4 Norges offisielle statistikk Fylkestingsvalget 1995 Forord I denne publikasjonen legger Statistisk sentralbyrå fram detaljerte resultater for valgdeltaking og fordeling av stemmer og representanter etter parti ved fylkestingsvalget 10. og 11. september For de valgte representantene til fylkestingene er det gitt særskilte opplysninger om deres fordeling etter kjønn, alder og yrkesgrupper. Som vedlegg er gitt en oversikt over representantene til hvert fylkesting. Publikasjonen inneholder også resultater fra valget til fylkesutvalgene, foruten opplysninger fra en intervjuundersøkelse om velgernes atferd ved fylkestingsvalget 1995, sammenliknet med stortingsvalget Denne undersøkelsen er et samarbeidsprosjekt mellom Institutt for samfunnsforskning (ISF) og Statistisk sentralbyrå. Samtidig med fylkestingsvalget ble det også holdt kommunestyrevalg. Resultatene fra dette valget er tidligere offentliggjort i publikasjonen Kommunestyrevalget 1995, NOS C 342. 5 Fylkestingsvalget 1995 Norges offisielle statistikk Preface In this publication, Statistics Norway presents details about the election turnout for the county council election held 10 and 11 September 1995, including a breakdown of votes and representatives by party. The survey also includes breakdowns of the elected county council representatives by gender, age and general occupational category. Attached please find a list of the representatives on each county council. This publication also includes the results of the county executive board elections, in addition to data from an interview survey on voter behaviour in the 1995 county council election, compared with the general parliamentary elections in This project has been organised jointly by the Institute for Social Research (ISF) and Statistics Norway. Municipal council elections were held at the same time as the county council elections. The results of the municipal elections may be found in the publication "The 1995 Municipal Elections", NOS C 342. The main results of the county council election were published in Weekly Bulletin of Statistics no. 7/96. The municipal figures for voting and representatives have been published in Regional Statistics no. 2/96. Grunnlaget for statistikken Statistikken for fylkestingsvalget 10. og 11. september 1995 bygger på opplysninger fra fylkesvalgstyrene til Statistisk sentralbyrå. Manntallsoppgavene, som er felles for fylkestingsvalget og kommunestyrevalget, er innhentet fra valgstyrene i kommunene. Oppgavene er innhentet med hjemmel i statistikklovens 2-2 og valglovens Omfang Statistikken omfatter valgresultatene for alle kommuner. De valgte fylkestingsrepresentantene er også gruppert etter bostedskommune. De to oppgaveskjemaene som ble nyttet, og et fellesskjema for manntallsoppgaver fra kommunestyrevalget og fylkestingsvalget, er gitt i vedlegg 3. Av disse tre skjemaene går det fram hvilke opplysninger som er samlet inn. 2. Feilkilder og usikkerhet ved resultatene Som ved tidligere valg har det vært nødvendig å revidere oppgavene fra fylkesvialgstyrene. Skjemaene er blitt kontrollert og tallene avstemt mot. hverandre, og i visse tilfeller har en hentet inn nye oppgaver. Fylkestingsskjemaene er også enkelte ganger blitt aystemt mot kommunestyreskjemaene og manntallsoppgaveskjemaene. Problemene har spesielt vært knyttet til forkastede stemmer, og stemmer avgitt bare til kommunestyrevalget. Selv om mange åpenbare feil er rettet opp, vil det fortsatt kunne forekomme enkelte feil og unøyaktigheter. Disse anses likevel å ha liten betydning for bruk og tolking av resultatene. 3. Begrep og kjennemerker 3.1. Stemmerett Kravene til stemmerett går fram av Grunnloven og lov om stortingsvalg, fylkestingsvalg og kommunestyrevalg (valgloven). Norske statsborgere over stemmerettsalderen (18 år ved utgangen av året) som har vært registrert som bosatt i Norge i løpet av de siste 10 årene vil automatisk komme med i manntallet. I tillegg kan norske statsborgere som har vært bosatt sammenhengende i utlandet i 10 årene eller mer, kreve å bli innført i manntallet. Videre har alle utenlandske statsborgere stemmerett ved kommunestyrevalg og fylkestingsvalg dersom de har vært innført i norsk folkeregister som bosatt i landet sammenhengende de tre siste årene for valgdagen, og ellers fyller de vilkår for stemmerett som gjelder for norske statsborgere. Ved valget i 1995 utgjorde de utenlandske statsborgerne