Its location in the overall emergency preparedness document structure is presented in Figure 1. This document supports the Noreco 3 rd line oil spill emergency preparedness plan with location-specific details needed to efficiently initiate and manage oil spill combat operations in cooperation with NOFO. This document is an attachment to the emergency bridging documents established between the Transocean Barents 1 st line emergency plan and the Noreco 2 nd line emergency response plan, and between Transocean Barents and the standby Vessel for this operation. Responsibility is organised as follows: The 1st line is responsible for local combat and response to the emergency situations in accordance with plans and procedures. The 1st line communicates with Noreco s 2nd line emergency response centre in addition to local resources. The 2nd line operational team shall in a proactive manner provide operational and technical advice to secure and allocate the human and material resources required by the 5

6 Page: 6 of 47 operational installation or an on-scene commander. The 2nd line communicates and coordinates with external resources and authorities in the initial phase of the incident. The 2nd line will organise transportation/evacuation from the installation(s) and coordinate reception hotel in case of evacuation to shore. The 3rd line EP is owned by the CEO and 3 rd line emergency preparedness team shall be the CEOs strategic advising group. The 3 rd line shall be responsible for communication with board, authorities, partners, media, legal and financial institutions regarding strategically aspects of the emergency. The 3rd line shall monitor, support and assist the 2nd line Emergency Response and allocate more resources to the overall emergency organisation if required.3 rd line will evaluate the need for establishing additional ad hoc support functions/teams as the situation requires and initiate follow up projects into the normalisation phase. 2.1 Responsibilities The following functions have important responsibilities in an oil spill response context. See 2 nd line and 3 rd line plan, as well as Appendix A of the Emergency Bridging Document for the Eik operation for details: Offshore Installation Manager - Notification of Noreco 2 nd line emergency response - Notification of the standby vessel, AWSAR helicopter and supply resources dedicated to the operation. 9 Page: 9 of 47 3 Notification In case of an oil spill incident, notification shall be carried out using the bridging document established between Transocean Barents and Noreco 2 nd line emergency response organization. The Transocean Barents platform manager is responsible for notification in case of an oil spill from Transocean Barents. The oil spill notification form (Attachment 1) shall be used for reporting to the 2 nd line emergency organisation. The standby vessel, the AWSAR helicopter and the supply resources dedicated to the operation shall be notified directly from the platform manager. The standby vessel shall monitor the drift of the reported oil spill, establish communication with the supply vessel and prepare for towing of oil booms. When the first response vessel arrives at the location, OIM may delegate authority as onscene commander to the master of the vessel, to be held until relieved by the NOFO onscene commander. The platform manager shall without delay notify the Noreco 2 nd line emergency response organization. The 2 nd line emergency response organizations shall mobilize NOFO. NOFO shall mobilize resources needed for oil spill surveillance (NOFO contracted helicopter and/or Norwegian Costal Administration surveillance aircraft), NOFO oil spill combat and towing vessels, NOFO on-scene commander, and the NOFO environmental monitoring program as requested by Noreco. 10 Page: 10 of 47 4 Operation cycle situation overview The first phase of an oil spill response operation is a period where the NORECO oil spill response organisation is developed. The timeline and anticipated duration is described in the previous section. After this initial period, the response organisation enters into an operation cycle, where an overview of the entire situation is essential. The elements of the operation cycle are outlined below. The frequency of this operation cycle will depend on the extent and complexity of the situation, and is a standard item for the meetings of the action management. As long as there is oil on the sea surface, once a day is a minimum frequency. 1. Establish an overview of the current situation a. Sources: i. 14 Page: 14 of 47 6 Oil spill response resources 6.1 Location and distances The well is located in an area with no oil and gas production from nearby fields, with a low density of vessels, and within a long distance from oil spill response resources, apart from thos dedicated to the operation. In Figure 4, location of the most relevant oil spill response resources for the operation is presented. Distances and transport time for these are given in Table 3. 14

