3 Introduction TheFTCtakesinreportsfrom consumersaboutproblemstheyexperienceinthemarketplace.thereports arestoredintheconsumersentinelnetwork(sentinel),asecureonlinedatabaseavailableonlytolaw enforcement.whiletheftcdoesnotinterveneinindividualconsumerdisputes,itslawenforcement partners whethertheyaredownthestreet,acrossthenation,oraroundtheworld canuseinformation inthedatabasetospottrends,identifyquestionablebusinesspracticesandtargets,andenforcethelaw. Since1997,Sentinelhascolectedtensofmilionsofconsumerreportsaboutfraud,identitytheft,and otherconsumerprotectiontopics.during2018,sentinelreceivednearly3milionconsumerreports,which theftchassortedinto29topcategories.the2018consumersentinelnetworkdatabook(sentineldata Book)hasaggregatedinformationaboutwhatconsumerstolduslastyearonthefulrangeoffraud, identitytheftandotherconsumerprotectiontopics.thisyear,consumersentineldataisalsoavailable onlineinaninteractiveformat,withupdatesprovidedquarterly.thesentineldatabookisbasedon unverifiedreportsfiledbyconsumers.thedataisnotbasedonaconsumersurvey.sentinelhasafive-year dataretentionpolicy,withreportsolderthanfiveyearspurgedbiannualy. 5 ExecutiveSummary Overview During2018,theConsumerSentinelNetworktookinnearly3milionreports,anincreasefrom Fraud:1.4milion(48%ofalreports) -Identitytheft:444,602(1) -Other:1.1milion(38%) arethetopreportcategoryin2018(18%ofalreports).debtcolectionreports declinedby2percentin2018(1ofalreports)andmovedto#2.identitytheft(1ofal reports)roundsoutthetopthreereportstosentinel. Fraud Therewereover535,000imposterscam reportstosentinel.nearlyoneinfiveofthosealsoreporteda dolarloss,totalingnearly$488milionlosttoimposterscams.thesescamsinclude,forexample, romancescams,peoplefalselyclaimingtobewiththegovernment,arelativeindistress,awel-known business,oratechnicalsupportexpert,togetaconsumer smoney. Ofthe1.4milionfraudreports,2indicatedmoneywaslost.In2018,peoplereportedlosingnearly $1.48biliontofraud anincreaseof$406milionoverwhatconsumersreportedlosingin2017. Themedianlossforalfraudreportsin2018is$375.Themedianindividuallosseswerehighestin thesefraudcategories: -MortgageForeclosureReliefandDebtManagement ($1,377) -BusinessandJobOpportunities ($1,304) -ForeignMoneyOfersandCounterfeitCheckScams ($1,214) Telephonewasthemethodofcontactfor69%offraudreportswithacontactmethodidentified.Only eightpercentofthosepeoplereportedlosingmoneytothescammer butthat8%reportedan aggregatelossof$429milion,andan$840medianloss. Wiretransferscontinuetobethemostfrequentlyreportedpaymentmethodforfraud,withareported aggregatelossof$423milion. Ofpeoplewhoreportedtheirage,thoseaged20-29reportedlosingmoneytofraudin4ofreports filedwiththeftc,whilepeopleaged70 79reportedlosingmoneyin1oftheirreportsandpeople 80andoverreportedlosingmoneyinjust1oftheirreports.Butwhentheydidexperiencealoss, peopleaged70andolderreportedmuchhighermedianlossesthananyotheragegroup. Creditcardfraudtopsthelistofidentitytheftreportsin2018.TheFTCreceivedmorethan167,000 reportsfrom peoplewhosaidtheirinformationwasmisusedonanexistingaccountortoopenanew creditcardaccount. Military Militaryconsumersreportedmorethan59,000fraudcomplaints,includingover36,000imposter scamsthatcostthem $34milionin2018.Imposterscamswerethelargestsinglecategoryofreports from militaryconsumers. TopStates Thestateswiththehighestpercapitaratesofreportedfraudin2018wereFlorida,Georgia,Nevada, Delaware,andMaryland.Forreportedidentitytheft,thetopstatesin2018wereGeorgia,Nevada, California,Florida,andTexas.
