3 Norges offisielle statistikk Varehandelsstatistikk 1998 Forord Denne publikasjonen inneholder statistikk for varehandel, reparasjon av motorkjøretøyer og husholdningsapparater i Statistikken for 1998 er hovedsakelig utarbeidet etter de samme retningslinjer som for Den er basert på Alminnelig næringsoppgave (AN) og et spørreskjema for foretak innen varehandel. Ved sammenligning mot tidligere publiserte tall for 1997 skal en være oppmerksom på at ajourføring av næring i Bedrifts- og foretaksregisteret har medført revideringer av statistikken for Tall for 1997 i denne publikasjonen er rettet opp i hht. revideringene. Statistikken er tilpasset EUs forordning for strukturstatistikk. Forordningen krever først og fremst statistikk på foretaksnivå. Av hensyn til nasjonalregnskap og andre norske brukere, er det også utarbeidet bedriftsstatistikk for noen variabler. Publikasjonen gir opplysninger om tallet på foretak og bedrifter, sysselsetting, lønnskostnader, omsetning, investeringer, produksjonsverdi, bearbeidingsverdi samt en del andre variabler. I tillegg til de tabellene som er tatt med i denne publikasjonen, er det mulig å bestille en rekke andre eller mer detaljerte tabeller ved direkte henvendelse til Statistisk sentralbyrå (jf. kapittel 7). 4 Varehandelsstatistikk 1998 Norges offisielle statistikk Preface In this publication Statistics Norway presents statistics for wholesale and retail trade, repair of motor vehicles, motorcycles and personal and household goods in The 1998 statistics have been compiled mainly according to the same guidelines as for The statistics are based on Directorate of Taxes General Trading Statements (AN) and a questionnaire for enterprises. When comparing with previously published tables for 1997, one should bear in mind that the NACE codes of several enterprises have been revised in the Central Register of Establishments and Enterprises. However the 1997 figures in the tables enclosed have been adjusted accordingly. The annual statistics are adapted to the EU regulation on structural statistics, which primarily requires statistics at the enterprise level. Considering the needs of the national accounts and other Norwegian users, statistics on the level of local kind-of-activity unit (KAU) have also been compiled for some variables. The publication gives information on the number of enterprises and local KAUs, employment, compensation of employees, turnover, investments, production value, added value and some other variables. In addition to the tables included in this publication, a number of other and more detailed tables may be obtained by contacting Statistics Norway directly (cf. chapter 7). These can be provided electronically on diskette or on paper. Hovedresultater Foretak Totalt var det foretak med sysselsatte personer innenfor varehandel, reparasjon av kjøretøyer og husholdningsvarer i Foretakene hadde en omsetning på 801,8 milliarder og lønnskostnader på 74,8 milliarder kroner. Dette innebærer en vekst på 6,2 hhv. 10,4 prosent mot 1997, mens antall sysselsatte personer økte med 3,8 prosent. NACE 50 Handel med, vedlikehold og reparasjon av motorkjøretøyer og motorsykler. Detaljhandel med drivstoff til motorkjøretøyer og motorsykler. Innen næringen var det foretak med sysselsatte personer i Omsetningen var på 149,3 milliarder og lønnskostnader på 12,2 milliarder kroner. Dette innebærer en vekst på 5 prosent hhv. 9,4 prosent mot 1997, mens antall sysselsatte personer økte med 5,4 prosent. NACE 51 Agentur- og engroshandel, unntatt med motorkjøretøyer og motorsykler. Innen næringen var det foretak med sysselsatte personer i Omsetningen var på 447,1 milliarder og lønnskostnader på 35,8 milliarder kroner. Dette innebærer en vekst på 6,9 prosent hhv. 9,6 prosent mot 1997, mens antall sysselsatte personer økte med 6,6 prosent. NACE 52 Detaljhandel, unntatt med motorkjøretøyer og motorsykler. Reparasjon av husholdningsvarer og varer til personlig bruk. Innen næringen var det foretak med sysselsatte personer i Omsetningen var på 205,4 milliarder og lønnskostnader på 26,8 milliarder kroner. Dette innebærer en vekst på 5,6 prosent hhv. 11,9 prosent mot 1997, mens antall sysselsatte personer økte med 1,6 prosent. Dette innebærer en vekst på 5,8 prosent hhv. 12 prosent mot 1997, mens antall sysselsatte personer økte med 1,7 prosent Bruk av tabellene Ved sammenligning med tidligere publiserte tall for 1997 skal en være oppmerksom på at en del bedrifter har fått endret næringskoder. Dette henger sammen med ajourføring av næring i Bedrifts- og foretaksregisteret for Tall for 1997 i denne publikasjonen er rettet opp i hht. revideringene og kan derfor avvike fra det som tidligere er publisert. 2. Bakgrunn og formål 2.1. Formål og historie Varehandelsstatistikken er en del av næringsstatistikken. Den gir detaljert informasjon om aktiviteten i varehandelsnæringen. Statistikken følger normen til EU Rådets forordning for strukturstatistikk. Statistikken ble første gang publisert i Dagens form fikk den i Brukere og anvendelsesområder Statistikken benyttes av offentlige etater og private organisasjoner og individer. I Statistisk Sentralbyrå brukes den i Nasjonalregnskapet og til annen forskning og analysevirksomhet. Det er mulig å bestille tabeller fra statistikken med andre inndelinger enn de som publiseres. Omfang Varehandelsstatistikken er inndelt etter NACE 1 - standard og omfatter næringene: 50 Handel med, vedlikehold og reparasjon av motorkjøretøyer og motorsykler. Detaljhandel med drivstoff til motorkjøretøyer og motorsykler. 