A specific procedure will regulate the transfer operation between the OR vessel and the oil tanker. Oil emulsion transfer operations shall not take place inside the 500m safety zone of a mobile drilling unit. 6.3 Oil spill response at nearby fields An oil spill capability is currently under development for the Goliat field, but will not be in operation at the time of drilling the Eik well. 6.4 NOFO capabilities All NOFO systems have identical capabilities with regards to mechanical recovery of oil. In addition, five of the systems deployed in area emergency response ( Områdeberedskap ) have equipment for application of chemical dispersants. These are: Stril Herkules Havila Troll Havila Runde Stril Poseidon Stril Power If samples of the oil show that application of chemical dispersants are effect, this is a combat option that could be an alternative to mechanical recovery in the case of small releases of oil. In the case of large releases, chemical dispersants may be a supplement. However, for the relevant systems, a decision must be made whether to either apply chemical dispersants, or deploy booms for mechanical recovery as the vessels cannot carry out both methods at the same time. 19 Page: 19 of 47 7 Well-specific oil spill response 7.1 Application for Consent. Based on an assessment of environmental risk and oil spill emergency preparedness and the location-specific emergency preparedness evaluation, Noreco committed to a well specific oil spill response for the operation in the Discharge Permit Application. 7.2 Permit from the Climate and Pollution Agency (Klif) In the permit from Klif (Ref. 2011/ , dated ), the oil spill response related requirements are specified: An excerpt of the most important aspects is given below: Detection Acute pollution shall be detected as soon as possible and within 1 hour. Early phase mapping of pollution and environmental resources Effective mapping of pollution as soon as possible, independent of light and visibility, to allow for optimal oil spill combat. Visual observations to be made according to BAOAC. Presence of environmental resources along the oil spill trajectory to be mapped as soon as possible and evaluated by qualified personnel Results to be applied in updating action plans and plans for subsequent environmental surveys.. Environmental surveys Environmental surveys to be initiated as soon as possible, and within 48 hours. These surveys should be based on the results from the initial mapping. The effectiveness and environmental impact of oil spill response measures to be assessed. Reports from the surveys to be sent Klif and NCA. Oil spill combat Selection of combat methods Both chemical and mechanical methods to be assessed. 20 Page: 20 of 47 Oil Spill Response plan and Exercises The oil spill response plan should document resources included in the oil spill response established for the activity, including response time, capacity and effect related to the environmental risk and oil spill contingency assessment. Their availability shall be confirmed. Verification of the oil spill response shall be made through an oil spill exercise, before the activity is started. Documentation from the verification shall be available to the Authorities on request. Special Requirements The operator shall use oil spill response vessels, storage facilities and response equipment that are prepared for reducing ice accretion. The activity shall be adjusted if ice accretion cause situations where the response requirements cannot be met. 7.3 Oil spill response to be established The oil spill response to be established for the drilling of well 7228/1-1 is detailed in Table 4. Access to oil spill response units is secured through an agreement with NOFO. This agreement also ensures required response times for these resources. 20

22 Page: 22 of 47 8 Protection of environmental resources Oil drift simulations without including the effects of oil spill response indicate that oil may reach the shoreline in 3 % of the total number of simulations. Taking into account the probability distribution of rates and duration, the overall probability for oil reaching the shoreline is reduced to 0.3 %. Maximum amount of oil emulsion reaching the shoreline is tonnes, and the minimum drift time to the shoreline is 11.6 days. All seabird species in the national SEAPOP database were subjected to a detailed damagebased environmental risk assessment. The results identify seabirds at sea as subjected to the highest environmental risk. The Barents Sea population of Brünnich s Guillemot (Polarlomvi in Norwegian) showed the highest risk, at 8.5 % of the acceptance criteria. Little Auk (Alkekonge in Norwegian) has the next highest risk, at 4.5 % of the acceptance criteria. Seabirds nearshore show a highest environmental risk level of around 1 % of the acceptance criteria, for the species Puffin (Lunde in Norwegian) and Razorbill (Alke in Norwegian). As seen from the above, seabirds at sea are identified as the natural resource exposed to the highest environmental risk. The most vulnerable sea birds are the pelagic diving species, which may be seen in flocks of birds swimming in areas where there is a high abundance of fish. They are especially vulnerable towards oil on the sea surface. The species of this group that may be present in the highest numbers are: Little auk (Alle alle) Brünnich s guillemot (Uria lomvia) Razorbill (Alca torda) Puffin (Fratercula arctica) Other species that may be present in open waters are the pelagic surface feeding seabirds, which may be observed most frequently flying over areas with fish resources, and occasionally diving through the surface: These include: Fulmar (Fulmarus glacialis, Havhest in Norwegian) Kittiwake (Rissa tridactyla, Krykkje in Norwegian) Sea birds at sea should be a priority for protection during recovery, and presence of sea birds should be observed real time during an oil spill response operation. In general, sea bird resources may benefit from the use of chemical dispersants on slicks that are threatening flocks of sea birds if mechanical recovery is not feasible. In such cases, application of dispersants should be carried out at a safe distance from the bird flocks. The outer coastal zone contains important wintering and breeding areas for coastal seabirds and marine mammals. As nearshore data sets refer to national populations, environmental risk is generally lower than for offshore data sets, less than 1 % of the acceptance criteria. However, a number of species are subjected to environmental risk, and should be considered in oil spill response planning and operation If post-spill monitoring surveys indicate that chemical dispersion is a relevant oil spill combat option, an application for a permit to apply chemical dispersants will be developed and sent the Norwegian Coastal Administration. 22

