A hijacking incident that cossed seveal bodes illustates the need fo a cental unit to coodinate the esonse. These ae feuent tagets fo iates due to the low feeboad of the tug and the modeate seed of such a combination. In the fist case the iates wee catued, in the second they evaded catue by abandoning the tug. Pio to the establishment of ReCAAP, iates oeated in a judicial vacuum that can be illustated by looking at one of these ecent cases. On th Febuay the Singaoean egisteed tug Asta with cew onboad deated Singaoe fo a fou day voyage to Cambodia towing the emty bage Callista. The following day the agent lost contact and, susecting that the vessels had been hijacked, contacted the Pot Oeations Contol Cente, also the ReCAAP Focal Point (Singaoe), who in tun infomed the local ReCAAP ISC. The Singaoe focal oint boadcasted the infomation to shiing in the aea via the NAVTEX adio system. The ISC then aleted focal oints in the likely aea (Bunei, Philiines and Thailand), as well as the Malaysian Maitime Enfocing Agency and the Indonesian authoities. As a esult of the NAVTEX boadcast, five vessels eoted the osition of the bage Callista difting alone between the th and th Febuay. On the th Febuay Callista was ecoveed. On the same day a Royal Malaysian Navy vessel sotted a life aft and escued the esons onboad who tuned out to be the cew of the Asta. The escued cew could infom the authoities that whilst they wee sailing along the Malaysian coast on the th Febuay they had been boaded by eight iates amed with ifles and long knives. The cew wee blindfolded and locked in the cabins of the Catain and Chief Enginee. On the th Febuay they wee all set adift in a life aft excet the Chief Enginee, who had been held by the iates to oeate the tugboat. In the meantime the name of the Asta had been ainted ove and the tugboat had been given the bogus name Roxy. The tug was beached at Dinagal, Philiines. The iates took the Chief Enginee with them to Geneal Santos City, whee on the th Febuay he escaed and eoted to the olice who aested the iates. The Philiines Coast Guad, also the ReCAAP Focal Point (Philiines), located the tug with one man still aboad. The authoities believe that the Asta was stolen, enamed and then sold. ReCAAP ISC s ole in this dama was in aleting shiing in the aea and coodinating between the maitime agencies of the vaious counties involved. In this case omt action and good cooeation ensued that none of the cew wee killed o injued, and that both vessels wee ecoveed intact. Risk eduction will cost Piacy is a menace to its victims, shiing comanies and states and this is unlikely to change whateve countemeasues ae taken and whateve new legislation will be imlemented. We cannot eadicate all isk, and eseach will have to show if the enfoced countemeasues in the maitime industy esult in less iacy. Piacy does ose a theat to intenational shiing, but so fa this has only been affected indiectly. Mechant vessels tansoting militay euiment o oil and gas could ose a theat to secuity if hijacked. Most iate attacks howeve only have local effects. Viewed in isolation fom othe kinds of maitime disode and coution on land, iate attacks ae cuently a localized oblem. They have a negligible effect on wold tade and the movement of eole. They might even use the shi to commit faud. Changing the identity of a vessel is done by cutting away the embossed name and eainting. The intention to imove the cews safety is well known and few will disute the imotance of having safe woking conditions on boad. Safety management, as descibed in the ISM Code, is founded on a linea causality whee futue events ae edicted and evented by analyzing data fom ast oeational exeiences - failues as well as successes. One undelying assumtion is that seious injuies and accidents may be evented by leaning and eflecting uon incidents with little o no injuy o damage. Following fom this citical euiement is the eliability and accuacy of inut data, that is nea miss and accidents eots. Conseuently, the conestone of an efficient safety management system is the cews eoting actices. Inaccuate and uneliable data In a suvey caied out