51 Agentur- og engroshandel, unntatt med motorkjøretøyer og motorsykler. 52 Detaljhandel, unntatt med motorkjøretøyer og motorsykler. Reparasjon av husholdningsvarer og varer til personlig bruk. EUs strukturforordning krever først og fremst statistikk på foretaksnivå. Videre er det av hensyn til nasjonalregnskap og andre norske brukere, også utarbeidet bedriftsstatistikk for variablene sysselsetting, omsetning, lønnskostnader og investeringer. Populasjonen består av bedrifter som omfatter foretak innen næringene 50, 51 og 52 i Datakilder Data innhentes fra Alminnelig næringsoppgave, Regnskapsregisteret og Enhetsregisteret i Brønnøysund, Skattedirektoratets manntall over merverdiavgiftspliktige (momsregister) og direkte fra bedrifter og foretak gjennom egne skjemaer. Til hjelp ved innhenting av opplysningene har en nyttet Det sentrale bedrifts- og foretaksregisteret i Statistisk sentralbyrå. For ajourføring av dette registeret er Momsregisteret, Enhetsregisteret, samt ulike opplysninger fra bransjeorganisasjoner og direkte fra enkelte foretak benyttet Utvalg Hovedstørrelser for sysselsetting og omsetning bygger på fulltelling av alle enhetene i trekkpopulasjonen. Data for andre kjennetegn innhentes på ulike måter og med forskjellig dekningsgrad. Fra totalpopulasjonen trekkes et utvalg av foretak. Fra disse innhentes detaljerte regnskapsdata fra Alminnelig Næringsoppgave, inklusiv et tilleggsskjema. Før trekkingen stratifiseres utvalget etter følgende kjennetegn: Næring: Alder 131 grupper, samtlige næringsgrupper/næringsunder-grupper innenfor de angitte NACEnæringene 50, 51 og 52 på laveste nivå (4- eller 5-siffernivå) tre grupper, igangsatt 1989 og tidligere, og Foretakstyper Omsetning œ œ œ to grupper (enbedrifts- og flerbedriftsforetak) en, to eller tre grupper. For hver kombinasjon av næringsgruppe- /næringsunder-gruppe x alders gruppe x foretakstype stratifiseres foretakene etter omsetnings-størrelser: Yngste aldersgruppe har en omsetningsgruppe. Mellomste aldersgruppe har to omsetningsgrupper. (Hvis det er under 25 foretak i et stratum, slås disse sammen til en omsetningsgruppe.). Eldste aldersgruppe har tre omsetningsgrupper. (Hvis det er under 25 foretak i et stratum, slås disse sammen til en omsetningsgruppe. Hvis det er over 25, men under 50 foretak, slås de sammen til to omsetningsgrupper.). Dette gir maksimalt 12 strata pr. næring og i alt strata. Både for foretakene i den eldste og i den mellomste aldersgruppen blir alltid de syv foretakene i populasjonen med størst omsetning trukket med i utvalget. Disse syv foretakene utgjør en egen omsetningsgruppe både for en- og flerbedriftsforetakene for hver næringsundergruppe (4- eller 5-siffer NACE). Disse omsetningsgruppene blir dermed fulltellingsstrata. Av de totalt strata var det i alt 245 fulltellingsstrata. Resultatene fra utvalgsundersøkelsen ble benyttet til å splitte de mindre detaljerte regnskapsdata fra foretak utenom utvalget. Frafall av data erstattes av imputerte tall Datainnsamling Data er innhentet via spørreskjema eller fra elektroniske registre. Foretak tilhørende utvalget mottok spørreskjemaet i mai 1999 med svarfrist innen den 25. juni Besvarelsen kunne skje i form av pr. post, e-post, diskett o.l. Overskridelse av svarfristen ble straffet med tvangsmulkt. Av de som mottok spørreskjemaet er det hentet inn fullstendig sett av oppgaver (AN med spørreskjema) fra foretak. For de øvrige foretakene er det innhentet omsetningstall og andre vesentlige regnskapsopplysninger for foretak fra årsregnskap i Regnskapsregisteret i Brønnøysund. Videre er det innhentet omsetningstall for foretak fra Momsregisteret og for de øvrige foretak er omsetningen innhentet vha. Strukturundesøkelsen i Statistisk sentralbyrå. På denne måten får en opplysninger fra samtlige foretak. En oversikt over datainnsamlingen viser følgende: 1 Gjeldende standard for næringsgruppering (SN94) i Statistisk sentralbyrå, som bygger på EUs standard NACE Rev.1. Denne er publisert i serien NOS (Norges offisielle statistikk) C182 (1994). 10

Oppgavebyrde Oppgavebyrden er beregnet til 30 minutter per oppgavegiver i utvalgsundersøkelsen. Antall oppgavegivere utgjorde foretak og bedrifter. Det blir i alt timeverk eller 839 dagsverk Kontroll og revisjon Det er foretatt kontroller og opprettinger av de alminnelige næringsoppgavene for de foretakene som inngår i utvalget, det omfatter også skjemaet hvor tilleggsopplysninger oppgis per bedrift. Særlige kritiske kontrollstørrelser er næringskode, sysselsetting, årsverk, omsetning, lønnskostnader, andre driftskostnader og driftsresultat samt ulike fordelinger av omsetning. I tillegg kontrolleres og revideres tallene for investeringer. Revisjonen av datamaterialet foretas ved å sammenligne data fra foregående år, samt kontroller mot Bedrifts- og foretaksregisteret. Om nødvendig kontaktes oppgavegiver Analyse For de foretakene i utvalget hvor det foreligger fullstendig AN med tilleggsskjema er ingen regnskapsvariabler estimert. For disse foretakene er skjemaopplysningene benyttet. Resultatene sammenliknes med tilsvarende tall fra foregående år. Store endringer sjekkes på nytt, og om nødvendig kontaktes oppgavegiver. Aksjeselskaper utenom utvalget For aksjeselskaper utenom utvalget (dvs foretak, se pkt. 3.4) er det innhentet bestemte regnskapsopplysninger fra Regnskapsregisteret for aksjeselskaper. En del poster i Regnskapsregisteret er identiske med opplysningene i AN og kan derfor hentes direkte fra Regnskapsregisteret: Dette gjelder følgende poster: 11

