3 FORORD Statistisk Sentralbyrå legger med dette fram den forste publikasjonen med kulturstatistikk. Materialet til publikasjonen er hovedsakelig hentet inn fra institusjoner som arbeider med kulturspørsmål. Bare en mindre del av tabellene bygger på oppgaver innsamlet og bearbeidet av Byrået. Til grunn for opplegget av publikasjonen er lagt det utvidede kulturbegrep som blant annet er omtalt i Stortingsmelding nr. 8 ( ) "Om organisering og finansiering av kulturarbeidet", Publikasjonen dekker således områder fra f.eks. teater og opera til idrett. Publikasjonen gir imidlertid langt fra noen fullstendig oversikt over de områder som dekkes av dette utvidede kulturbegrep. Spesielt har det vært vanskelig, innen den ressursramme som har vært aysatt, å skaffe oppgaver over amatørvirksomhet og andre aktiviteter som ikke er ledd i en fast organisert virksomhet. Publikasjonen gir derfor forst og fremst tall som viser noe av den landsomfattende og fast organiserte kulturvirksomhet. Det er i publikasjonen blitt lagt vekt på a gi tilbakegående tall for å kunne vise utviklingen over tid. Publikasjonen vil ikke bli utgitt årlig, men Byrået tar sikte på at den neste publikasjonen i serien vil foreligge i Arbeidet med planlegging og utarbeiding av publikasjonen har vært ledet av konsulent Bjørn Bleskestad i samarbeid med Avdelingen for utredning og planlegging og Kulturavdelingen i Kirke- og undervisningsdepartementet. 4 PREFACE The Central Bureau of Statistics here presents the first publication which contains cultural statistics. The material in this publication is mainly compiled from institutions working within the field of culture. Only a smaller part of the data is based on statistics prepared by the Central Bureau of Statistics. The scope of the publication is based on the extended concept of culture i.a. mentioned in Report to the storting no. 8 ( ) "On organizing and financing of the cultural work". The publication thus covers fields from e.g. theatre and opera to sports. However, the publication hardly gives any complete survey of the fields included in this extended concept of culture. Within the assigned resources, data from amateur activities and other activities outside firmly organized bodies have been difficult to compile. The publication therefore principally gives data on the nation-wide and firmly organized activities. 7 7 PRINSIPPER OG DEFINISJONER STATISTIKKENS OMFANG Publikasjonen inneholder oppgaver som grovt kan inndeles i tre hoveddeler. Den forste delen gir en oversikt over i hvilken grad ulike persongrupper har deltatt i forskjellige kulturaktiviteter (tabellene 1-3). Den andre delen gir en oversikt over deler av virksomheten til enkelte institusjoner og organer innen kultursektoren (teatrene, symfoniorkestrene o.1., eller en oversikt over produksjonen av enkelte kulturgoder (utgitte boker og aviser). Denne delen omfatter tabellene Publikasjonens siste del, tabellene 53-61, gir enkelte tall for private og offentlige utgifter til kulturformål. Siden en stor del av grunnlagsmaterialet til tabellene i publikasjonen er utarbeidet av andre, har den kunnet bli laget med bruk av forholdsvis lite ressurser. På den annen side har dette fort til at en ikke uten videre for samme kulturområde kan trekke konklusjoner som bygger på oppgaver fra hver av publikasjonens tre deler. F.eks. vil personer som oppgir at de har vært i teater (tabell 1), kunne ha sett forestillinger gitt av andre teatre enn de som er med i tabellene Likeledes vil utgiftene til teaterformål i tabell 55 ikke direkte kunne knyttes til tabell 1 og tabellene Publikasjonens tre hoveddeler er igjen inndelt i 10 statistikkområder. Foran de tabellene som tilhorer hvert område vil det bli gitt en nærmere omtale av dette og opplysninger om hvem som har samlet inn oppgavene.

