Our staff of Olympic employees and volunteers, and indeed the entire population of our country, will do their utmost to en sure that your visit to Lillehammer and Norway is a memo rable one. As the organizer of the XVII Olympic Winter Garnes, we have invited you here to pro mote wholesome values and high ethical standards for young people through sport. One of the goals of the Olympic Movement is to promote greater international understanding by bringing different nations together in peaceful competition. Here in Norway, we consider it to be a special objective of the Lillehammer Garnes to enhance world awareness of the need to preserve the environment and protect this planet as our common arena. Norway is a winter nation and winter sports occupy a unique place in the hearts of most Norwegians. You will disc over that the spectators cheering you on are knowledgeable and enthusiastic and that they will help to make these Garnes a sports extravaganza and national festival. Modem, high-standard arenas have been specially constructed for this event, and we are pleased that they will be used by the world's best athletes. The XVII Olympic Winter Games -~ VI Cl C W The Organizing of the XVII Olympic Winter Games The task of the Lillehammer Olympic Organizing, LOOC, is to plan, prepare and stage the XVII Olympic Wmter Garnes in Lillehammer in 1994. The organizing committee for the XVII Olympic Winter Garnes was set up by the Municipality of Lillehammer, the Norwegian Olympic and the Norwegian Government on 14 November 1988. The Municipality of Lillehammer and the Norwegian Olympic each hold 24.5 per cent of the shares in the company, while the Norwegian Government holds 51 per cent. The owners are represented on the Board of Directors and at the General Meeting in proportion to their ownership share. The employees are also represented in the goveming bodies. The organization is headed by President Gerhard Heiberg. He has wide experience from Norwegian trade and industry, and he is also Board Chairman of Aker AlS, one of Norway's largest industrial gro ups. His vice-presidents are Arne Myrvold, President of the Norwegian Olympic, and Audun Tron, Mayor of Lillehammer. Mr Tron deputizes for President Heiberg during his absence. Henrik Andenæs is Managing Director. The organization chart on the following page shows LOOC's organizational structure. 15

General rules Cl C W Rules Speed skating competitions will be held in accordance with the ISU Regulations, 1992 edition, as well as any relevant ISU Communication. In case of disagreement in the interpretation of the rules, the English text will prevail. Any unforseen incidents not covered by such rules and Communications will be resolved as follows: Cases of a general nature will be resolved in accordance with the Olympic Charter. Technical questions will be resolved in accordance with ISU Regulations. Participation Only NOCs recognized by the IOC, and whose national skating federation is a member of the ISU, have the right to participate. Only competitors who comply with the conditions laid down in the Olympic Charter are entitled to participate in the competitions. Qualification system Qualifying times for the Olympic Garnes: 500 m 1,000 m 1,500 m Men 38,80 1.17,50 1.59,00 ladies 43,00 1.26,00 2.12,00 Each NOC mayenter maximum four (4) ladies and four (4) men per nation per distance, it they are qualified. 3,000 m for la dies and 5,000 m for men will allow a maximum of 32 entries achieved by the following qualifying times: 3,000 m ladies 5,000 m men 4.40,00 7.20,00 It more than 32 katers achieve the qualifying times, then the lowest will be disqualified until the number is reduced to 32 entries. A Member can enter a maximum of three (3) skater for the 3,000 m for ladies and the 5,000 m for men. It a Member has more than three (3) skaters arnong the first 32, the exceeding skaters will be cancelled and the 21