Momsregisteret eller Strukturundersøkelsen AN-postene er estimert med omsetning som nøkkel for de foretakene utenom utvalget hvor omsetning er hentet fra Momsregisteret eller fra Strukturundersøkelsen (dvs. hhv og foretak, se pkt. 3.4). Også for disse foretakene sammenlignes resultatene med tall for foregående år. Store endringer sjekkes på ny, og en tar eventuelt kontakt med det enkelte foretak. Sysselsettingstall For de foretakene som har levert fullstendig sett av AN med tilleggsskjema (utvalget), er sysselsettingstall hentet enten fra Statistisk sentralbyrås tilleggsskjema til AN eller beregnet på bakgrunn av lønnskostnader eller hentet fra Enhetsregisterets arbeidstaker-/arbeidsgiverdel (AA-registeret). Det samme gjelder for de foretakene hvor en har nyttet utskrift fra årsregnskap fra regnskapsregisteret. Sysselsettingstall for de øvrige foretakene er enten hentet inn gjennom Statistisk sentralbyrås Strukturundersøkelse eller fra AA-registeret. 4. Begreper, kjennemerker og grupperinger 4.1. Definisjon av de viktigste begrepene Data for de fleste kjennemerker innhentes med foretak som statistisk telleenhet, slik det kreves i EU Rådsforordning for Strukturstatistikk. For sysselsetting, omsetning, lønnskostnader og investeringer er telleenheten bedrift (tilsvarende local kind-of-activity unit som definert i EU Rådsforordning Nr. 696/93). Foretak I Standard for næringsgruppering (SN) er et foretak den minste kombinasjon av juridiske enheter som produserer varer eller tjenester, og som til en viss grad har selvstendig beslutningsmyndighet. Bedrift I SN er bedrift definert som en lokalt avgrenset funksjonell enhet hvor det hovedsakelig drives aktiviteter som faller innenfor en bestemt næringsgruppe. I detaljhandelen faller bedrift stort sett sammen med butikk, forretning, utsalgssted e.l. I samsvar med bedriftsdefinisjonen blir virksomheten som foretak driver på lokalt atskilte områder, alltid regnet som særskilte bedrifter. I detaljhandel er det tilstrekkelig at virksomhetene har forskjellig gate- eller veiadresse for at de skal oppfattes som lokalt atskilte. Når det på ett og samme lokalt avgrenset område drives flere virksomheter som hører inn under ulike næringsgrupper, blir hver enkelt virksomhet regnet som særskilt bedrift forutsatt at den er av en viss størrelse. Minstekravet for oppdeling av kombinerte virksomheter på samme sted er at virksomheten sysselsetter minst tre personer i normal driftstid. For enkelte virksomhetskombinasjoner er det gitt spesialregler. I enkelte tilfeller er forretninger med atskilte avdelinger for omsetning av forskjellige vareslag delt i flere bedrifter. For eksempel gjelder dette samvirkelag med ulike avdelinger. Dette gjelder imidlertid ikke varehus som er plassert i en særskilt hovedgruppe, 521 Butikkhandel med bredt vareutvalg. Reparasjonsverksteder for maskiner kombinert med omsetning av maskiner, og som driver dels med klargjøring og garanti- og servicereparasjoner og dels med reparasjon mot betaling, er regnet som særskilt bedrift når reparasjon mv. mot betaling sysselsetter minst tre personer. I motsatt fall er verkstedet betraktet som et naturlig ledd i handelsvirksomheten. Bakervareutsalg og bakeri i samme bygning er regnet som én bedrift og gruppert under industri, forutsatt at foretaket ikke har andre bedrifter. Dersom foretaket også har bakervareutsalg eller andre bedrifter som er lokalt atskilt fra bakeriet, er hvert utsalg - også utsalg i samme bygning som bakeriet - regnet som særskilt 12

Et foretak som foruten bakeri og bakervareutsalg på samme sted også har et lokalt atskilt bakervareutsalg, er således delt i tre bedrifter. Salg av bakervarer mv. over disk kombinert med servering på stedet, er regnet som én bedrift og grupperes under 553 Restaurantvirksomhet eller 555 Kantine- og cateringvirksomhet dersom 50 prosent eller mer av omsetningen gjelder serveringsvirksomheten, i motsatt fall under Butikkhandel med bakervarer og konditorvarer. Slakteri eller pølsemakeri med eget kjøttvareutsalg er regnet som én bedrift og gruppert under industri dersom produksjonen og utsalget ligger på samme sted. Hvis utsalget ligger på et annet sted enn produksjonsvirksomheten, regnes virksomheten som én bedrift og grupperes under detaljhandel. Følgende virksomhetskombinasjoner er alltid regnet som én bedrift og gruppert under varehandel dersom de ikke drives lokalt atskilt: Sportsforretning med sykkelverksted; gullsmedforretning med verksted for produksjon og reparasjon av gull- og sølvvarer; urmakerforretning som både selger og reparerer ur. Engroshandel Engroshandel omfatter virksomheter som driver videresalg av nye og brukte varer i eget navn og for egen regning og kommisjonssalg, dvs. salg i eget navn, men for andres regning til videreforhandlere og til gårdsbruk, industribedrifter, bygge- og anleggsbedrifter og andre bedrifter som nytter varene i sin næringsvirksomhet, herunder skoler, offentlig administrasjon, helse- og andre sosiale institusjoner mv. Her grupperes også virksomheter som driver eksport av innkjøpte varer, videresalg for egen regning av importerte varer og salgs- og innkjøpslag. Agenturhandel Agenturhandel omfatter virksomheter som driver formidling av salg for andre ved å oppta ordrer eller slutte salg i disses navn. Detaljhandel Detaljhandel omfatter virksomheter som driver salg av nye og brukte varer i eget navn og for egen regning, vesentlig til personlig bruk eller til private husholdninger, fra fast utsalgssted eller fra torgplass eller ved postordre. Her grupperes også virksomheter som driver auksjonshandel og kommisjonssalg ellers til privatpersoner og husholdninger, dvs. salg