8 8 PRINCIPLES AND DEFINITIONS COVERAGE The publication contains data which roughly can be divided into three main sections. The first one points out to what extent different groups of persons have participated in various cultural activities (tables 1-3), The second part gives a survey of the activity in different institutions and bodies within the field of culture (theatres, symphony orchestras etc.), or outlines the production of different cultural assets (published books and newspapers). This part includes the tables The final part of the publication, the tables 53-61, gives figures for private and public expenditures on cultural purposes. As a large proportion of the basic material for this publication has been provided by organs outside the Central Bureau of Statistics, it has been worked out within rather restricted resources. On the other hand, this has led to that conclusions for one cultural sphere based on data from each of the publication's three sections can not always be drawn. For example, persons stating that they have visited a theatre (table 1) may have seen the play being performed at another theatre than at one of those mentioned in the tables In the same way the expenditures to theatre purposes in table 55 are not applicable in table 1 and the tables The three main sections of the publication can further be divided into 10 fields of statistics. Before the tables of each field occur, further mentioning and information about who did the data compilation are given.

14 14 PERSONER ETTER DERES DELTAKELSE I ULIKE KULTURAKTIVITETER Oppgavene til tabellene 1-3 er hentet fra den tidsnyttingsundersøkelsen Statistisk Sentralbyrå gjennomførte i Undersøkelsen bygger på et utvalg av befolkningen som pr. 1. januar 1971 var i alderen år og ikke tilhørte en felleshusholdning (sykehus, pensjonater o.1.). Tallene i tabell 1 er tidligere publisert i NOS publikasjonen Tidsnyttingsundersøkelsen hefte II der en under Prinsipper og definisjoner vil finne en nærmere omtale av opplegget av undersøkelsen og av usikkerheten i resultatene. Byrået vil imidlertid gjøre oppmerksom på at de tall som der er beregnet for størrelsen av standardavviket i prosent, bare kan benyttes på tabell 1 og ikke på tallene i tabellene 2 og 3. Dette standardavviket henger sammen med den usikkerhet man har når man skal forsøke å si noe som gjelder hele befolkningen, ut fra opplysninger om et utvalg av befolkningen. Oppgavene i tabell 2 og tabell 3, som viser i hvilken grad personer som henholdsvis hadde vært i teater eller opera eller på kino også hadde deltatt i andre kulturaktiviteter, er forøvrig ikke publisert tidligere. Innhold og omfang av de enkelte kjennetegn går i de fleste tilfelle fram av spesifikasjonen i tabellene. Nedenfor er det gitt utfyllende merknader til kjennetegnene utdanning og bostedets sentralitet. Utdanningsnivå Det er tatt hensyn til samlet utdanningstid ved bestemmelsen av utdanningsnivå. Denne inndeling er nyttet i tabellene: Folkeskolenivå: Folkeskole Ungdomsskolenivå: Framhaldsskole-, folkehogskole-, yrkesskole- eller ungdomsskoleutdanning på til sammen høyst 2 år etter folkeskole Realskolenivå: Allmennutdanning og eventuell yrkesutdanning på til sammen 9 1/4-10 3/4 år Gymnasnivå: Allmennutdanning og eventuelt yrkesutdanning på til sammen /4 år Universitets- og hogskolenivå: Utdanning av minst 13 års varighet Bostedets sentralitet Som tettsteder på nivå 3 er regnet de fem største byene: Oslo, Kristiansand, Stavanger, Bergen og Trondheim. Tettstedene på nivå 1 er andre tettsteder med minst innbyggere som samtidig er et allsidig handelssentrum. Contents and scope of the different characteristics appear from the specification in the tables. Below detailed remarks to the characteristics level of education and centrality are given. Level of education The classification is based on years of completed education. Primary school level, lower stage: Primary school (7 years course) Primary school level, upper stage: Primary school and up to 2 years education after primary school, lower stage Secondary school level, lower stage: Education lasting between 9 1/4 and 10 3/4 years Secondary school level, upper stage: Education lasting 11 to 12 3/4 years University level: Education of at least 13 years duration Centrality of residence Urban_areas.4 level 3 includes the five largest cities in Norway: Oslo, Kristiansand, Stavanger, Bergen and Trondheim. 