, with each team playing five matches. All 30 matches wiil take place from February 12-21, 1994. Three matches wiil be played every day during this period. Point s and placi ng of teams Placing is done by adding up all the points. Points are awarded as foilows: Two points for a win One point for a draw No point for a loss In case of an equality of points between two or more teams for any classification, the teams wiil be ranked according to the foilowing rules: 1. Where two or more teams have equal points, their positions wiil be determined by the results of the gam es played between such teams. 2. It the goal ystem has to be applied, then firstly the goal cored against the team wiil be deducted from the goals scored for. The team having the greatest surplu taking precedence. 3. It equality still exists, then one must divide the goals co red for by the goals again t; the team having the greatest quotient takes precedence. 24

4. li equality still exists, then all garnes played will count as long as the teams in equality have played with the same opponents. 5. Should equality of two teams arise in their last garne in the preliminary phase, then this game shall be prolonged according to the regulations for play-off games. 6. li equality still exists, then the tearn with the higher number of goals scored for will take precedence. 7. li equality still exists, then shooting competition shau be held as laid down in the IIHF regulations. Cl C W Play-offs The top four (4) teams of each pool wiu participate in the play-off competition starting February 22, 1994. The bottom two (2) teams of each pool will also continue their competition for final placing in the form of play-off garnes. The final ranking will be decided by the results of the play-off games. A total of 46 garnes wiu be played. li a play-off game is tied at the end of three regular periods, a ten minute sudden victory overtime shau be played according to the IIHF regulations. li a play-off game is still tied at the end of sudden victory overtime, then game-winning penalty shots shall take place immediately, fouowing the IIHF regulations, to determine the winner of the match. Directorate-Jury The Olympic tournament will be conducted by a Directorate-Jury composed as fouows: IIHF President or his deputy as chairman Members of the IIHF council Representatives of the participating national ice hockeyassociations not represented on the IlliF council. A representative of the Organizing for the XVII Olympic Wmter Games The chairman cannot represent his own country. Referees The IlliF will appoint international referees, linesmen and goal-judges, as weu as supervisors for the individual garnes. All other game officials wiu be appointed by the Norwegian lee Hockey Association in co-operation with the Organizing and as approved by the IIHF. 25

Protests Protests must be submitted in writing to the Directorate, in English or German. Sweaters and numbers Each team must have two sets of sweaters and socks, one in light and one in dark colours. The basic colour must cover 80 % of the sweater. All players in a team must wear helmets of the same colour. Each player must bear the same number throughout the whole toumament. The num ber on the back of the sweater must be 25 cm in height. Each player must have his name on the back of the upper part of his sweater in Latin block letters, 8 cm high. The colours of the uniforms must be indicated on the final entry forms. Equipment All the equipment and accessories have to comply with lihf rules. Awards The awards ceremony will take place in the Håkon Hall immediately after the final on Sunday 27, February 1994. Awards will be presented in accordance with the Olympic Charter. First Prize Silver gilt medal and diploma for each competitor of the winning team it he played in at least one match. Second Prize Silver medal and diploma for each competitor of the team placing second it he played in at least one match. Third Prize Bronze medal and diploma for each competitor of the team placing third it he played in at least one match. Fourth to Eighth Prizes Diploma for each competitor of the teams placing fourth, fifth, sixth, seventh and eighth. Booklet approval The regulations and conditions of the ice hockey toumament were approved by the lihf on October 30, 1992. This explanatory booklet was approved by the IOC on December 9,1992. 26