23 Page: 23 of 47 For in-depth information, see the Environmental Risk Assessment and Oil Spill Contingency Analysis. 9 Escalation The oil spill response for Well 7228/1-1 is scaled for a weighted release rate of 3740 m 3 /d. However, as shown in section 4, release rates may range from to m 3 /d. The response requirements, expressed in number of NOFO units, are indicated in Figure 5. In the case of a spill event, Noreco will mobilise according to the requirements for a weighted release rate. If there are indications that the release rates are lower, Noreco will maintain the level of mobilised resources, as long as the resources can contribute to the spill response operation. If there are indications that the release rates are higher, Noreco will mobilise additional resources in third line as well as second line. This will also be the case if the event extends over a longer time period. The extent of mobilisation is a strategic as well as an operational decision, and will be decided jointly by the Action Manager and the Operations Manager. In the subsequent section, information on extended capability and resources are indicated, serving as a starting point for an escalation situation. Figure 5. Response requirements for the range of release rates calculated in the blowout and kill study. 9.1 Third line In the case of escalation, Noreco 3 rd line will evaluate the situation, and draw on internal resources and external contractual partners to establish an organisation that will be robust and sufficient to fulfil the needs of the company and its partners. 23

24 Page: 24 of Second line (NOFO) NOFO has sufficient resources to maintain 15 NOFO oil spill response units in operation for an extended period of time. Through agreements with OSRL, a Hercules aircraft equipped for application of chemical dispersants are also available. The aircraft may also transported additional resources and personnel, these being primarily targeted for nearshore response and cleanup. Additional oil spill combat resources may be drawn from the following resources, through agreements with NOFO: 9.3 Evaluation - Eik Norwegian Coast Guard (will assist, to the extent that other responsibilities are not compromised) Resources through international agreements with Russia and the North Sea countries. In a worst case scenario, with a maximum release rate and an extended duration, indications are that a full mobilisation of all resources available from and through NOFO will meet the requirements for offshore spill response. 24

25 Page: 25 of Environmental and chemical survey strategy 10.1 Overall goals for spill related surveys The plan for spill related surveys shall prove and document effects or lack of effects from the spill, and document whether impacts are indeed connected with the identified oil of the spill for which NORECO is responsible for. The plan shall ensure that NORECO has control of the surveys that are conducted at the company's expenses and that the studies are scientifically designed to document the relationship or lack of relationship between the incident and proven effects, and that the surveys meets the government's objectives for environmental studies. The plan shall ensure that the environmental studies carried out are likely to prove positive and negative effects of the selected combat measures. The plan should ensure that NORECO has access to updated information on the trajectory of the oil and the fate of the oil, during both the acute phase and restoration phase of the event. Klif's Guidelines for spill related surveys are currently undergoing revision. Spill related surveys were previously denoted "Post-spill monitoring" NORECO strategy for execution of spill related surveys NORECO's strategy for achieving the overall goals is summarised in the following main points: 1. Obtain overview of the situation and expected development. a. Ensure access to situation overview system b. Ensure access to prediction of the expected development over the next 24, 72 and 120 hours 2. Ensure adequate geographic coverage of sampling a. In already contaminated areas b. In areas expected/predicted to become contaminated c. In areas that are not or are not expected to become contaminated, that can serve as reference areas for monitoring restitution and background levels 3. Ensure sufficient sampling and collection of: a. Water and sediment samples b. Biological organisms c. Focus on correct sampling and storage of samples, for later analysis if necessary d. Measure the oil concentrations in biological samples and the surrounding substrate/water sample to document if there is connection between oil concentration and observed effects. e. Take relevant samples of areas with oil contamination to be compared with areas with no contamination from the spill. 4. Ensure focussed sampling a. Obtain an understanding of impact mechanisms and ensure that adequate documentation is made available. b. Increased focus on sampling and assessment/application of chemical dispersant use. c. Prioritise areas with the highest potential for impact 5. Information and communication 25

Inform the public about which results will be available and when Development of a plan for spill related surveys Spill-related studies should be initiated within 48 hours after the spill starts, and will be carried out by the contracting party under the NOFO agreement. The NORECO plan for environmental studies will serve as an instruction for the contracting party for completion of the work and ensure that the experimental setup for environmental studies is designed to provide the documentation necessary for the operation management to be able to obtain documentation in accordance with NORECO strategy and responsibility. Draft plan should be prepared by NOFO, the draft is assessed and revised in cooperation with: o Responsible contractor with NOFO o NOFO's environmental coordinator and Coastal Administrator advisors if relevant It is important to achieve good interaction with the contractor to carry out spill-related studies to ensure effectiveness of the studies and documentation value. The plan for spill-related studies should be updated in several steps as necessary as the information about oil drift, fate and distribution is received. Normally it is updated simultaneously with the updating of the action plan from NORECO to NCA. Sampling points for biological effects shall be the same sampling points as for oil pollution. Test set-up should be appropriate to document the correlation between oil contamination and biological effects, and that the oil identified is from the NORECO oil spill is correctly identified as such. 26