for annens regning, men i eget navn. Varehandelsbedriftene grupperes i næringsgrupper og næringsundergrupper etter hvilke varer de omsetter. Ofte omsetter handelsbedriftene varer som hver for seg betinger gruppering i ulike næringsgrupper, og bedriftene grupperes da etter den vare eller varegruppe som har størst omsetning. Beliggenhet Beliggenheten er i samsvar med kommuneinndelingen pr. 1. januar I enkelte næringer kan et foretak drive virksomheter i flere kommuner og fylker uten å være delt i flere bedrifter. I slike tilfeller er foretakets samlede virksomhet registrert der foretaket har sin kontoradresse Definisjon av de viktigste kjennemerkene Eiere uten fast lønn som daglig arbeider i foretaket Eiere omfatter eiere av enkeltmannsfirma eller ansvarlig selskap, familiemedlemmer uten fast lønn som daglig arbeider i foretaket o.l. Medeiere i aksje- og andelslag som har lønnet arbeid i foretaket er ikke inkludert. Det er heller ikke familiemedlemmer til eiere av enkeltmannsfirma eller ansvarlig selskap når de har fast avtalt lønn. Lønnstakere Med lønnstakere regnes alle personer som arbeider for arbeidsgiveren, som har en ansettelseskontrakt og som mottar kompensasjon for utført arbeid i form av lønn, gasje, honorarer, gratiale, naturalytelser o.l. Midlertidig fraværende på grunn av sykdom, ferie, arbeidskonflikt o.l. er med, mens fraværende på grunn av militærtjeneste er holdt utenfor. Sysselsetting Med sysselsetting menes summen av eiere og lønnstakere. Personer med mer enn ett arbeidsforhold vil kunne være telt med som sysselsatt i flere næringer. Sysselsetting viser et gjennomsnitt av antall sysselsatte ved utløpet av fem utvalgte måneder i året. Sysselsettingstallene i strukturstatistikken kan avvike fra det som er publisert i Arbeidskraftundersøkelsen (AKU) fordi kildene og gjennomsnittsberegningen er forskjellig. Deltidsansatte Med deltidsansatte menes alle som på regulær basis arbeider færre timer enn det som er normal arbeidstid pr. uke i foretaket. Dette inkluderer også dem som arbeider deltid bare visse dager i uken. Årsverk Tallene omfatter antall årsverk utført av lønnstakere i foretaket. Varehandelen sysselsetter mange deltidsansatte. Tallet på utførte årsverk vil derfor være lavere enn tallet på lønnstakere. Omsetning Med omsetning menes summen av avgiftspliktige og avgiftsfrie salgsinntekter av varer og tjenester, leieinntekter av fast eiendom og andre driftsinntekter. Omsetning omfatter både kontantsalg og salg på kreditt for egen regning, og bruttoverdien av provi- 13

Salgsinntekter Salgsinntekter defineres som summen av avgiftspliktige og avgiftsfrie salgsinntekter av varer og tjenester. Handelsvarer Handelsvarer er varer som selges videre uten noen bearbeiding i bedriften. Varekostnad Med varekostnad menes forbruk av varer som er beregnet for videresalg. Innkjøpte handelsvarer som ligger på lager er ikke å regne som varekostnad. Varene verdsettes til innkjøpspris. Spesielle offentlige avgifter for solgte handelsvarer er ikke lagt til og spesielle offentlige tilskudd er ikke trukket fra. Bruttofortjeneste for solgte handelsvarer Med bruttofortjeneste for solgte handelsvarer menes salgsinntekter fratrukket varekostnader for solgte handelsvarer. Særavgifter er ikke trukket fra, og offentlige tilskudd er ikke lagt til. Produksjonsverdi Med produksjonsverdi menes omsetning korrigert for endringer i beholdning av ferdige varer, varer i arbeid og varer og tjenester kjøpt for videresalg. Kjøp av varer og tjenester for videresalg er trukket fra, mens aktiverte egne investeringsarbeid er lagt til. Bearbeidingsverdi Som bearbeidingsverdi regnes summen av produksjonsverdi fratrukket kjøp av varer og tjenester (for andre varer og tjenester enn de som er kjøpt for videresalg) og spesielle offentlige avgifter, samt korrigert for endringer i beholdningen av råvarer og konsumvarer. Spesielle offentlige tilskudd for tilvirkede/solgte varer og andre offentlige tilskudd/refusjoner er inkludert. Totale kjøp av varer og tjenester Som totale kjøp av varer og tjenester regnes verdien av alle varer og tjenester som er kjøpt i 1998 for videresalg, til bruk i foretakets egen produksjonsprosess eller for lager. Investering er ikke inkludert i disse tallene. Investering Som investering er regnet anskaffelser av fast kapital som bygninger og anlegg (unntatt boliger), maskiner, verktøy, redskap, inventar og transportmidler (unntatt til privat bruk), både nye og brukte. Påkostninger er lagt til, mens salg av brukt realkapital er trukket fra. Investering oppgis med fradrag for inngående merverdiavgift og med tillegg av investeringsavgift. Nyinvesteringer Nyinvesteringer omfatter alle nyervervede varige driftsmidler som er anskaffet og ferdigstilt i løpet av året, eksklusiv investeringer i uberørt eiendom. Ved kjøp benyttes kostpris, ved egenproduksjon benyttes produksjonskost for verdsettelsen av driftsmiddelet. Anskaffelser ved finansiell leasing er inkludert der driftsmiddelet er ført som eiendel i balansen. Salg av driftsmidler Salg av driftsmidler er beregnet til salgsverdien (erstatningssummen) ved realiseringer av brukte driftsmidler i løpet av året. Beløpet er inklusiv investeringsavgift. Driftsmiddelet anses som solgt når det er levert. Påkostninger på egne aktiva Dette omfatter verdien av alle aktiverte påkostninger og hovedreparasjoner som er kjøpt og utført av andre og/eller foretatt med egne ansatte på egne driftsmidler. Det forutsettes at slike påkostninger øker effektiviteten/verdien av og/eller forlenger levetiden til driftsmiddelet. Ved kjøp vurderes påkostningen til kjøpspris, ved egenproduksjon til produksjonskost. Lønnskostnader Lønnskostnader omfatter lønn, feriepenger, honorarer o.l., arbeidsgiveravgift til folketrygden, innberetningspliktige pensjonskostnader og andre personalkostnader. Lønnskostnader omfatter ikke godtgjørelse til eiere av enkeltmannsforetak eller ansvarlige selskap og til familiemedlemmer uten fast lønn Standard grupperinger Gjeldende Standard for næringsgruppering (SN94) i Statistisk sentralbyrå bygger på EUs standard NACE Rev. 1. Denne er publisert i serien NOS (Norges offisielle statistikk) C 182 (1994). 