4 BAKGRUNN Vedlegg 1B Nansenprogrammet er hovedtiltaket i norsk fiskeribistand og ble etablert av Norge, FAO (FNs ernærings- og landbruksorganisasjon) og UNDP (FNs utviklingsprogram) i Programmet har bistått over 60 land i Afrika, Asia og Latin-Amerika med kartlegging og overvåking av fiskeressurser, opplæring/utdanning og kapasitetsbygging av forvaltnings-institusjoner. Målet var i utgangspunktet å bistå utviklingsland med å skaffe nødvendige, uavhengige data til å utvikle og forvalte egne fiskerier. Forskningsfartøyet Dr. Fridtjof Nansen er sentralt i dette programmet. Den første Dr. Fridtjof Nansen ble bygget i 1974, og ble i 1993 erstattet med det nåværende fartøyet. Fartøyene har hele tiden seilt under norsk flagg, og har i tillegg ført FN-flagget. Fartøyet eies av Norad, og drives og bemannes av Havforskningsinstituttet (HI). En oppgradering av det eksisterende fartøyet er ikke teknisk mulig, så det eneste alternativet i forhold til en videre drift av EAF Nansen programmet ut over 2014 er å erstatte dagens Dr. Fridtjof Nansen med et fartøy med de nødvendige egenskaper og kapasiteter. En videreutvikling av norsk fiskeriutviklingsarbeid og EAF Nansen-programmet er avhengig av et formålstjenlig fartøy. Det nåværende Dr. Fridtjof Nansen, som nå er nær 20 år gammelt, tilfredsstiller ikke kravene som stilles til moderne havforskning, EAF Nansen-programmet og fiskeriutviklingsarbeid generelt. Selv om fartøyet er i rimelig god stand, merkes i økende grad slitasje på båt og utstyr etter nærmere 20 års intensiv drift i et fartøysmessig tøft klima (varme, sol og salt). Dette medfører stigende vedlikeholdskostnader og hyppigere avbrekk grunnet svikt i ulike driftssystemer. Fartøyet: Har ikke kapasitet til å ta ombord nødvendig ekstra utstyr for prøvetaking (vinsjer etc). Maksimum mengde last er allerede overskredet med basisutstyret. Har ikke nok laboratoriekapasitet til å kunne gjennomføre alle forskningsoppgavene som moderne havforskning og EAF Nansen-programmet forutsetter. Har for få lugarer for å ha plass til det antall forskere som trengs for å kunne dekke både fiskeriforskning og miljø/klimaforskning på samme tokt, og for forskere med forskjellige religioner, samt av begge kjønn. Mangler tilfredsstillende undervisningsfasiliteter for å kunne oppfylle intensjonene i EAF Nansen-programmet. EAF Nansen-programmet står derfor ved et veiskille: Fartøyet må enten oppgraderes, eller erstattes med et nytt fartøy for at programmet skal kunne gjennomføres etter intensjonen. Alternativt må programmet avvikles i sin nåværende form. En videreføring av fiskerisamarbeidet på dette området vil i så fall bli vanskelig. 3

6 GENERELT Vedlegg 1B Et nytt fartøy bør bygges og utrustes for å bistå utviklingsland i å etablere en økosystembasert fiskeriforvaltning. Dette innebærer å samle inn fysisk og biologisk informasjon fra tokt på hav- og kystområder, samt drive opplæring av lokale forskere i praktisk havforskning og toktvirksomhet. Fartøyet skal kunne drive forskning på følgende områder: Fiskeressurser og samspillet mellom levende organismer og det fysiske miljøet. Kartlegging av marinbiologisk mangfold. Bunnkartlegging og prøvetaking av bunndyr og sedimenter. Data for å studere og forstå effekten av klimaendringer. Registrering av CO2 og tilhørende forsuring av havet. Registrering av oksygen og deoksygenering av havet. Studier av forurensing, spesielt i forbindelse med petroleumsvirksomhet til havs. Fartøyet må utformes slik at undervisnings- og opplæringsbehov dekkes. Det skal kunne seile i både tropiske og tempererte områder, og tilfredsstille de strengeste miljø- og utslippskrav. Fartøyet bør også kunne operere både i grunne farvann og på store havdyp. Det er videre en forutsetning at driftskostnadene ikke økes i vesentlig grad. OPPLÆRING OG UNDERVISNING Fartøyet skal også brukes til å drive opplæring av lokalt forskerpersonell i praktisk havforskning og toktvirksomhet. Det er ca 30 køyeplasser for toktpersonell om bord, og det er et eget auditorium for undervisning, i tillegg til ekstra god plass i laboratoriene for å kunne drive praktisk opplæring og veiledning 5