med stemmerett om lag personer, eller 2,7 prosent av alle stemmeberettigede. Avkryssing i manntallet, forkastede og avgitte stemmer Fylkestingsvalget i 1995 ble i likhet med de foregående valgene holdt samtidig med kommunestyrevalget. Stemmegiving ble registrert ved avkryssing i et felles manntall, ett kryss for hver stemmegiver, uansett om personen stemte ved begge eller ved bare ett valg. Avgitte stemmer ved fylkestingsvalget er regnet som summen av godkjente og forkastede stemmer og helt tomme stemmeseddelkonvolutter ved fylkestingsvalget. (Se vedlegg 3, skjema 1, punkt 2, 4 og 5.) I tallene for forkastede (og derved også avgitte) stemmer har en holdt utenfor ikke godkjent stemmegiving. Ifølge valglovens 47, skal det heller ikke krysses av i manntallet for ikke godkjent stemmegiving. Det ble nyttet felles stemmeseddelkonvolutt for begge valg (kommunestyrevalget og fylkestingsvalget). Stemmeseddelkonvolutter som inneholdt bare stemmeseddel for kommunestyrevalget ble skilt ut som eget punkt på oppgaveskjemaet. (Se vedlegg 3, skjema 1, punkt 3.) Helt tom konvolutt er regnet som en avgitt og forkastet stemme både ved kommunestyrevalget og fylkestingsvalget. (Se vedlegg 3, skjema 1, punkt 2 og 4.) 3.4. Valgdeltaking Tallene som er gitt for valgdeltaking i tabell 8 gjelder velgere som har stemt ved ett eller begge valg, og er regnet ut på grunnlag av kryss i det felles manntall. Valgdeltakingen ved fylkestingsvalget i tabell 9 er regnet ut fra avgitte stemmer ved fylkestingsvalget. Differansen mellom tallene utgjør altså velgere som stemte bare ved kommunestyrevalget. Prøveordningen i Oslo, med direkte valg til bydelsutvalg samtidig med det ordinære lokalvalget, gir også differanse i valgdeltakingen da enkelte velgere bare stemte ved valget til bydelsutvalget Gjenvalgte representanter I denne statistikken regnes en fylkestingsrepresentant som gjenvalgt hvis han/hun var fast medlem av det sittende fylkesting på valgdagen 11. september Representanter som har rykket opp som fast medlem av fylkestinget i løpet av valgperioden regnes altså som gjenvalgt Utjamningsrepresentanter Reglene om utjamningsrepresentanter er de samme som ved forrige valg, og finnes i valglovens 59.2 og Utjamningsrepresentantene er merket med stjerne (*) i vedlegg Geografiske inndelinger I denne publikasjonen brukes følgende inndelinger: A. Lyngen, Kåfjord, Storfjord, Alstahaug og Vefsn i Nordland Andre merknader I prosentfordelinger er hvert enkelt tall i fordelingen avrundet uavhengig av de andre. Dette medfører at summen av prosenttallene i fordelingen ikke alltid er lik 100,0. Representantenes alder er regnet i hele fylte år ved utgangen av Representantenes yrke, som vesentlig bygger på de opplysninger som var gitt på de offisielle valglistene, er klassifisert i samsvar med Standard for yrkesgruppering i offentlig norsk statistikk. I noen tilfeller er opplysninger hentet inn fra de respektive partier. I enkelte tilfeller har det vært vanskelig å klassifisere yrke ut fra de tilgjengelige opplysningene. Tallene i 12

Som husmor er regnet kvinne som på valglisten stod oppført som husmor uten opplysning om annen yrkesaktivitet. Kvinne som for eksempel var oppført som husmor og lærer, husmor og tekstilarbeider eller husmor og student er ikke tatt med under husmødre. 4. Valg av fylkesutvalg Som ved valget i 1991 er også ved fylkestingsvalget i 1995 innhentet oppgaver over valg til fylkesutvalg (se vedlegg 4). Tallene fra dette valget er publisert i Regionalstatistikk og i tabell 19 i denne publikasjonen. 5. Utvalgsundersøkelse om fylkestingsvalget 1995 og stortingsvalget 1993 Statistisk sentralbyrå og Institutt for samfunnsforskning gjennomførte i forbindelse med valget i 1995 en undersøkelse om velgernes atferd ved Stortingsvalget 1993 og Fylkestingsvalget Formålet var å følge et utvalg av velgere i 1993 og 1995 og deres stemmegiving ved de to valgene. Utvalget bestod av velgere i aldersgruppen som var år i I alt var det personer som svarte begge år. Ved utvalgsundersøkelser som denne, som bygger på opplysninger om bare en del av befolkningen, vil det alltid være en viss usikkerhet i resultatene - en viss utvalgsvarians - som en bør ta hensyn til ved tolking av resultatene. 