5. Feilkilder og usikkerhet 5.1. Innsamlings- og bearbeidingsfeil Resultatene fra en statistisk undersøkelse vil som regel inneholde visse innsamlings- og bearbeidingsfeil. Innsamlingsfeil oppstår ved at oppgavegiveren på grunn av glemsel, misforståelse av spørsmål e.l. gir feil svar. Bearbeidingsfeil er feil ved koding eller feil som oppstår ved overføring av opplysninger fra spørreskjemaet til maskinlesbart medium eller under revisjonen. 14

15 Norges offisielle statistikk Varehandelsstatistikk Utvalgsfeil œ Skjevheter i utvalget (f.eks. misvisende stratifisering) kan medføre feil for de variablene hvor det ikke er innhentet opplysninger for alle enhetene i populasjonen. Man antar eksplisitt ved imputeringen at foretak utenfor utvalget har lik kostnads- og inntektsstruktur som foretak i utvalget (jf. dekningsgradene, pkt 3.4). œ Frafall. I skjemabaserte undersøkelser vil det alltid være et visst frafall. Dette fordi noen oppgavegivere enten ikke returnerer sine skjema eller returnerer dem i ufullstendig utfylt stand. Foretak som ikke returnerer sine skjema behandles på samme måte som foretakene som ikke er med i utvalget Tabellen nedenfor viser dekningsgraden i 1998 etter antall enheter og størrelse på omsetningen. Om lag 3 prosent av oppgavegiverne i utvalget unnlot å svare Ikke-utvalgsfeil Feil i de administrative registrene er vanskelig å anslå men antas ikke å representere noen vesentlig feilkilde. 6. Sammenlignbarhet og sammenheng 6.1. Background and purpose 2.1. Purpose and history The structural statistics on wholesale and retail trade represent a part of Statistics Norway s industrial statistics. They present detailed information about the activities of the sector. The statistics conform with the EU Council regulation on structural statistics. The statistics were first published in 1956, and have been published in the present form since Users and applications Users include public and private sector agencies, organizations and individuals. Other users include the National accounts statistics and the Research department of Statistics Norway. Customized wholesale and retail trade statistics can be commissioned from Statistics Norway. Scope Wholesale and Retail Trade Statistics are subdivided according to the NACE 2 -standard and comprise the following industries: 50 Sale, maintenance and repair of motor vehicles and motorcycles; retail sale of automotive fuel. 51 Wholesale and commission trade, except of motor vehicles and motorcycles. 52 Retail trade, except of motor vehicles and motorcycles; repair of personal and household goods. The EU s structural regulation primarily requires statistics at the enterprise level. Out of consideration to the national accounts and other Norwegian users, local kind-of-activity unit (KAU) statistics have been compiled for the variables employment, turnover, compensation of employees and investments. The population comprises establishments, of which also represent enterprises. They are within the NACE code of industrial classification: 50, 51 and Data sources Data were obtained from the General Trading Statements and a supplementary form, the Register of Annual Company Accounts, the Census of Entrepreneurs liable to Value Added Tax (the VATregister), the Central register of Establishments and Enterprises, and questionnaires submitted by establishments and enterprises. The Central Register of Establishments and Enterprises was used to obtain information. The Vat Register, Central Coordinating Register for Legal Entities and various information from trade organizations and direct input from certain enterprises are used to update the Central Register of Establishments and Enterprises Sample The statistics on total employment and turnover represent full-census survey data for the entire population. Other statistics are estimates based on sample data with varying degrees of coverage. For the most detailed survey of accounting data the General Trading Statement and a supplementary form are obtained from a sample of enterprises selected from the entire population. The population is stratified by the following characteristics: 2 The Standard Industrial Classification (SN94) in Statistics Norway, which is based on the EU standard NACE Rev. 1. This standard is published in the Official Statistics of Norway (NOS) series C182. Division: 131 Groups, all Classes/ Subclasses in the given NACE divisions 50, 51 and 52 at the lowest level (4- or 5-digit level) Age Three groups, commenced 1989 or earlier, and Enterprise types Two groups (single local KAU and multi-local KAU enterprises) Turnover One, two or three groups. For each combination of Class/Subclass x age group x enterprise type the enterprises are stratified according to size of turnover: œ œ œ The youngest age group has 1 turnover group. The intermediate age group has 2 turnover groups. (If there are fewer than 25 enterprises in a stratum, they are made into one turnover group.). The oldest age group has