The Olympic city and the sub-sites.s:: VI Cl C W Th e municipa lity of Lillehammer Lillehammer, the host city for the XVII Olympic Winter Garnes, has a population of 23,000. It is an important centre of trade. It boasts a variety of sports and cultural arnenities and is a cen tre for tourism and outdoor activities. The town was founded in 1827. Storgaten, Lillehammer's main street, has won a national award for its well-preserved old wooden buildings. The town's greatest attraction is Maihaugen, the large st open-air museum in Northem Europe, which houses the Sandvig Collection. This is a collection of 140 old buildings and more than 40,000 objects. Maihaugen has been expanded in preparation for the Olympics and a new exhibition area and concert hall have been built. The Lillehammer Art Museum on Stortorget also has a new building for the Olympic Garnes. It will house one of the large st collections of Norwegian art in this country. Close to the headquarters of the Lillehammer Olympic Organizing is the Lillehammer Olympic Information Cen tre. Information is displayed here about the preparations for the Garnes, the Garnes themselves and the post-olympic use of the arenas. In the mountain area to the east of Lillehammer, there are severallarge tourist centres which provide facilities for outdoor activities in summer and winter. 27

The municipality of Gjøvik The municipality of Gjøvik border on Lillehammer to the south-west. This district has a population of 26,000. Public and private service industries are the main employers here, but industry, shops, telecommunications, agriculture and construetion also provide many jobs. The people of Gjøvik have always been interested in sport and the 1990 Norwegian skiing championships were held here. The Eiktunet Museum of Cultural History with its collection of 40 old buildings and handicraits and programme of exhibitions is located just outside the town. In the centre of the town you will find the town's oldest building, Kauffeldtgården. This is a historie monument and accommodates the local tourist office. Gjøvik is a centre of higher education. Here there are colleges of marketing, engineering, business management and nursing. 28

Transport Transport arrangements for the delegations will primarily be based on the following: Shuttle services Specially as igned vehicles Privately owned or rented vehicles Local and regional bus services..c VI Ol C w Shuttle services A special shuttle service will be organized for transporting the NOe group to and from all official training sessions, competitions, ceremonies and other official arrangements. These buses will start from the Olympic Vtllage in llllehammer and the athletes' accommodation in Hamar. The departure times and frequency of the buses will be scheduled to satisfy the needs of the athletes for transport to the various arenas. Normally, the departure of the first bus will be scheduled to arrive 2-3 hours before the start of an event and the buses will then run at 10 to 30 minute intervals. Travelling time from Ullehammer to Hamar is about 60 minutes, from Lillehammer to Gjøvik about 45 minutes and from Ullehammer to Kvitfjell about 60 minutes. In Lillehammer and Hamar, the travelling time between the athletes' accommodation and the Olympic arenas will be no more than 15 minutes. The shuttle service will operate as long as the Olympic Village is officially open. Specially assigned vehicles Each individual delegation will be assigned a Iimited number of chauffeured vehicles. The number of and type of vehicles will vary according to the size of the delegation. Each ice-hockey team will be assigned its own bus to travel to and from the training sessions and matches during the Garnes. Private vehicles Athletes with valid driving- and parking pennit will be able to u e their own vehicles or rented vehicle. Local and regional bus services The public transport services will be increased in the Olympic area. Athletes will be able to take these buses free of charge by showing their accreditation cards. Accommodation The Olympic Village is situated in Skårsetlia, right in the heart of the Olympic area. Apart from accomrnodation in Hamar for competitors and trainers of the speed skating, short track speed skating and figure skating events, there will be no other accomrnodation for the competitors. The Olympic Village will have a total area of 51,000 m 2 and is located right outside the centre of Lillehammer at an altitude of 300 m.a.s.l. Each nation will have its own quarters in the housing unit consisting of single bedrooms (7m 2 ) and double bedrooms (12m 2 ), comrnon rooms, offices for Chef de Mission and team officials, con sulting rooms for doctors, massage rooms, laundries, drying rooms, storerooms and a workshop. The rooms wi1l not contain cooking facilities. 30

The aims have been to make a safe, weu protected and comfortable residence for the athletes and those accompanying them. Food service will be provided by one of the major catering firms in Norway. The Olympic Vtllage, including catering, will be placed at the disposal of the national teams free of charge. According to previous arrangements, a deposit will nevertheless be claimed in case of any damages. 31