6. Noen hovedresultater Fremskrittspartiet gikk mest fram og Sosialistisk Venstreparti mest tilbake ved fylkestingsvalget i 1995 sammenliknet med valget i Fremskrittspartiet ate sin stemmeandel fra 7 prosent i 1991 til 12 prosent i Partiet hadde framgang i alle fylker. Framgangen var størst i Oslo, der partiet økte stemmeandelen fra 8,8 prosent til 20,2 prosent. Sosialistisk Venstrepartis oppslutning ble halvert, og partiet fikk 6,1 prosent av stemmene ved valget i Tilbakegangen var størst i Telemark der Sosialistisk Venstrepartis stemmeandel ble redusert fra 16,4 prosent i 1991 til 7,2 prosent i Høyre oppnådde 19,9 prosent av stemmene, en tilbakegang på 2 prosentpoeng sammenliknet med forrige fylkestingsvalg. Den mest markante tilbakegangen for Høyre kom i Oslo og Troms med henholdsvis 5,5 og 5,2 prosentpoeng. Venstre gikk fram fra 3,5 prosent i 1991 til 4,7 prosent i For de andre større partiene var endringene små. Det norske Arbeiderparti gikk fram fra 30,4 prosent i 1991 til 31,3 prosent i 1995 og Kristelig Folkeparti fra 8,1 til 8,5 prosent. Senterpartiets andel av stemmene gikk tilbake fra 12,0 prosent i 1991 til 11,7 prosent i Totalt ble det i 1995 valgt 953 representanter til fylkestingene. I 1991 var antallet 991. Sosialistisk Venstreparti fikk 58 representanter, 64 færre enn i Høyre fikk redusert sitt antall representanter med 25, og partiet har nå 179 representanter i landets fylkesting. Fremskrittspartiet fikk 37 flere representanter enn i forrige periode og har nå 103. Venstre ate sin representasjon fra 36 ved valget i 1991 til 48 i Det norske Arbeiderparti fikk 308 representanter, Senterpartiet 133 og Kristelig Folkeparti 86 representanter. I de nye fylkestingene (inkl. Oslo) sitter det nå 393 kvinner. Kvinneandelen i inneværende mandatperiode er 41,2 prosent, mot 39,3 prosent i forrige periode. I enkelte fylker ble det valgt inn færre kvinner, men i de fleste fylkene var det en økning i kvinneandelen. Som ved forrige fylkestingsvalg var det Nordland som fikk høyest kvinneandel blant fylkestingsrepresentantene. I dette fylket utgjør kvinnene om lag halvparten av representantene. Av partiene er det fremdeles Sosialistisk Venstreparti som har den høyeste kvinneandelen. Vel 55 prosent av dette partiets representanter er kvinner. Alle de større partiene ate andelen kvinnelige fylkestingsrepresentanter sammenliknet med forrige valg. Gjennomsnittsalderen til fylkestingsrepresentantene som ble valgt i 1995 var 47 år. De fleste, henholdsvis 33 og 32 prosent, befinner seg i aldersgruppene år og år. Av representantene som ble valgt i 1991 var 38 prosent av representantene i alderen år og 27 prosent i alderen år. Aldersgruppen år fikk ved valget i prosent av representantene mot 7 prosent i Oppgavene over representantenes yrke viser at 14 prosent er selvstendig næringsdrivende. Utvalgsundersøkelsen som ble foretatt i fellesskap av Institutt for samfunnsforskning og Statistisk sentralbyrå viste at valget i 1995 medførte betydelige forskyvninger i partienes styrkeforhold. Det største utslaget gjaldt Fremskrittspartiet, som omtrent fordoblet sin andel av stemmene sammenliknet med stortingsvalget De største taperne ble Senterpartiet og Arbeiderpartiet, de som gikk mest fram i Frammøteprosenten ved valget i 1995 ble den laveste på 70 år årenes enorme skiftninger i velgerskaren fortsatte i fullt monn også ved valget i Materiale som er basert på en sammenlikning av stortingsvalget i 1993 og fylkestingsvalget i 1995 viser at 44 prosent av velgerne skiftet standpunkt mellom disse to valgene, enten ved å skifte fram og tilbake mellom partiene, eller ut og inn av hjemmesitternes rekker. Tallet tangerer rekorden fra Stabiliteten var størst i Kristelig Folkeparti, Høyre og Fremskrittspartiet. Omkring 60 prosent av disse partienes velgere holdt fast ved sitt gamle parti også i Stabiliteten var lavest i Senterpartiet og Sosialistisk Venstreparti. Den store stabiliteten i Fremskrittspartiet er nytt av året. Dette partiet hadde for øvrig framgang på bekostning av alle andre partier, men mest fra Arbeiderpartiet, Senterpartiet og Høyre. Det var stor utveksling av stemmer fram og tilbake mellom Arbeiderpartiet og Høyre, med overskudd for sistnevnte parti.. Derimot hadde Arbeiderpartiet overskudd i forholdet til Senterpartiet. Venstres framgang kom vesentlig fra Arbeiderpartiet, Høyre og Senterpartiet. Selv om EU-saken ble avgjort ved folkeaystemningen i 1994, fortsatte den å påvirke forholdet mellom partiene. Hvis vi holder hjemmesitterne utenfor, var overgangene mellom partiene litt hyppigere blant