three turnover groups. (If there are fewer than 25 enterprises in a stratum, they are made into one turnover group. If there are more than 25, but fewer than 50 enterprises, they are made into two turnover groups.). This yields a maximum of 12 strata per division and altogether strata. The seven enterprises in the population with the largest turnover are always included in the sample for the enterprises in the oldest and intermediate age groups. These seven enterprises make up a separate turnover group for both single and multi-local KAU enterprises for each Subclass (4 or 5-digit NACE). These turnover groups thus become full census strata. Of the altogether strata there were altogether 245 full census strata. The results of the sampling survey help split the basic accounting data obtained from other enterprises into detailed components. Missing data for any unit are imputed Collection of data Data are obtained through questionnaires or extracted from electronic files. Enterprises included in the sampling survey for the statistics of 1998 received the questionnaire in May 1999, with return of forms by mail or electronic means of transmission due by June 25, Failure to respond is subject to fines. A complete set of statements (AN with supplementary forms) was obtained from enterprises. For the other enterprises, sales figures and other essential accounting data were obtained for enterprises from annual accounts in the Register of Annual Company Reports in Brønnøysund. Sales figures were furthermore obtained for enterprises from the 17

Population, Wholesale and Retail Trade Statistics 1998 This way, information from all enterprises is obtained. Reporting and record keeping burden Reporting and record keeping burden are estimated to 30 minutes for each respondent of the sample ( enterprises and local kind-of-activity units), equivalent to a total of hours, or 839 workdays Control and revision process Checks and corrections of the General Trading Statements (AN) for the enterprises included in the sample have been undertaken, including the form in which additional information is given per local KAU. The particularly critical control items are industry code, employment, turnover, compensation of employees, other operating expenses and operating profit/loss. Merchandise costs and investment figures are also checked. Revision of the data is undertaken after checking the Central Register of Establishments and Enterprises and after consulting the statement provider if necessary Analysis For enterprises belonging to the sample and with a complete AN and supplementary form, no AN items were estimated. The final results are compared with data of the previous year. Large changes are rechecked, if necessary by consulting the respondents. Limited companies outside the sample Certain accounting information from the Register of Annual Company Accounts was obtained for limited companies outside the sample (i.e enterprises, see section 3.4). Enterprises with sales according to the VAT Register or Industry Survey The AN items are estimated with sales as a key for the enterprises outside the sample where sales are obtained from the Vat Register or from the Structural Survey (i.e and enterprises respectively, see Section 3.4). Employment figures Employment figures for the enterprises that delivered a complete set of AN with supplementary forms (the sample) were obtained either from Statistics Norway s supplementary form to the AN or estimated on the basis of compensation of employees or taken from the Central Coordinating Register for Legal Entities employee/employer section (the AA register). The same applies to the enterprises for which we used transcripts from the annual accounts from the Register of Annual Company Accounts. Employment figures for the other enterprises are either obtained through Statistics Norway s Industry Survey or from the AA Register. 4. Terms, variables and classifications 4.1. Definition of the main terms Enterprise In the Standard Industrial Classification (SIC) an enterprise is the smallest combination of legal entities that is an organizational unit producing goods or services, which benefits from a certain degree of autonomy in decision making. Local kind-of-activity unit (local KAU) SIC defines a local KAU as a functional unit which at a single physical location is engaged primarily in activities within a specific activity group. In retail trade, a local KAU basically coincides with store, business, shop, etc. In accordance with the definition of local KAU, operations conducted by enterprises in locally separated areas are always regarded as separate local KAUs. In retail trade, businesses only need to have different street addresses in order to be regarded as locally separated. When several business belonging to different industry classes are operated in the same locally delimited areas, each business will be regarded as a separate local KAU provided it is of a certain size. The minimum requirement for dividing combined operations in the same place is that the business employs at least three persons during normal business hours. There are special rules for some combinations of businesses. In some cases, businesses with separate departments for selling different types of merchandise are divided into several local KAUs. This applies, e.g. to cooperatives with various departments. This does not, however, apply to department stores, which are places in a separate industry group, 52.1 Retail sale in nonspecialized stores. Combination machinery repair and