7 DYBDEOMRÅDER Fra 15 til 2000 meter med trål. Ned til 3000 meter for andre bunnredskaper. Ned til 4500 meter for innsamling av oseanografiske data. For områder grunnere enn 15 meter skal skipet utrustes med en mindre arbeidsbåt. Vedlegg 1B OPERASJONSTID Fartøyet skal arrangeres og utrustes for tokt av inntil 45 døgns varighet uten havneanløp. 6

SFI Grouping System INTRODUCTION SFI-Grouping system The layout of the following specification is based on the SFI GROUP SYSTEM. This group system has been designed primarily to provide shipyards and shipping companies with a tool for the specification of ships and an estimation of shipbuilding costs. 16 7. Systems for machinery, main 8. Ship common systems Each main group (m.gp., one (1) digit) is divided into groups (gp, two (2) digits). Each group is again subdivided into sub-groups (s.gp, three (3) digits). Fig. 1 Components specified twice or under different sub-groups shall only be delivered once. 17 GENERELT 0.1 Generelt Denne spesifikasjonen sammen med generalarrangement nr fra Wartsila Ship Design Norway, beskriver et havforskningsfartøy med typebetegnelse VS 7012 RV. Skipet skal bygges og utrustes for å utføre oseanografiske ekspedisjoner på alle hav inkludert kystområdene. Kjerneaktiviteten vil være økosystemstudier med fokus på fiskeriresurser. I tillegg skal skipet drive forskning som: Kartlegging av marinbiologisk mangfold. Data for å studere og forstå effekten av klimaendringer. Registrering av CO2 og tilhørende forurensing av havet. Registrering av oksygen og deoksygenering av havet. Studier av forurensing, spesielt i forbindelse med petroliumsvirksomhet til havs. Dybdeområdet skipet skal operere i er: Fra 15 til 2000 meter med trål. Ned til 3000 meter for andre bunnredskaper. Ned til 4500 meter for innsamling av oseanografiske data. For områder grunnere enn 15 meter skal skipet utrustes med en mindre arbeidsbåt. Opplæring / undervisning: Skipet skal også drive opplæring av lokalt forskerpersonell i praktisk havforskning og toktvirksomhet. Operasjonstid: Skipet skal arrangeres og utrustes for tokter opptil 45 døgn. 0.2 Beskrivelse Skipet skal konstrueres med to gjennomgående dekk, 2.dekk, 1.dekk samt videre oppover A-dekk, B-dekk, C-dekk, D-dekk og brodekk. Det skal videre være dobbel bunn og tilnærmet dobbel skuteside. Skipet skal ha diesel elektrisk framdriftssystem med tre generatorsett som driver to DC elektromotorer tilkoplet aksling, propell. Propellen skal være omsluttet av en kort propeller dyse. Videre er det en ekstra stille sidepropell og en opptrekkbar azimuth propeller forut og en vanlig sidepropell akter, alle desse med elektrisk drift og frekvensregulert omdreining (rpm). Dette medførere at mest mulig reduksjon av vibrasjoner og vannbåren støy, så vell som strukturbåren støy skal vies spesiell oppmerksomhet. Alle generatorsett og alt tungt maskineri skal være fleksibelt montert. Støyanalyse skal utføres før byggingen starter. 