7,PRINSIPPER OG DEFINISJONER Denne publikasjonen gir statistiske opplysninger om hjelpeordninger for hjemmene og landbruksvikartjenesten i kommunene. Opplysningene om hjelpeordningene, landbruksvikartjenesten, hjemmehjelperne og landbruksvikarene refererer seg til 31. desember i oppgaveåret. Tallet på hjem som fikk hjemmehjelp, bruk som fikk hjelp fra landbruksvikarer og utgiftene gjelder året 1974. De sju forste tabeller i publikasjonen gir statistiske opplysninger om hjelpeordninger for hjemmene. De to siste tabeller gjelder landbruksvikartjenesten. Statistikken over hjelpeordninger for hjemmene omfatter husmorvikartjeneste, hjemmehjelp for eldre, ufore m.v. og andre hjelpeordninger. Statistikken er utarbeidd på grunnlag av årsmeldinger om hjelpeordninger for hjemmene som Forbruker- og administrasjonsdepartementet innhenter fra kommunene. Formålet med hjelpeordningene er å gi hjelp til hjem som trenger det på grunn av sykdom eller når det er behov for hjelp for at det daglige stell i hjemmet skal bli ivaretatt på en forsvarlig måte. Forbruker- og administrasjonsdepartementet har fastsatt retningslinjer for hjelpeordninger for hjemmene. Til og med 1968 omfattet retningslinjene hjemmesykepleie og husmorvikartjeneste. Fra 1969 ble det fastsatt nye retningslinjer, som også omfattet hjemmehjelp for eldre, ufore m.v. og andre hjelpeordninger. Fra 1972 omfatter retningslinjene husmorvikartjeneste, hjemmehjelp for eldre, ufore m.v. og andre hjelpeordninger. Nåværende retningslinjer fra 1. januar 1974, har samme omfang. Ordningen med Økonomisk stotte fra staten og trygdekontorene er som tidligere, de skal fortsatt dekke 35 prosent av kommunenes nettoutgifter. Det forutsettes som hovedregel at ordningene blir drevet i kommunal regi. Kommunene kan imidlertid også inngå avtale med private organisasjoner om samarbeid på dette felt. Ordninger opprettet i samsvar med departementets retningslinjer gir rett til tilskott fra staten og trygdekontorene. De forskjellige hjelpeordningene for hjemmene dekker i prinsippet ulike behov for hjelp. Den koordinering av hjelpeordningene som retningslinjene tar sikte på, vil imidlertid fore til at hjelpeordningene i storre grad enn hittil griper over i hverandre. Husmorvikartjenesten tar i første rekke sikte på å hjelpe familier med barn når husmoren ikke er i stand til å utfore det daglige stell av hjem og barn. Hjemmehjelp for eldre, uføre m.v. er hjelp til eldre og/eller ufore som har vanskelig for selv å klare de daglige gjoremål i hjemmet. Andre hjelpeordninger omfatter ordninger opprettet med sikte på å dekke andre behov for hjelp, for eksempel rengjoringspatrulje, heldagsbarnevakt osv. Det knytter seg en viss usikkerhet til tallene over andre hjelpeordninger. Grunnen til dette er at oppgavene har vært dårlig utfylt fra en del kommuner. Hjelperne i de ovennevnte hjelpeordninger er i noen grad særskilt utdannet for yrket, men de fleste har bare en hovelig yrkesmessig bakgrunn. Som hjelpere er til dels også benyttet naboer og pårørende. Alle kategorier hjelpere er med i statistikken. I tillegg til hjelpeordningene for hjemmene ble det i 1969 på forsoksbasis opprettet en ordning med landbruksvikartjeneste drevet etter retningslinjer fastsatt av Forbruker- og administrasjonsdepartementet. Disse retningslinjene ble avlst av forskrifter for landbruksvikarvirksomhet fastsatt av Forbruker- og administrasjonsdepartementet 1. mars 1974. Landbruksvikarvirksomheten har til formål for kortere tid å yte hjelp til bruk som under brukerens sykdom ikke kan skaffe hjelp på annen måte. Grunnlaget for statistikken er årsmeldinger som Forbruker- og administrasjonsdepartementet henter inn fra kommunene. Skjemaene "Årsmelding/regnskap for hjelpeordninger for hjemmene" og "Årsmelding og regnskap for landbruksvikarvirksomhet" finnes i Sosial hjemmehjelp 1972.

8 PRINCIPLES AND DEFINITIONS This publication gives statistical data on the home-help services and the farm-help service in the municipalities. The information on the home-help services, the farm-help service, the home helpers and the farm helpers refers to 31 December in the reporting year. The number of homes and farms which have received help and the expenses refer to the whole year. Statistical data on homehelp services are given in the first seven tables of the publication. Data on farm-help service are given in the last two tables. The statistics on home-help services cover housewife's substitute service, home-help for the aged, disabled etc. and other home-help services. The statistics are based on annual reports as to home-help services collected by the Ministry of Consumer Affairs and Government Administration from the municipalities. The aim of the home-help services is to give help to homes needing it due to illness, or - when help is needed - to take care of the daily domestic work in a proper way. The ministry of Consumer Affairs and Government Administration has given instructions for home-help services. Up to and including 1968 the instructions covered home nursing and housewife's substitute service. As from 1969 new instructions were given including also home-help for the aged, disabled etc. and other help services. As from 1972 the instructions include housewife's substitute service, home-help for the aged, disabled etc. and other help services. The first of January 1974 new instructions were given including the same services as before. The arrangement implying financial support from the Government and the National Insurance Fund continues as before; and 35 per cent of the municipal net expenditure will be paid by public authorities. As a main rule these arrangements will be publicly directed. The municipalities can, however, also enter into an agreement with private organizations regarding co-operation in this field. Arrangements established in accordance with instructions from the ministry give the right to grants from the State and the Insurance funds. In principle the various home-help services cover the various demands for help. The co-ordination of the home-help services which the instructions aim at, will, however, bring about the situation that the home-help services to an increasing degree overlap. The housewife's substitute service aims primarily at helping families with children, when the housewife is incapable of being in charge of home and children. Home-help for the aged, disabled etc. means helping aged and/or disabled who have difficulties in managing the daily duties at home. Other home-help services include arrangements which aim at relieving other needs for help, as for instance house cleaning, all-day baby sitting etc. Some uncertainty is attached to the figures regarding other home-help services. The reason is that some of the municipalities have sent in incomplete statistical data. The home helpers of the above mentioned home-help services are to a certain extent especially educated for this occupation, but most of them have only a practicable professional background. Both neighbours and relatives have been employed as home helpers. All categories of home helpers are included in the statistics. In addition to the home-help services a new experimental arrangement was established in 1969 with farm-help services according to instructions from the Ministry of Consumer Affairs and Government Administration. New instructions were given the first of March 1974. The aim of farm-help services is to give help to farms which need it due to illness of the farmer or his family. The basis of the statistics refers to annual reports collected by the Ministry of Consumer Affairs and Government Administration from the municipalities.