in, the data ointed to a situation with substantial undeeoting. Some % of the esonding cew stated that they neve o only sometimes eoted mino incidents o nea misses. Moeove, ove one thid admitted to sometimes o always changing the eots to make themselves look bette, to esent a bette state of affais than was in fact the case, o to cove u thei own mistakes. Unde-eoting undemines the foundations on which any safety management system is constucted. If exeience data fom oeations ae not eoted, then ast mistakes cannot be used as a basis fo imovement. Maybe even moe seious is that the eots the safety manages have to wok with, and which ae submitted to analysis, cannot be tusted. On aveage, one thid of them do not descibe what eally haened, and it is imossible to know which ae faulty and which ae coect. It is difficult, if not imossible, to efom sufficient safety management unde such cicumstances, such as efoming tend analysis o ioitizing measues. This leaves us with an imotant uestion: what can be done to imove the situation? The statistical analysis indicates that thee is an inteelationshi between eoting actices and feedback given to the eote. Consult the cew Relevant feedback on eoted conditions is consideed a motivating facto, as the cew undestands the elevance of the eoting and see that it is taken seiously. A ositive elationshi between eoting feuency and feedback is also shown in ou data. Teatment of eots and develoment of safety measues ae nomally done by shoe esonnel. The degee to which seafaing esonnel ae involved in these ocesses vaies within comanies. Howeve, the statistics indicate that safety measues ae egaded as moe elevant when the seafaes get involved in the develoment of ISM manuals, which includes the ocedual system and checklists. Shiboad feedback is given by the catain o shiboad management, who in tun eceive the infomation fom the shoe-side of the comany. Thus the uality of feedback given is not only deendent uon the shi management, but also the shoe-side s oientation towads safety. Some comanies stive fo a contolling aoach, whee the tendency is to develo yet moe ocedues and checklists to contol the cew s behaviou. Howeve, feedback in the fom of new safety measues should be used with caution, and should be embaced by the cew as meaningful. 13 develo. Fo examle, many do not see the oint in weaing helmets in all situations on deck. On one shi the cew even stoed laying table tennis. The table was located in the foecastle, and wheneve they wanted to lay they had to gea u in full safety euiment to get thee. Do such absolute measues make sense, o should the cew themselves be given the ootunity to diffeentiate between situations with otential fo head injuy o not? The cew aticiating in this suvey wee asked to give thei eason fo violating ocedues. About ecent claimed that the ocedues did not wok as intended, and as a conseuence wee not followed. This state of affais may have aisen eithe because the cew wee not being consulted, thei exeience was not taken seiously, o insufficient allowance was made fo the secific cicumstances that aly to secific woking situations on the vessel in uestion. A blame cultue The statistical analysis showed a elationshi between a blame cultue and the tendency to massage the eots. Those who wee most likely to fix u the eots to cove thei own mistakes did, to a lage degee, eceive thei comany as moe eoccuied with lacing blame than finding the cause of the eoted event. Moeove, when asked to give a eason fo not eoting an incident, about ecent stated fea of negative eactions as the eason, and ecent wee afaid that the infomation in the eot could be used against them. A comany olicy of constantly develoing new ocedues and checklists may also be eceived as belonging to a blame cultue imlying cew shotcomings as the cause of eo. In othe wods, the comany is saying You did something wong and we have to make sue that you neve do that again. With human eo cited as the cause of failue, the tendency is fo safety measues to seek to contol human behaviou with ocedues and checklists. Then, when the eal cause is found to lie elsewhee in the oganization, such