20 20 TEATER OG OPERA Oppgavene til tabellene 4-11 er hovedsakelig hentet fra statistikk utarbeidet av De norske teatres forening og gir tall for de faste teatrene, inkludert Riksteatret, Den Norske Opera og regionteatrene Teatret Vårt og Hålogaland Teater. For de to regionteatre er oppgaver innhentet særskilt. En stor del av Riksteatrets forestillinger gis i samarbeid med de andre teatrene som er med i statistikken. I tabellene er disse forestillinger regnet med under de samarbeidende teatre og altså ikke inkludert i Riksteatrets tall. Linjen for korreksjoner i tabellene 4 og 5 skyldes at enkelte forestillinger som noen av de faste teatre har gitt på et annet teaters scene, er tatt med under begge teatre. Oppgavene over turnforestillingene i tabell 8 gjelder forestillinger teatrene har gitt utenfor egne scener, bortsett fra gjestespillforestillinger på andre teatres scener og forestillinger gitt i bedrifter, institusjoner, foreninger o.l. som det er gitt særskilte tall for i tabell 10. For Riksteatrets vedkommende, er i tabell 8, samtlige forestillinger regnet som turneforestillinger. Tallene for barneteaterforestillinger i tabell 9 gjelder barne- og dukketeaterforestillinger. Særskilte forestillinger for skoleelever er ikke med her. THEATRE AND OPERA The data in the tables 4-11 are mainly taken from statistics worked up by the Association of Norwegian Theatres. These tables give figures for the established theatres, included "Riksteatret", "Den Norske Opera", and the regional theatres "Teatret Vårt" and "Hålogaland Teater". As for the two regional theatres data are compiled separately. A great part of the performances of "Riksteatret" are given in co-operation with other theatres included in the statistics. In the tables these performances are included among the cooperating theatres, and not in the figures of "Riksteatret". The correction line in the tables 4 and 5 is due to the fact that performances some of the established theatres played at another theatres stage are included in the figures for both the theatres. The data on tour performances in table 8 cover performances which the theatres have given outside their own stages, except guest-performances on another theatre's stage and performances given in establishments, social services etc. which are presented separately in table 10. When it comes to "Riksteatret", all the performances are in table 8 counted as tour performances. The data on child theatre performances in table 9 cover performances especially intended for children included puppet-theatre performances. Performances intended for pupils are here excluded.

25 25 BIBLIOTEK Statistikken gir tall for følgende biblioteksgrupper: 1) Skolebibliotek ved grunnskoler 2) Folkebibliotek 3) Fylkesbibliotek 4) Spesialbibliotek Oppgavene til statistikken over bibliotek av typene 1-3 er utarbeidet av Statens Bibliotektilsyn. Statistikken over spesialbibliotek, som gir tall for de syv biblioteksgruppene, er utarbeidet av Byrået og tidligere publisert i Statistisk årbok. Statistikk over skolebibliotek i videregående skoler utarbeides ikke. Virksomheten til bibliotek av type 1-3 er nå regulert av Bibliotekloven av 18. juni Etter denne lov skal alle grunnskoler og institusjoner som driver grunnskoleundervisning ha eget skolebibliotek. Videre skal alle kommuner alene eller sammen med nabokommunen ha et folkebibliotek, som om nødvendig skal ha filialer. Fylkesbibliotekene skal ha som oppgave å støtte og å supplere skole- og folkebibliotekene. LIBRARIES The statistics provide figures for the following groups of libraries: 1) School libraries at primary schools 2) Public libraries 3) County libraries 4) Special libraries The data for the statistics on libraries of type 1-3 are worked out by the State Library Supervision. The statistics on special libraries, which give figures for the seven groups of libraries, are worked up by the Central Bureau of Statistics and previously published in Statistical Yearbook. Statistics on school libraries in upper secondary schools are not being worked out. The activities of libraries of type 1-3 are now regulated by the Library Act passed June 18, All primary schools and institutions educating at primary school level are supposed to have their own school library. Further, all municipalities shall, either alone or in co-operation with neighbouring municipalities, have a public library, if necessary with district branches. The duty of the county libraries is to support and supplement school and public libraries.
