PREFACE This publication contains statistics on adult education and popular education subsidized by the Central Government. The statistics on activities in the educational system and adult vocational education relate to the school year 974 75, while statistics on activities in the popular education organizations relate to the calendar year 974. From 974 the Central Bureau of Statistics also issues these publications in the series Educational Statistics: Primary Schools, Secondary Schools, Universities and Educational Statistics survey. 7 PRINSIPP OG DEFINISJONAR Statistikken over vaksenopplæring og folkeopplysning gir tal for vaksenopplæring i skoleverket og yrkesopplæring for vaksne 97475 og tiltak i folkeopplysningsorganisasjonane 974.. Vaksenopplæring i skoleverket 97475 Tidlegare omfatta denne delen av statistikken berre kurs finansierte under kap. 95 på statsbudsjettet. Sidan mange av vaksenopplæringstiltaka finansierast over skolanes eigne budsjett, dekte statistikken på langt nær all vaksenopplæringsverksemd i skoleverket. For 97475 skal statistikken i prinsippet omfatte alle kurs skipa til i skoleverket, og tala kan difor ikkje jamforast med dei for tidlegare år. Statistikken er utarbeidd på grunnlag av summariske oppgåver henta inn frå skolane på skjema vist i vedlegg.. Yrkesopplæring for vaksne 97475 Dette er kurs som skolane skipar til på oppdrag frå fylkesarbeidskontora og som finansierast under kap. 530 på statsbudsjettet "Særlege sysselsettingstiltak". Oppgåvene over desse kursa er henta inn frå Arbeidsdirektoratet. Diverre kan deltakarane ikkje fordelast etter kjønn. Tiltaka under punkt I. og. er for 97475 bearbeidd samla etter ein ny rutine, og tala er gitt i tabell 3 til 8. For a kunne skilje yrkesopplæringskursa frå dei øvrige, står "fylkesarbeidskontora" som arrangør av desse kursa. Talet på deltakarar gjeld ved slutten av kurset. 3. Tiltak i folkeopplysningsorganisasjonane i 974 Dette er landsomfattande organisasjonar som er medlemmer av Samnemnda for studiearbeid. Statistisk Sentralbyrå har samla inn og bearbeidd primærmateriale frå desse organisasjonane. Primærmaterialet er kopiar av dei søknadene om statstilskott som blir sende inn til Kyrkje og undervisningsdepartementet. Opplysningar om emnekurs, studieleiarkurs og tillitsmannskurs har Byrået henta inn direkte frå organisasjonane. Inndelinga etter fagfelt og fag for vaksenopplæringa i skoleverket og yrkesopplæringa for vaksne følgjer Standard for utdanningsgruppering, Statistisk Sentralbyrå 973. Faginndelinga i statistikken for folkeopplysningsorganisasjonane følgjer ei gruppering utarbeidd av Samnemnda for studiearbeid. Inndelinga etter kurstype følgjer dei reglane Kyrkje og undervisningsdepartementet har fastsett. Sidan statistikken byggjer på oppgåver over kurs og ikkje dei einskilde deltakarane, vil ein få dobbeltteljingar for dei personane som har vore med på meir enn eitt kurs. Talet på deltakarar i alt er av den grunn hogare enn talet på personar som har vore med. Med timetal skal ein forstå talet på undervisningstimar og ikkje elevtimetal. Med fylke skal ein forstå staden der kurset har vore halde, ikkje deltakaranes bustad. Statistikken over vaksenopplæring og folkeopplysning er ennå ikkje klårt avgrensa frå undervisningsstatistikken som Byrået elles gir ut. Vaksenopplæringskurs ved yrkesskolane kan til domes 6g vere med i fag og yrkesskolestatistikken.

8 PRINCIPLES AND DEFINITIONS The statistics on adult and popular education include adult education in the educational system and adult vocational education 97475, and activities in the popular education organizations 974.. Adult education within the educational system 97475. This part of the statistics was previously limited to courses financed by chapter 95 of the Central Government Budget. Since a large proportion of the adult education activities is financed from the ordinary budgets of the schools, the statistics did not by far include all adult education in the educational system. The statistics for 97475 are therefore given a wider definition, and will in principle cover all adult education activities within the educational system. The figures are for this reason not comparable with those of previous years. The preparation of the statistics is based on data collected from the schools on the questionnaire, appendix.. Adult vocational education 97475, covers courses arranged by the schools at the request of county employment offices. These activities are financed by chapter 530 of the Central Government Budget. The statistics are based on data received from the Directorate of Labour. Specification by sex is not available for the participants at these courses. The statistics covering. and. are prepared jointly by a new routine, and the figures are given in table 3 to 8. Number of participants refers to those who have completed the course. 3. Activities in the popular education organizations in 973. These are nationwide organizations with membership in the Joint Committee for Study Activities. The statistics are based on copies of the applications for subsidy sent by the organizations to the Ministry of Church and Education. The statistical information about special subject courses, courses for leaders of study groups and courses for shop stewards is collected from the organizations by the Central Bureau of Statistics through a special routine. The classification by subject for adult education in the educational system and adult vocational education is in accordance with the Standard Classification of Education in Norwegian Official Statistics. The classification by subject in the popular education organizations is in accordance with definitions prepared by the Joint Committee for Study Activities. The classification by type of course is in accordance with the rules followed by the Ministry of Church and Education. The statistics are not based on individual data from the participants, and in the case of participation in more than one course during the period, duplicates can not be detected. The number of participants is for this reason higher than the number of participating individuals. County relates to the location of the educational activity, not to the domicile of the participants. The statistics on adult education and popular education are not as yet welldefined as against the educational statistics usually published by the Bureau. Adult vocational education are e.g. occationally included in the statistics on vocational schools.