measues may clealy not be the answe to the undelying oblem and incidence of failue, and accidents will continue to occu. This may develo into a cycle of blame, whee - the next time human eo is cited as the cause of failue - the situation aeas wose because the cew have aleady been waned. Moeove, constantly toent of new safety measues may be eceived as less and less meaning ful, and thus futhe undemining the safety system as moe ocedues ae violated and less safety infomation eoted. Ticking boxes and checklists can neve elace good taining, cometence and seamanshi. All this may be seen as a vicious cycle that undemines and degades safety. To beak this cycle, it should be ecognized that human actions ae almost always constained by factos beyond an individual s immedi ate contol, and most human failue does not esult fom intentional actions. Thus, in such cicumstances, it may not be meaningful to develo one set of standadized measues to fit all. Safety could be managed moe efficiently if cews wee allowed to make local adjustments. Cew stability and tust Although the vessels aticiating in this eseach all had Nowegian ownes, most of the aticiating cew wee not Nowegian, and without fixed emloyment. When all the Nowegian seafaes nomally have a fixed schedule sailing at the same vessel, the majoity of the non- Nowegian seafaes did not, and they wee also less familia with thei shi management. Howeve, cew stability and the ootunity to develo inteesonal elationshi with fellow cewmembes and management is imotant fo eoting actices. The statistical esults also suggested inceased eoting feuency fo those cewmembes who have woked with thei shi management fo one yea o moe. Aaently the effect of being familia with you management is lage fo those who ae moving fom the categoy neve o seldom to sometimes eot. In othe wods, if you exeience a cew that neve o only seldom eot nea-misses o incidents, the eason may be lack of continuity and stability in the wok foce at that aticula vessel. Leadeshi and management have vaious facets and include social skills such as team building, consideation of othes, conflict esolution and so on. I would suggest that such social skills ae of aticula imotance within this maitime setting, and should be given moe imotance in leadeshi and manageial taining. When at sea, both wok and leisue time haen at the same time, with few and limited ossibilities to inteact with the suounding wold. In such settings, leadeshi and mana gement style influences wok and social life in a moe all-embacing manne, including the inteesonal elations hi among cew membes. The statistical esults also stengthen the idea that a good inteesonal elationshi among the cewmembes inceases the likelihood of inceased eoting feuency. A tusting elationshi is a key facto in getting individuals to eot thei own mistakes and othe exeiences. In daily oeations, it also eflects the degee to which the cew shaes safety-elated infomation when changing shifts, when efoming safe job analysis, and moe infomal ocesses of shaing safety-elated infomation duing oeations. When signing on a new shi, new cew will be unfamilia with the shi management s and closest sueio s management style as well as fellow cewmembes and the on-boad woking climate. Fo instance, if the shi management on the seafaes evious vessel wee blame oiented, this seafae will most likely join the new vessel with this latest exeience in mind, and be cautious about eoting his own mistakes fo fea of being blamed o sanctioned. In time, the seafae will lean how the management is oiented on that aticula vessel. Safety management cannot be adeuately efomed without accuate infomation fom oeations. The cew s exeiences, and judgment as ofessionals, ae the most valuable souce in etieving the infomation necessay. Thus, the cew s exeience and ofessional judgment should be taken seiously in the ocesses of leaning fom the ast, and shoe esonnel need to listen. Moeove, it is imotant that cew have woking conditions whee this exeience can be communicated and discussed with a genuine undelying intention to lean not lacing blame. Den statlige odningen med