skater placed no 33, 34, 35 etc. may participate instead. For the 10,000 m men and 5,000 m ladies, the nations having the 16 best skaters in the 5,000 m men and 3,000 m ladies at the Olympic Wmter Garnes have the right to enter a corresponding number of skaters, maximum three (3) per nation. Skaters who have not skated in the 5,000 m for men or 3,000 m for ladies and who will be entered, must have achieved the qualifying time. Qualifying times can only be skated at - International Competitions open to all ISU Members - Speed skating World Cup competitions - ISU Charnpionships Qualifying period: - September 1, 1993 until January 30, 1994. Electronk timekeeping must have been used. The total number of men and ladies from any nation shall not exceed ten (10) and eight (8) respectively. Entries Summary o/ Participation A "Summary of Participation" form to be completed by the respective NOCs must indicate the number of athletes and tearn officials that the NOC anticipates sending to the XVII Olympic Wmter Garnes. This information may be forwarded by fax and must include all the information as required on the form. Such faxes must be received by LOOC no later than 24.00 (Lillehammer time), September 1, 1993, with the actual form following no later than September 10, 1993. Entry by Number An "Entry by umber" form forwarded by the respective NOC must indicate the sports, events and number of male and female athletes that the OC anticipates sending to the XVII Olympic Winter Garnes. This information may be forwarded by fax and must include all the information as required on the form. Such faxe mu t be received by LOOC no later than 24.00 (Lillehammer time), December 1, 1993, with the actual form following no later than December 10, 1993. Entry by Name - Ath/ete An "Entry by Narne - Athlete" form forwarded by the re pective OCs indicating the athlete's full narne, date 22

of birth and the events in which he/she is going to participate must be received by LOOC. All entries by name must be accompanied by a completed and signed eligibility code. The eligibility co de must also be completed and signed by all team officials and extra-officials. The forms must be received by WOC no later than 24.00 (Lillehammer time), January 31, 1994. Entries received after this time and date wiil not be accepted. Femininity contral Prior to the start of the competitions, each female competitor not possessing acceptable certification issued by the IOC Medical Commission, will undergo femininity control tests in accordance with the instructions laid down by the IOC Medical Commission. Advertising Rules for advertising are laid down in the Olympic Charter. 23

Competit ion rules Technical organization The technical organization will proceed under the supervision of the ISU. The competition management, appointed by the Organizing of the XVII Olympic Wmter Garnes in conjunction with the Norwegian Skating Association, will be re ponsible for organizing the competitions. The ISU has appointed Mr. Jean Heckly, France, and Mr. Gerhard Zimmermann, Germany, as technical delegates to the speed skating competitions. Times will be measured electronically and manually according to ISU Regulations. Draw The draw for the starting order of ska ters will be held in accordance with ISU Regulations. Judges The referees, assistant referees and starters will be appointed by the ISU. All other officials will be appointed by the orwegian Skating Association. Prot ests In accordance with the ISU Regulations, protests must be submitted in writing with a deposit of 20 Swiss Francs, no later than one hour after the decisions have be en announced. Decisions will be made by the referee in accordance with ISU Regulations. Competitor arm bands Competitors tarting in the inner track must wear white arm bands and competitors starting in the outer track must wear red arm bands. 24

Awards The awards ceremonies wil! take place in the Hamar Olympic Hall immediately after each competition. Awards wil! be presented in accordance with the Olympic Charter. First Prize Silver gilt medal and diploma for each winner in each event. Second Prize Silver medal and diploma for the competitor placing second in each event Third Prize Bronze medal and diploma for the competitor placing third in each event Fourth to Eighth Prizes Diploma for each competitor placing fourth, fifth, sixth, seventh or eighth in each event. Booklet approval The regulations and conditions of the speed skating competitions were approved by the ISU on December 19, 1992. This explanatory booklet was approved by the IOC on December 9, 1992. 26

The Olympic city and the sub-sites..c VI Cl C W The municipality of Lillehammer Lillehammer, the host city for the XVII Olympic Wmter Games, has a population of 23,000. It is an important centre of trade. It boasts a variety of sports and cultural arnenities and is a centre for toulism and outdoor activities. The town was founded in 1827. Storgaten, Lillehammer's main street, has won a national award for its well-preserved old wooden buildings. The town's greatest attraction is Maihaugen, the largest open-air museum in Northem Europe, which houses the Sandvig Collection. This is a collection of 140 old buildings and more than 40,000 objects. Maihaugen has been expanded in preparation for the Olympics and a new exhibition area and concert hall have been built. The Lillehammer Art Museum on Stortorget also has a new building for the Olympic Garnes. It will house one of the largest collections of Norwegian art in this country. CIo se to the headquarters of the Lillehammer Olympic Organizing is the Lillehammer Olympic Information Cen tre. Information is displayed here about the preparations for the Garnes, the Garnes themselves and the post-olympic use of the arenas. In the mountain area to the east of Lillehammer, there are severallarge tourist centres which provide facilities for outdoor activities in summer and winter. 27