sales businesses that derive part of their income from machinery preparation and guarantee and service repairs and part from repair jobs for pay, are regarded as a separate local KAU when paid repair jobs etc. employ at least three people. In the opposite case the workshop is regarded as a natural part of commercial operations. A bakery shop and bakery under the same roof are regarded as one local KAU and are grouped under manufacturing, provided the enterprise does not have other local KAUs. If the enterprise also has bakery shops or other local KAUs separate from the bakery, every shop, including those in the same building as the bakery, is regarded as a separate local KAU and grouped under trade, while the bakery is grouped under manufacturing. An enterprise which in addition to a bakery and bakery shop in the same place also has 19

The sale of bakery goods etc. over the counter combined with on-site serving, is regarded as one local KAU and is grouped under 5553 Restaurants or 55.5 Canteens and Catering if 50 per cent or more of sales are derived from restaurant operations, in the opposite case under Retail sales of bread, cakes and flour confectionery. An abattoir or sausage maker with its own butcher shop is regarded as one local KAU and grouped under manufacturing if production and the shop are located in the same place. If the shop is located at another place than the production site, the business is regarded as one local KAU and is grouped under retail trade. The following business combinations are always regarded as one local KAU and grouped under wholesale and retail trade if they are not operated as separate local businesses: sporting goods store with bicycle repair shop; jewellery store with shop for production and repairing gold and silver wares; watchmaker shop that both sells and repairs watches, clocks etc. Location Location is according to municipal borders at 1 January In some industry divisions an enterprise can do business in several municipalities and counties without being divided into several KAUs. In such cases the enterprise s combined operations are registered where the enterprise has its office address Definition of the main variables Wholesale trade Wholesale trade comprises businesses engaged in the resale of new and used merchandise under their own name and for own account and commission sales, i.e. sales under their own name but for the account of third parties to dealers and to farms, industrial firms, building and construction firms and other businesses that use the goods in their business activities, including schools, public administration, health and other social institutions, etc. Also grouped here are businesses engaged in the export of purchased goods, resale for own account of imported goods and sales and purchasing cooperatives. Wholesale on a fee or contract basis Wholesale on a fee or contract basis comprises businesses engaged in negotiating sales for others by accepting orders or closing sales in their name. Retail Retail trade comprises businesses engaged in the sale of new and used merchandise predominately for personal use or private households, from permanent shops or market place sites, or by mail order. Further a condition for being classified as retail sale is that the business is selling in its own name and for its own account. Also grouped here are businesses engaged in auction trading or commission sales to private persons and households, i.e. sales for the account of a third party, but under their own name. Wholesale and retail local KAUs are grouped in industry Classes and Subclasses according to the goods they sell. Often, the trading firms sell merchandise which separately call for groups in various industry Classes; the local KAUs are then grouped according to the merchandise or product group with the highest turnover. Owners without regular pay who work for the enterprise on a daily basis Owners include owners of sole proprietorships or general partnerships and family members who work for the enterprise on a daily basis without receiving regular wages. Co-owners of limited companies and cooperatives who are paid for working for the enterprise are not included, nor are family members of owners of sole proprietorships or general partnerships when they receive regular wages. Employees Employees means all persons who work for the employer, have an employment contract and receive compensation in the form of wages, pay, fees, bonuses, payment in kind, etc. Employees temporarily absent due to illness, holiday, labour disputes, etc. are included, while employees absent because of military service are excluded. Employment Employment means the sum of owners and employees. Persons with more than one job could be counted as an employee in several industries. Employment shows an average of the number of employees at the end of five selected months per year. The employment figures in the structural statistics may deviate from what is published in the Labour Force Survey because the sources and average estimates are different. Part-time employees Part-time employees means everyone who on a regular basis works fewer hours than the normal working hours in the enterprise. This also includes those who work part-time only certain days of the week. Man-years The figures include the number of man-years worked by the employees in an enterprise. Wholesale and retail trade employs many part-time employees. The number of man-years worked will therefore be lower than the number of employees. 20