neifolk enn blant ja-folk, 31 prosent mot 27 prosent. Når vi ser på hovedresultatet ble Arbeiderpartiet og Høyre svekket på ja-siden, mens Sosialistisk Venstreparti og Senterpartiet hadde tilbakegang på nei-siden. Det betyr at de partipolitiske motsetninger i forhold til EU-saken ble noe redusert ved valget i Den store nedgangen i valgdeltakelsen berørte partiene på varierende vis og fikk indirekte betydning for stemmefordelingen. Dette gikk mest utover Arbeiderpartiet, Senterpartiet og Sosialistisk Venstreparti, mens Venstre, Kristelig Folkeparti og særlig Fremskrittspartiet hadde forholdsvis små overganger til "hjemmesitterne" og således indirekte gevinst på nedgangen i valgdeltakelsen. Utvalget ble bedt om å nevne en eller to saker som de oppfattet som viktige ved valget i Bare hver tredje velger var i stand til å identifisere minst en sak. Selv om det dreier seg om lokalvalg, må tallet karakteriseres som særdeles lavt. Det må oppfattes som uttrykk for uklare motsetninger mellom partiene. Etter velgernes oppfatning var de tre viktigste sakene i 1995 helse og eldreomsorg, innvandring, natur og miljø. Helse og eldreomsorg ble nevnt i samtlige partier, men mest hyppig blant velgere tilhørende Fremskrittspartiet, Høyre og Arbeiderpartiet. Innvandring ble nesten utelukkende nevnt blant Fremskrittspartiets tilhengere. Sosialistisk Venstreparti og Venstre var mest opptatt av natur og miljø. Som vanlig var Kristelig Folkepartis velgere mest opptatt av moral og religion, mens Senterpartiets folk var mest tilbøyelige til å nevne distriktspolitikk, samferdsel og EU-saken. Det lave frammøte ved valget i 1995 er klart fanget opp i panelundersøkelsen. Materialet viser at frammøtet var omtrent likt for kvinner og menn. Derimot foreligger det interessante variasjoner etter alder. Alle aldersgrupper viste tydelig nedgang i valgdeltakelsen, men fallet var størst blant velgere under 30 år. For ungdom under 23 år var deltakelsen nede i bare 30 prosent. I de yngste årsklassene var deltakelsen lavere for menn enn for kvinner. Men for velgere over 60 år var tendensen omvendt. Her var menn mest tilbøyelige til å avgi stemme. 14

Statistical base The statistics on the county counsil election held on 10 and 11 September 1995 are based on data provided to Statistics Norway by the county election committees. Shared by the municipal and county election committees, the electoral rolls 'were supplied by the municipal election committees. The data were collected pursuant to 2-2 of the Statistics Act and 88 of the Election Act Scope The statistics cover the election results from all the municipalities in Norway. The representatives elected to the county council are also categorised by municipality of residence. The two questionnaires, as well as a joint questionnaire containing electoral roll data on municipal as well as county elections, are provided in Annex 3. The three forms indicate which data have been collected. 2. Sources of error and the reliability of the results As has been the case with previous elections, it was necessary to revise the data received from the county election committees. The questionnaires were checked and the figures were compared; in some cases, new data were collected. In addition, county council data were occasionally compared with municipal council data and electoral roll data. There were some problems with invalid votes and votes cast in the municipal council election alone. Although many obvious errors have been corrected, the figures will still be subject to some errors and inaccuracies. Nonetheless, such sources of error are considered to be of little consequence for the use and interpretation of the results. 3. Terms and variables 3.1. The right to vote The right to vote is established by the Constitution and the Act related to General, County and Municipal Elections (the Election Act). Norwegian nationals of voting age (age 18 by year end) who have been registered as living in Norway during the past 10 years, will automatically be included on the electoral roll. Upon request, Norwegian nationals who have lived abroad for 10 consecutive years or more are also entitled to be included in the electoral roll. Further, all foreign nationals are entitled to vote in municipal and county elections, provided they have been listed in the Norwegian Population Register as having resided continuously in Norway for the