bibliotekbøke til sjøfolk kunne makee hundeåsjubileum høsten. Teje J. Eiksen, senioådgive, undeavdeling Abeids- og levevilkå, Sjøfatsdiektoatet Odningen med et eget bibliotek fo sjøfolk e like oulæ i dag som den alltid ha væt. Ettesøselen ette bokeske vise tydelig at sjøfolk sette sto is å tilbudet om lesestoff. Boka e en viktig kilde til ekeasjon og olysning, samtidig som den sette folk i stand til å flytte tankene ove å noe annet i en elles esset hvedag. Odningen va fa høsten oganiset gjennom en komité Statens vandebiblioteke fo sjømænd fa davæende Sjøfatskontoet i Deatementet fo handel, sjøfat og industi. I den føste komiteen va det i følge vedtektene en eæsentant fo deatementet, en fo skibsedene, en fo sjømandsstanden, en fo sjømandsmissionen og to bibliothekkyndige medlemme. Ove hele veden I eglementets stå det beskevet at udlaan, indleveing og ombytte af bogkasse skje i Kistiania ved komitéens konto, i de støe noske havnebye hos skibstilsynsmændene og i de vigtigste utenlandske sjøhavne ved de noske konsulate. I va dette havnene i Kjøbenhavn, Hambug, Rottedam, Antween, Achangel, London, Cadiff, Liveool, Newcastle o. T., Leith, Le Have, Bilbao, Lissabon, Genua, Bangkok, Saigon, Hong Kong, Shanghai, Cae Town, New Yok, San Fancisco, Monteal, Havana, Rio de Janeio, Buenos Ayes, Montevideo, Valaaiso, Melboune og Sidney. Disse havnene eflektete godt noske skis fatsomåde, og det ble etablet et svæt bedt tilbud nå det gjaldt byttestasjone. I denne eioden måtte altså skiene selv søge fo å hente og binge bokkassene til byttestasjonen. Innholdet i kassene va delvis donasjone, men også noen innkjøte bøke, og samtlige kasse hadde en innholdsbeskivelse. Man va å denne tiden svæt otatt av sjøfolks helse, og eglementets inneholdt bestemmelse om smittefae de det hete: Til foebyggelse af smittefae skal udlaansstationene aase at ingen bogkasse udlaanes til skib, de aa eise til kolea-, est- elle koesmittet sted Indlevees kasse fa skib, de komme fa saadanne stede, elle som unde eisen ha havt smitsom sygdom ombod, skal udlaansstationens bestye (aa bibliothekenes egning) lade kassen desinficee aa betyggende maade, om detil e anledning, og i modsat fald enten obevae den i nogen tid inden nyt udlaan elle sende den hjem elle videe med skibet. TUNG LITTERATUR. Wilhelmsenskiet Taonga fikk æen av å få den føste leveingen av bøke fa Velfedskontoet fo handelsflåten. I va bokkassene så stoe og tunge at det måtte to mann til fo å håndtee dem. Statens velfedskonto fo handelsflåten, senee Velfedstjenesten fo handelsflåten, ble oettet ved en egen velfedslov i, og bibliotektjenesten ble oganiset sammen med all velfed til sjøfolk i en ny etat. Sjøfolks helse sto stekt i fokus også i denne eioden, og mangeåig helsediektø Kal Evang va den føste fomannen i velfedsådet. Det nye velfedsabeidet som ble oganiset av noske myndighete i samabeid med sjøfolkenes og edenes oganisasjone tok i hovedsak sikte å å nå te mål:. Å gi sjøfolkene så vidt mulig samme adgang til sosiale gode som den hjemmevæende befolkning.. Å beskytte sjøfolkene mot de sesielle fae og åkjenninge som sjømannsyket føe med seg.. Å hinde at sjøfolkene bli intenasjonaliset i ond fostand, dvs. otløse. Nå det gjaldt unkt én va det bolig fohold i utenlandske havne og utdannelse og olæing som sto høyest å ioiteingslisten sammen med sjømannsidett og muligheten til å låne og lese bøke leie av den mentale helse. Stoe kasse Bokkasse n. én i den nye oganisasjonen ble levet om bod i Wilhelmsens ski Taonga i Oslo høsten. Kassene va av et betydelig fomat, og det måtte to til fo å behandle dem. Av aktiske hensyn, og ikke minst med tanke å velfedsseketæenes ygge, ble kassene ette hvet standadiset i et noe minde fomat, og åsatt håndtak slik at en eson kunne bæe dem. Hve kasse kunne beholdes om bod inntil ett å, og hve bok ble anbefalt utlånt i maks en måned. I låneeglene finne vi femdeles begensninge i fobindelse med helse. Alle om bod kunne låne bøke unntatt e de som lide av smittsom sykdom. Innholdet i kassene foandet kaakte i den nye oganisasjonen. De fleste bøkene ble ette hvet innkjøt, og donasjonene ble fæe. Dette høynet kvaliteten å bøkene. Tilbudet skulle væe like bedt som ved et vanlig folkebibliotek, og man skulle ikke dive sensu av enkeltbøke. Bøke som va eesentet å de hjemlige biblioteke va i utgangsunktet også å finne i Velfedens kasse. Selvfølgelig kunne ikke alle bøke kjøes inn, men da va det budsjettet som va begensningen. 