The municipality of Hamar Hamar has a population of 26,000 and is the administrative centre for the county of Hedmark. The town has a long history as a "kaupang" - the Norse name for a trading post. It was originally founded by a Viking king, Harald Hardråde, in 1049, but was not granted the status of a town unti11849. Hamar has many first-dass sport facilities, a variety of cultural events and a rich potential for outdoor activities in the surrounding country ide. The town is a cen tre of commerce, health care, education and communkation. At Dornkirkeodden - a headland running into Lake Mjøsa only a few hundred metres away from the Hamar Olympic Amphitheatre - you will tind the roins of a cathedral and castle. They are a visible reminder of Hamar's history as a "kaupang". Today, the restored Storhamar barn building stands on the castle roins and contains the Hedmark Museum's medieval collection. In the centre of Hamar, you will find Strandstuen, the town's oldest house. World-famous opera singer, Kirsten Flagstad, was bom there and the house contains the Kirsten Flagstad Museum. Hamar is a major road and railway junction. The main E6 highway passes dose by the town and there are good connections eastwards to Sweden. 28

Transport Ol C L.U Transport arrangements for the delegations will primarily be based on the following: Shuttle services Specially assigned vehicles Privately owned or rented vehicles Local and regional bus services Shuttle services A special shuttle service will be organized for transporting the NOe group to and from all official training sessions, competitions, ceremonies and other official arrangements. These buses will start from the Olympic Village in Ullehammer and the athletes' accommodation in Hamar. The departure times and frequency of the buses will be scheduled to satisfy the needs of the athletes for transport to the various arenas. Normally, the departure of the first bus will be scheduled to arrive 2-3 hours before the start of an event and the buses will then run at 10 to 30 minute intervals. TraveIling time from Lillehammer to Hamar is about 60 minutes, from Ullehammer to Gjøvik about 45 minutes and from Lillehammer to Kvitfjell about 60 minutes. In Ullehammer and Hamar, the traveiling time between the athletes' accommodation and the Olympic arenas will be no more than 15 minutes. The shuttle service will operate as long as the Olympic Village is officially open. Specially assigned vehicles Each individual delegation will be assigned a limited number of chauffeured vehicles. The num ber of and type of vehicles will vary according to the size of the de1egation. Each ice-hockey team will be assigned its own bus to travel to and from the training sessions and matches during the Games. Private vehicles Athletes with valid driving- and parking permit will be able to use their own vehicles or rented vehicles. There is a limited num ber of parking spaces at the accredited locations and the permits will therefore be assigned in strict order of priority. 29

Local and reg ional bus services The public transport ervice will be increased in the Olympic area. Athletes will be able to take these buses free of charge by showing their accreditation cards. Accommodation The Olympic Village is situated in Skårsetlia, right in the heart of the Olympic area. Apart from accommodation in Hamar for competitors and trainers of the speed skating, short track speed skating and figure skating events, there will be no other accommodation for the competitors. The Olympic Village will consist of a housing unit and a large service centre with an international zone. Accommodation in Hamar The Olympic accommodation centre in Hamar is situated at Toneheim College 3 km from downtown Hamar. The centre will accommodate competitors and trainers participating in the speed skating, short track speed skating and figure skating events. Hamar is situated 60 km from Lillehammer. The housing units will consist mostly of double rooms. The rooms will not contain cooking facilities. Restaurant service for competitors and team officials will be of the same standard as the service in the Olympic Vlllage at Lillehammer. Food and cleaning services will be provided by Toneheim College. The service centre at Toneheim will include the following facilities: restaurant with 170 seats common rooms TV/video rooms consulting rooms for doctors massage rooms offices for Chef de Missions and team officials Info-94 terminals kiosk storage facilities laundries and drying rooms Like the Olympic Vlllage, the accommodation centre will be placed at the disposal of the delegations free of charge.