three years prior to election day, and they otherwise fulfil the requirements that apply to Norwegian nationals. In the 1995 elections, foreign nationals with the right to vote accounted for some people, or 2.7 per cent of all those entitled to vote. Validation, invalid and valid votes Like previous elections, the 1995 county council election was held at the same time as the municipal council election. Votes were validated at the polls by ticking off a common electoral roll, one tic per voter, regardless of whether the person cast a ballot in one or both elections. The number of ballots cast in the county council election was counted as the sum of valid and invalid votes plus the number of empty ballot envelopes in the ballot box. (See Annex 3, questionnaire 1, items 2, 4 and 5.) The votes that were invalid (although cast) are not included in the figure for valid votes. According to 47 of the Election Act, no tic shall be made on the electoral roll for a vote that is not valid. The same ballot envelopes were used for both elections (municipal and county council elections). The ballot envelopes that contained municipal council ballots alone were listed as a separate item on the questionnaire. (See Annex 3, questionnaire 1, item 3). Empty ballot envelopes were counted as votes cast and rejected for both the municipal and county council elections. (See Annex 3, questionnaire 1, items 2 and 4.) 3 4. Voter turnout The voter turnout figures given in Table 8 refer to votes cast in one or both elections, and are calculated on the basis of validations ticked off on the common electoral roll. The voter turnout figures in Table 9 have been calculated on the basis of the number of votes cast in the county council election. The discrepancy between the figures represents the number of voters who voted in the municipal council elections alone. A trial system in Oslo, involving direct election of urban neighbourhood committees at the same time as the ordinary local election, also reflects a discrepancy in the voter turnout figures since some voters cast their ballots in the urban neighbourhood committee election only Re-elected representatives These statistics classify a county council incumbent as re-elected if she/he was a regular member of the county council in office on election day, 11 September Representatives who became regular members of the county council during the election period are also classified as re-elected Equalisation representatives The same rules applied to equalisation representatives as in the preceding election; they may be found in 59.2 and 60.2 of the Election Act. It is sometimes difficult to classify occupations on the basis of the information provided, so the figures in the occupation-related tables are necessarily be reliable. The category "homemaker/housewife" includes women listed on the electoral list as homemakers, with no further indication of any other occupational activity. For example, women listed as homemakers and teachers, homemakers and textile workers, or homemakers and students are not counted as homemakers. 4. The election of county councils As was the case with the 1991 election, data has been collected on the 1995 county council election (see Annex 4). The figures related to this election have been published in Regional Statistics and amay be found in Table 19 of this publication. 5. Sample survey on the 1995 county council election and the 1993 general parliamentary election In connection with the 1995 election, Statistics Norway and the Institute for Social Research conducted a survey on voter behaviour during the 1993 general parliamentary election and the 1995 county council election. The objective was to monitor a sample of voters in 1993 and 1995, and to compare how they voted in the two elections. The sample consisted of voters in the age group in A total of people responded after both elections. In connection with surveys such as this one, which is based on data collected from just a fraction of the population, there will always be a certain amount of uncertainty about the results, ie, a certain sample variance, that should be taken into account when the results are interpreted. 