15 Velfeden den. Pinsiet va slik at alle skulle finne minst én bok i kassen som asset dees smak. Da utvalget va så bedt klagde mange å at det va alt fo lite av de mest oulæe bøkene. Dette hadde også sammenheng med at kassene ette hvet ikke hadde innholdsfotegnelse, og man kunne bytte kasse med en byttestasjon uten at de nødvendigvis va fulle. De mest oulæe bøkene fotsatte sin vanding om bod å skiet, og esten ble byttet ut. Staten hadde en egen innkjøsodning av bøke som bibliotekene fikk gatis, men disse gatisbøkene høte som egel ikke til de mest ettesute utgavene. Det ande nye i denne tiden va at Velfeden i langt støe gad foetok JUBILEUMSVEGG. I anledning hundeåsjubileet fo boktjenesten ha Velfeden laget en egen utstillingsvegg, som fotelle litt av tjenestens lange histoie. byttene ved egne skisbesøk i de mange havnene man hadde oettet velfedskontoe elle klubbe. I eioden fa til hadde man å det meste velfedsstasjone og knat utsendte velfedsseketæe til å betjene skiene. Dette kom i tillegg til lokalansatte og betjening ved klubbene i utlandet samt bemanningen å hovedkontoet. Ved stasjonene som hadde klubbe va det egne lesevæelse elle bibliotek. De kunne sjøfolkene selv velge, ut fa et støe utvalg, hvilke bøke man ønsket å ha med om bod. I bibliotektjenestens tedje fase ble velfedstjenesten som et eget ogan nedlagt, noe som utløste stoe oteste fa sjøfolkene. Det ble betydelige innskjæinge da tjenesten fa. janua ble undelagt Sjøfatsdiektoatet. Fa en budsjettost å omlag te millione i, måtte man fa ned å omtent en tedjedel til innkjø av bøke. I dag e budsjettet å om lag kone. Rasjonaliseing Det stoe aaatet til velfedstjenesten, med stasjone og klubbe, ble innskenket til fem egne stasjone som lå i Abedeen, Pot Said, Rottedam, San Fancisco og Yokohama. De to sistnevnte e siden blitt nedlagt. Man kjøte også tjeneste fa sjømannskikene i Houston og Singaoe. Fo å klae seg med et lavee budsjett, va det nødvendig å asjonalisee tjenesten stekt. 28 Kustilbud ved unik miljøsimulato i Røvik Kan gi minde utsli og lavee bunkesutgifte En unik simulato e nylig tatt i buk å Sikkehetssenteet ved Yte Namdal Fagskole i Røvik. Simulatoen kan hjele edeiene til å sae bunkes, samtidig som utsli av miljøgasse og giftstoffe edusees mest mulig. EcoShi kalles kustilbudet Bjate Amble, infomasjonskonsulent Sjøfatsdiektoatet som e knyttet til buk av simulatoen. Avdelingslede Pe Olav Jakobsen og oveingeniø John H. Johansen ved Sjøfatsdiektoatets stasjon i Røvik fikk demonstet simulatoen unde et besøk ved Sikkehetssenteet i novembe. 30 Ny bok Kommentae til skissikkehetsloven Senioådgive Teje Henes Pettesen i Næings- og handelsdeatementet og ofesso ved Nodisk institutt fo sjøett, Hans Jacob Bull, ha skevet en fyldig kommentautgave til skissikkehetsloven. Boken, som e utgitt av Fagbokfolaget, ble esentet å et boklanseingssemina å Univesitetet i Oslo den. novembe. Boken å hele side inneholde gundige kommentae til skissikkehetsloven av med senee endinge, føst og femst bygget å foabeidene og aksis. Loven femstå å mange måte som en ammelov, og boken ha defo også en gjennomgang av det omfattende og komlekse foskiftsveket som e hjemlet i loven. Siden loven ha sin bakgunn i et bedt LANSERTE NY BOK. Hans Jacob Bull (til venste) og Teje Henes Pettesen ha skevet en fyldig kommentautgave til skissikkehetsloven. 