Miljøbeskrivelse og vurdering av skadepotensiale Totalt strander olje i 3 % av samtlige simuleringer som er gjennomført (sjøbunn og overflateutblåsninger). Dersom man inkluderer sannsynlighetsbidraget fra hvert scenario (overflate/sjøbunn, rate og varighet) reduseres den totale strandingssannsynligheten til 0,3 %. Den maksimale strandingsmengden i en simulering er tonn emulsjon. Korteste drivtid er 11,6 døgn. Under forventet gjennomsnittsvind i boreperioden (ca. 10 m/s) og en vanntemperatur på 5 C vil maksimalt vanninnhold i emulsjonen oppnås innen 9 timer. På det tidspunkt vil ca. 27 % ha fordampet og ca. 14 % være nedblandet. Emulsjonen oppnår en maksimal viskositet på cp, og tradisjonelle overløps oljeopptakere er derfor egnet.. Resultat av oljedriftberegninger for overflateutslipp med sannsynlighet for treff av olje på overflaten med mer enn 1 tonn i en 10x10 km rute er presentert nedenfor, henholdsvis for høyeste rate og lengste varighet ( Sm 3 /d i 52 døgn), mest sannsynlige høye rate og varighet nærmest vektet varighet (7 653 Sm 3 /d i 15 døgn) (midten), og laveste rate og korteste varighet (1924 Sm 3 /d i 2 døgn) (nederst). 32

Ut fra resultatene av miljørisikoanalysen er det områder på åpent hav nær brønn 7228/1-1 som har høyest potensial for miljørisiko. I figuren nedenfor er det vist hvilke områder på åpent hav innen influensområdet som har høy bestandsandel av polarlomvi (Barentshavbestanden). Spesielt områdene vest/nordvest for brønnen har en forventet høyere tetthet av sjøfugl. Fjerning av olje fra havoverflaten er det viktigste konsekvensreduserende tiltaket overfor sjøfugl. Mekanisk oppsamling, eventuelt supplert med kjemisk dispergering av olje som driver mot ansamlinger av sjøfugl, vil være den anbefalte beredskapsstrategien. Fordelingsmønstrene av sjøfugl på åpent hav er imidlertid sterkt varierende, blant annet som funksjon av næringsforhold. Disse forholdene fluktuerer og sjøfuglene forflytter seg på havet med næringstilgangen. Overvåking under hendelsen er derfor en nøkkelfaktor for å begrense skaden på sjøfugl på åpent hav ved et eventuelt utslipp. Dette vil gi informasjon om hvor evt. utsatte ansamlinger av sjøfugl kan befinne seg i sanntid, og er viktig informasjon som kan benyttes til å dirigere oljevernressurser. 36

Aksjonsmål 2.1. Overordnede aksjonsmål Åpent hav: Aksjonen skal gjennomføres så nær kilden som mulig. Målet for aksjonen er å samle opp og fjerne olje og emulsjon så raskt som mulig ved optimal bruk av tilgjengelige ressurser. Aksjoner på felt og hav skal i størst mulig grad hindre at olje og emulsjon kommer i kontakt med sårbare miljøressurser og når land. 37

38 Ytterligere ressurser som er tilgjengelig vil benyttes til å konsentrere og bekjempe olje som har sluppet forbi de systemer som samler ved kilden. Aksjonen skal ikke avsluttes før bekjempbare oljefilmer ikke lenger finnes på havflaten. Det skal iverksettes tiltak for overvåking av oljeflaket og estimering av utbredelse, tykkelser og oljemengde, særlig med hensyn til drift mot kysten og faren for stranding eller akutt forurensning i områder med sårbare miljøressurser. Kystsonen: Målet er å samle opp olje som driver mot kysten, som driver mot områder med større ansamlinger av sjøfugl, kasteområder for marine pattedyr, eller som driver mot områder med særskilt høy miljø- eller naturfaglig verdi. Tiltak skal iverksettes for å minimalisere akutt forurensning i kystsonen og omfanget av stranding. Aksjoner i kystsonen skal gjennomføres med minst mulig belastning på miljøet uten ytterligere habitatsforringelse og med minimal tap av kvaliteter på friluftsområder og næringsområder. Innsatsen innen oppsamling og skjerming prioriteres der oljen kan komme inn i miljøprioriterte områder, f.eks. og lokaliteter med høy MOB prioritet tilsvarende nasjonal eller internasjonal verneverdi, spesielt miljøfølsomme områder (SMO) eller andre lokaliteter/ressurser med høy prioritet eller verdi. Eventuell økning av aksjonsinnsatsen for beskyttelse av næringsvirksomhet skal vurderes.