21 Norges offisielle statistikk Varehandelsstatistikk 1998 Turnover Turnover means the sum of dutiable and duty-free sales income from goods and services, rental income from real property and other operating revenues. Sales include both cash sales and credit sales for own account, and the gross value of commission sales for others (wholesale on a fee or contract basis). The sales value is less VAT. Sales income Sales income is defined as the sum of dutiable and duty-free sales income from goods and services. Merchandise Merchandise is goods bought and resold with no added value. Cost of goods Cost of goods means the consumption of goods meant for resale. Purchased merchandise in stock is not regarded as cost of goods. The goods are valued at purchase price. Special public taxes for sold merchandise are not added and special public subsidies are not subtracted. Gross earnings on merchandise sold Gross earnings on merchandise sold means sales income reduced by product costs of sold merchandise. Special duties are not deducted and public subsidies are not added. Production value Production value means sales corrected for changes in stocks of finished goods, work in progress, and goods and services purchased for resale. Purchases of goods and services for resale are deducted, while capitalized own investment work is added. Value added Value added is figured as the sum of production value less the purchase of goods and services (for other goods and services than those purchased for resale) and special public taxes, and corrected for changes in stocks of raw materials and consumer goods. Special public subsidies for manufactured/sold merchandise and other public subsidies/reimbursements are included. Total purchases of goods and services Total purchases of goods and services means the value of all goods and services purchased in 1998 for resale, for use in the enterprise s own production process or for stocks. Investment is not included in these figures. Investment Investment is the total value of new capital goods such as buildings and plant (except housing), machinery, tools, implements, equipment and vehicles (except for personal use), both new and used. Improvements are added while sales of used capital stock are deducted. Investment figures are minus incoming value added tax but include investment tax. New investments New investments include all during the year fixed assets acquired and completed in the course of the year, excluding investments in unimproved property. In assessing the value of the business asset, cost price is used for purchases and production cost for own manufactures. Acquisitions through financial leasing are included when the asset is entered as an asset in the balance sheet. Sale of business assets Sale of business assets is estimated at the sales value (replacement value) upon realization of used business assets over the course of the year. The amount includes investment tax. The business asset is regarded as sold when it is delivered. Improvement of own assets This includes the value of all capitalized improvements and major repairs purchased and executed by others and/or undertaken with own employees on own business assets. A precondition is that such improvements increase the efficiency/value of and/or prolong the lifetime of the business asset. The improvement is estimated at purchase price at purchase or at production cost when manufactured. Compensation of employees Compensation of employees includes wages, holiday pay, fees, etc., employer s national insurance contribution, reportable pension costs and other personnel costs. Compensation of employees does not include remuneration to owners of sole proprietorships or partnerships or to family members without regular wages Standard classification The Standard Industrial Classification (SN94) The Standard Industrial Classification used in Statistics Norway, is based on the EU standard NACE Rev. 1. This standard is published in the Official Statistics of Norway (NOS) series C Error sources and uncertainty 5.1. Collection and processing errors The results of a statistical survey will as a rule contain some collection and processing errors. Collection errors occur when the provider of the data gives incorrect answers due to forgetfulness, misunderstanding of the question etc. Processing errors are errors from coding or errors that occur during the transferring of infor- 21

Statistics Norway assumes explicitly by the imputation that enterprises outside the sample have the same cost and income structure as enterprises in the sample (cf. coverage degree, section 2.3). œ Not answered. They are unlikely, however, to represent a significant source of statistical uncertainty or bias. 6. Comparability and correlation 6.1. Comparability over time and place Main statistics for local KAUs are available for all years from When making comparisons to previously published figures for 1997 it must be kept in mind that the updating on industries in the Central Register of Establishments and Enterprises have caused revisions in the 1997 statistics. Statistics for 1997 in this publication have been corrected according to the revisions and may therefore deviate from what was previously published Correlation with other statistics The statistics conform with the definition of national accounts statistics and conform with other statistics of Statistics Norway in terms of definitions and industrial classifications including the Bimonthly wholesale and retail statistics and the Monthly retail trade index. the user against total figures in various ways.