24 2 SKROG 20 SKROG GENERELT Generelt Skipet skal i mest mulig grad ha dobbel hud i henhold til DNV klasse CLEAN. Tverskips og langskips spanteavstand skal være 600 mm Drenerig Rennestener med rør arrangeres innenfor stiverne på alle skott i overbygg og rundt våtrom. Flattjern arrangeres rundt alle dekksåpninger, rundt alle dekkskanter og rundt maskineri med fare for oljelekkasje. Bunnplugger og lensebrønner Bunnplugger (rustfritt stål) skal anordnes for alle tanket i dobbelbunn og skutesider. Lensebrønner anordnes etter krav fra klasse. Fenderlister og slingrekjøler Fenderlister og slingrekjøl anordnes som vist på tegninger. Slingrekjøl sveises med full-kontinuerlig sveis til doblingsplate. Dekk Hoveddekk er uten spring og bjelkebugt. Skott Skipet skal ha tverrskipsskott i henhold til klassekrav. Fjernopererte vanntette dører anordnes hvor nødvendig. Sveis generelt All sveis skal være i henhold til klassekrav. Før maling skal all sveis sjekkes mot Standard: ISO Grade 2. Skrog materialer Skrog opp til og med B dekk utføres i NVA stål. NV-36 stål kan benyttes i skrog, men dersom høyfast stål blir benyttet skal dette dokumenteres av klasse. HP profiler skal benyttes mot åpent dekk. Arrangement for parkering av alle kraner anordnes. 38 HJELPE SYSTEMER UTENFOR MASKINROM Sounding System For sounding, see also group 82. The liquid cargo tanks shall have a remote sounding system being able to automatically identify and correct for different specific gravity's of the liquid cargoes. All remote sounding systems shall be integrated/interfaced with the vessel's IAS. Sensors for draft measurements shall be fitted to hull forward, aft and mid-ships, and connected to the Vessel's IAS facilitating that the remote soundings automatically are being corrected for actual trim of the vessel. Load and Stability System The Vessel shall be fitted with a Class approved loading computer. The loading computer software shall be capable of real-time input from all Vessel cargo tanks and be capable of calculating the Vessel's reserve stability for any given loading condition. 39 HYDRAULIKK SYSTEM Hydraulikk system One (1) common electro-hydraulic power pack shall be installed. Division walls where not steel bulkheads shall be of 50 mm thick panel. Division walls between cabins and between other rooms that are surrounding the cabins (except corridors) shall be arranged with double walls of 25 mm panel, than a gap of air. min 20 mm - than another 25 mm thick panel. From top of panel and up to the steel ceiling a layer of 50 mm mineral wool to be dressed from both sides. The system shall mainly be heated by the heat recovery from the engines` HT cooling circuits. In addition, heating from the oil fired boiler shall be arranged for use when the heat recovered from the engines` HT circuits are insufficient. Hot water design temperature shall be 90 C. The hot water heat exchangers shall be designed for the total heat demand in the central heating system, according to heat balance calculation. Hot water flow through heat exchangers to be controlled by the hot water temperature out from the heat exchanger. The system shall supply hot water for: Heating to the air handling units for accommodation and wheelhouse. Domestic hot water. Cargo heating (special products through secondary heat exchanger). Pre-heating (to 40 C) of water for tank washing, ref 382. Arrangement for central heating of machinery spaces below free-board deck to be considered a well. 40 58 SANITÆRSYSTEM OG UTSTYR Sanitary Supply All sanitary equipment shall be of good marine quality. FW systems, sufficient for 25 persons. The systems shall be of hydrophore type. Hot water system, heated by hot water from the central heating system in addition to el. heaters. Three off Water drinking units shall be installed. Sanitary discharge The toilet system shall be of vacuum type, wall mounted units. An automatic sewage treatment plant, IMO approved type II, shall be installed, capacity for 25 persons and certified by USCG.