6. Some main results Compared with the 1991 election results, the Party of Progress gained the most ground and the Socialist Left Party lost the most ground in the county council election of The Party of Progress increased its share of the votes from 7 per cent in 1991 to 12 per cent in The party made a strong showing in all counties. Its progress was greatest in Oslo, where the party increased its following from 8.8 per cent to 20.2 per cent. The Socialist Left lost half its supporters, receiving 6.1 per cent of the votes in the 1995 election. The Socialist Left Party lost the most ground in Telemark County, where its voter share dropped from 16.4 per cent in 1991 to 7.2 per cent in The Conservative Party won 19.9 per cent of the votes, a decline of 2 percentage points from the preceding county council election. The most pronounced setbacks for the Conservatives were in Oslo and Troms county, where they lost 5.5 and 5.2 percentage points, respectively. The Liberal Party advanced from 3.5 per cent in 1991 to 4.7 per cent in There were just minor changes for the other major parties. The Norwegian Labour Party increased from 30.4 per cent in 1991 to 31.3 per cent in 1995, and the Christian Democrats moved forward from 8.1 to 8.5 per cent. The Centre Party's voter share edged down from 12.0 in 1991 to 11.7 per cent in Altogether, 953 representatives were elected to Norway's county councils in 1995, compared with 991 in The Socialist Left won 58 seats, 64 fewer than in The Conservatives lost 25 seats, leaving the party 179 representatives on the country's county councils. The Party of Progress won 37 more seats than in the preceding election, bringing its total to 103. The Liberals increased their representation from 36 after the 1991 election to 48 in The Labour Party won 308 seats, the Centre Party 133 and the Christian Democrats 86. There are now 393 women in the new county councils (including Oslo). Women occupy 41.2 per cent of county council seats during the current election period, compared with 39.3 per cent during the preceding term. Fewer women were elected in some counties, although the proportion of women representatives increased in most counties. As was the case during the preceding county council election, Nordland county had the highest proportion of women representatives of all the county councils. There, women occupy roughly half the seats on the council. At some 55 per cent, the Socialist Left Party still has the highest percentage of women representatives. Compared with the preceding election, all the major parties increased their proportions of women representatives. 17

Most of them, ie, 33 and 32 per cent respectively, were in the age groups and Of the representatives elected in 1991, 38 per cent were in the age group and 27 per cent were in the category. The age group won 5 per cent of the seats in the 1995 election, compared with 7 per cent in Data on the representatives' occupations indicate that 14 per cent of them are self-employed. Of that segment, 20 per cent are women. Some 70 per cent of the representatives were employed in the public and private sectors, while 7 per cent are students. Nearly 4 per cent are old-age or disability pensioners and approximately 3 per cent are homemakers. In the 1995 county council election, 59.7 per cent of those entitled to vote cast ballots. This was 4.1 percentage points lower than the voter turnout for the 1991 election, making it the lowest voter turnout ever registered for a direct county council election. As regards the individual counties (excl. Oslo), voter turnout was highest in Akershus county, with 64.8 per cent, and lowest in Nordland county, with 51.6 per cent. The sample survey conducted jointly by the Institute for Social Research and Statistics Norway indicated that the 1995 election entailed significant shifts in party support. The most pronounced change was in the number of people who voted for the Party of Progress, which virtually doubled the number of seats it won, compared with the parliamentary election in The biggest losers were the Centre Party and the Labour Party, ie, the big winners in The voter turnout in 1995 was the lowest reported for 70 years. The 1990s dramatic changes in voter loyalties continued during the 1995 election. Data based on a comparison of the 1993 parliamentary election and the 1995 county council election showed that 44 per cent of voters changed their party affiliation between the two elections, either by moving back and forth between parties, or by moving in or out of the ranks of the stayat-homers. This