31 Sjøfatsdiektoatet vant Haugaland HMS abeidsmiljøis Sjøfatsdiektoatet fikk isen fo et målettet, systematisk og keativt HMS-abeid. Bente Amandusen Redaktø Navigae, Sjøfatsdiektoatet - Vi hadde flee veldig gode kandidate til isen i å. Målsettingen e å sike et abeidsmiljø som gi gunnlag fo en helsefemmende og meningsfylt abeidssituasjon og full tygghet mot fysiske og sykiske skadevikninge. Dette vil diektoatet onå gjennom systematisk HMS-abeid, ved å bede kunnskae og holdninge om systeme og vikemidle som binge tivsel, tygghet og lavt sykefavæ. Diektoatet ha utabeidet sin egen Hustavle med ti ting som skal bida til det gode abeidsmiljøet. Hustavlen gå som skjemsae hos alle, og søge fo stadige åminnelse. Viksomheten dele også ut sin egen intene HMS-is til den avdelingen som hvet å utmeke seg å omådet. Miljøfytån Sjøfatsdiektoatet ønske å ha en miljøvennlig dift, samt en tydelig og dokumentet miljøofil. Diektoatets hovedkonto i Haugesund ble setifiset som Miljøfytån i august. Miljøfytån e en nasjonal setifiseingsodning ettet mot viksomhete i ivat og offentlig sekto. Fo å bli setifiset stilles det bansjekav til miljøledelse, blant annet abeidsmiljø og HMS-tiltak, ARBEIDSMILJØPRIS. Fo diektoatet innebæe setifiseingen en ekke tiltak, deiblant økt buk av telefonmøte, kildesoteing av avfall, samt eduset buk av ai og støm. En tivelig abeidslass Sjøfatsdiektoatet ha en ekke abeidsmiljøtiltak, blant annet et eget abeidsmiljøutvalg som ha etablet en handlingsog ofølgingslan fo sitt ovevåkende, ofølgende og foebyggende HMSabeid. Det legges sto vekt å god dialog og godt samabeid mellom ledelse og medabeidene i diektoatet, blant annet i et eget medbestemmelsesfoum, de de ansatte sikes innflytelse i abeidet. Alle nyansatte i etaten gå å kus de man fokusee å kommunikasjon og et godt abeidsmiljø. Diektoatet e også veldig otatt av å beholde sine elde medabeidee, og ha en senioolitikk de intensjonen e å motivee og legge til ette fo at elde medabeidee skal bli lengst mulig i jobb. I tillegg til de odinæe velfedsmidlene til tivselsfemmende tiltak å abeids lassen, e det satt av et eksta belø å,- kone e ansatt til tiltak fo å femme godt abeidsmiljø. Man ha også kunstfoening, bidgeklubb, seilklubb, eget ko og ockeband, og til og med en stikke klubb. Setifiseing av ISM evisoe Quality Management Cetification tilby akkeditet setifiseing av ISM evisoe. Akkediteing bety at setifikatene e autoiset og setifiseingen e unde ovevåkning av noske myndighete ved Nosk Akkediteing. Dette gi også setifikatene intenasjonal gyldighet. Et akkeditet setifikat e nyttig dokumentasjon å esonlig kometanse. Quality Management Cetification e alene om å kunne utstede akkeditete ISM eviso setifikate i Noge. Fo å bli setifiset må man ha efaing med evisjon, ha deltatt å et godkjent evisjonsledekus og bestå ISM eviso eksamen. 32 Nytt fa IMO DE Ny olakode ta fom IMOs undekomité fo design og utsty (DE) hadde sin. sesjon fa. til. oktobe i London. Delegasjonen ble ledet av assisteende sjøfatsdiektø Sigud Gude. Sakene handlet blant annet om den nye olakoden, fouensning, døe å assasjeski og Haakon Stohaug, senioådgive, undeavdeling Intenasjonalt miljø- og sikkehetsabeid, Sjøfatsdiektoatet livedningsutsty. Polakoden Den nye olakoden vil gjelde ski som navigee i olae støk, det vil si både Aktis og Antaktis. Koden vil inneholde tilleggskav til skisutsty, systeme og dift til de kav som alleede femgå av eksisteende IMO-instumente som SOLAS, MARPOL og ande. Koden vil væe målbaset og vil ette seg mot isiki som e sæskilte fo dift i olae favann - som miljøfohold og at man oeee fjent fa kjente fohold. Foslaget e en ofølging av anbefalingene fa undesøkelseskommisjonen som ble nedsatt ette ulykken med Boubon Dolhin i de åtte menneske mistet livet. Undesøkelseskommisjonen avdekket blant annet at fatøy som håndtee stadig tynge slee- og løfteoeasjone ikke e tilstekkelig dekket i eksisteende egelvek. 34 Kusdeltakene gi oss E det noen som ha bede scoe enn oss? Sikkehetssenteet Røvik (SSR) ble etablet i, og ha utviklet seg til å bli et sente med høy faglig kometanse innen utdanning av sjøfolk. Vi ha i dag godkjenning å alle kus som omhandle STCW konvensjonen og vi e ISO -godkjent av Bueau Veitas. Vi ha lagt ned mye abeid i hvodan vi kan tilettelegge kusingen til beste fo edeiene. Dette ha medføt at vi ha en del akkeløsninge som kan væe av inteesse. Vi utvikle nye kus ette hvet som behovene dukke o, og vi tilettelegge gjene kus og olæing som edeiene kan ha sesielle behov fo. Vi holde kus de det asse best fo edeiene. Vi se fam til å bli bede kjent med ditt fatøy elle dees edei. SSR ha en målsetting om minimum % scoe å tilbakemeldinge fa våe kusdeltakee.