figure matches the record. Stability was greatest in the Christian Democratic Party, as approximately 60 per cent of KrF's voters remained loyal to their old party once again in Stability was least for the Centre Party and the Socialist Left Party. The high degree of stability in the Party of Progress was a new phenomenon that emerged in The Party of Progress advanced at the expense of all the other parties, but most notably at the expense of the Labour Party, Centre Party and Conservative Party. There was a very crossover of voters between the Labour Party and the Conservative Party, with the majority moving to the latter. On the other hand, the Labour Party performed better than the Centre Party. The Liberals won most of their new supporters from the Labour Party, the Conservative Party and the Centre Party Even though the question of Norway's membership of the European Union was decided by popular referendum in 1994, the issue continued to exert a certain influence on the party affiliations of voters. Excluding those who stayed at home, switching from one party to another was somewhat more common among those who voted against EU membership than among those who voted in favour of membership, 31 per cent compared with 27 per cent. On the "yes" side, there were significant net losses from the Labour Party to the Conservative Party, and from the Conservative Party to the Party of Progress. Otherwise, the Labour Party suffered more losses on the "yes" side than did the Liberal and Socialist Left parties. The Centre Party's losses were limited to the "no" side. The Centre Party lost votes to all other parties, although the losses to the Party of Progress and Labour Party were most pronounced. The Socialist Left Party lost ground among the no-voters and gained a little ground among the "yes" group. As for the overall results, the Labour Party and the Conservative Party were weakened on the "yes" side, while the Socialist Left Party and the Centre Party lost voter support on the "no" side. This indicates that impact of opposing views on the EU issue had cooled considerably in the 1995 election. The sharp decline in voter turnout affected the parties in different ways and had an indirect effect on the distribution of votes. The Labour Party, Centre Party and Socialist Left party had the largest numbers of voters stay at home, while the Liberal Party, Christian Democratic Party and, in particular, the Party of Progress lost relatively small percentages of their supporters to the couch, giving them an indirect advantage in terms of voter turnout. Survey respondents were asked to mention one or two issues they felt were important in the 1995 election. Only one of three voters was able to identify at least one issue. Even though the figures refer to local elections, this figure must be described as extremely low. It can only be perceived as meaning that the parties did not manage to put across the differences in their viewpoints on the issues. According to voters, the three most important issues in 1995 were healthcare and care for the elderly, immigration and nature and the environment. Healthcare and care for the elderly was mentioned by all parties, although it was mentioned most often by voters that supported the Party of Progress, the Conservative Party and the Labour Party. Immigration was mentioned almost exclusively by supporters of the Party of Progress. The Socialist Left and Liberals were mainly concerned about nature and the environment. 18

20 Norges offisielle statistikk Fylkestingsvalget 1995 As usual, the Christian Democrats were most interested in morals and religion, while Centre Party voters had a tendency to mention regional policy, communications and the EU issue. The low voter turnout in 1995 was clearly reflected by the sample survey panel. The data showed that the turnout was roughly equal for men and women. On the other hand, there were significant variations by age. Although all age groups showed a considerable decline in voter turnout, the percentage of stay-at-homers was greatest for the under-30 group. Voter turnout was only 30 per cent among those under the age of 23. In the youngest age groups, voter turnout was lower for men than for women. However, the tendency was the opposite for voters over the age of 60, where men showed a distinctly stronger proclivity for taking part in the election. 19
